“ Let it sink into the conscience of society that it takes at least two or commit graft and corruption. The bribe giver is as guilty, if not more so, than the bribe taker. It is unfortunate, however that society only condemns the briber taker and even idolizes the wealthy tempter. It is another ironic misfortune that the administration which does the dirty job of flushing out, identifying, exposing and punishing without fear or favor corruption in government, gets as its reward the reputation of being corrupt. ”
