“ The Alemanni, and Bavarians, who had occupied the Roman provinces of Rhaetia and Noricum, to the south of the Danube, confessed themselves the humble vassals of the Franks; and the feeble barrier of the Alps was incapable of resisting their ambition. When the last survivor of the sons of Clovis united the inheritance and conquests of the Merovingians, his kingdom extended far beyond the limits of modern France. Yet modern France, such has been the progress of arts and policy, far surpasses, in wealth, populousness, and power, the spacious but savage realms of Clotaire or Dagobert. ”

“ Astonished by such examples of domestic treason, Honorius trembled at the approach of every servant, at the arrival of every messenger. He dreaded the secret enemies, who might lurk in his capital, his palace, his bed-chamber; and some ships lay ready in the harbor of Ravenna, to transport the abdicated monarch to the dominions of his infant nephew, the emperor of the East.
But there is a Providence (such at least was the opinion of the historian Procopius) that watches over innocence and folly; and the pretensions of Honorius to its peculiar care cannot reasonably be disputed. ”

One hundred and fifty years after the reign of Honorius, the gravest historian of the times describes the wonders of a remote isle, whose eastern and western parts are divided by an antique wall, the boundary of life and death, or, more properly, of truth and fiction. ”

The form of government was a pure and simple monarchy; the name of the Roman Republic, which so long preserved a faint tradition of freedom, was confined to the Latin provinces; and the princes of Constantinople measured their greatness by the servile obedience of their people. ”

Rome expected from him alone the restitution of Africa; and the design, which he formed, of attacking the Vandals in their new settlements, was the result of bold and judicious policy. If the intrepid emperor could have infused his own spirit into the youth of Italy; if he could have revived in the field of Mars, the manly exercises in which he had always surpassed his equals; he might have marched against Genseric at the head of a Roman army. ”

“ But the frequent and familiar companions of the great, are those parasites, who practise the most useful of all arts, the art of flattery; who eagerly applaud each word, and every action, of their immortal patron; gaze with rapture on his marble columns and variegated pavements; and strenuously praise the pomp and elegance which he is taught to consider as a part of his personal merit. At the Roman tables, the birds, the squirrels or the fish, which appear of an uncommon size, are contemplated with curious attention; a pair of scales is accurately applied, to ascertain their real weight ”

“ The arms of the republic, sometimes vanquished in battle, always victorious in war, advanced with rapid steps to the Euphrates, the Danube, the Rhine, and the Ocean; and the images of gold, or silver, or brass, that might serve to represent the nations and their kings, were successively broken by the iron monarchy of Rome.
The rise of a city, which swelled into an empire, may deserve, as a singular prodigy, the reflection of a philosophic mind. But the decline of Rome was the natural and inevitable effect of immoderate greatness. ”

“ Under each successive reign, and from every province of the empire, a crowd of hardy adventurers, rising to eminence by their talents or their vices, usurped the wealth, the honors, and the palaces of Rome; and oppressed, or protected, the poor and humble remains of consular families; who were ignorant, perhaps, of the glory of their ancestors. ”

“ Theodosius condescended to praise the senate of Constantinople, who had generously interceded for their distressed brethren: he rewarded the eloquence of Hilarius with the government of Palestine; and dismissed the bishop of Antioch with the warmest expressions of his respect and gratitude. A thousand new statues arose to the clemency of Theodosius; the applause of his subjects was ratified by the approbation of his own heart; and the emperor confessed, that, if the exercise of justice is the most important duty, the indulgence of mercy is the most exquisite pleasure, of a sovereign. ”

“ Several hundred, perhaps several thousand, victims were annually slaughtered in the great cities of the empire; and the month of December, more peculiarly devoted to the combats of gladiators, still exhibited to the eyes of the Roman people a grateful spectacle of blood and cruelty. Amidst the general joy of the victory of Pollentia, a Christian poet exhorted the emperor to extirpate, by his authority, the horrid custom which had so long resisted the voice of humanity and religion. ”

“ The throne of the persecuting Decius was filled by a succession of Christian and orthodox princes, who had extirpated the fabulous gods of antiquity: and the public devotion of the age was impatient to exalt the saints and martyrs of the Catholic church, on the altars of Diana and Hercules. The union of the Roman empire was dissolved; its genius was humbled in the dust; and armies of unknown Barbarians, issuing from the frozen regions of the North, had established their victorious reign over the fairest provinces of Europe and Africa. ”

“ The descendants of that extraordinary people, who had considered valor and discipline as the walls of Sparta, no longer remembered the generous reply of their ancestors to an invader more formidable than Alaric. "If thou art a god, thou wilt not hurt those who have never injured thee; if thou art a man, advance:—and thou wilt find men equal to thyself." ”

“ Historians may indignantly observe, that the preparations of a siege would found and maintain a flourishing colony; yet we cannot be displeased, that the subversion of a city should be a work of cost and difficulty; or that an industrious people should be protected by those arts, which survive and supply the decay of military virtue. Cannon and fortifications now form an impregnable barrier against the Tartar horse; and Europe is secure from any future irruption of Barbarians; since, before they can conquer, they must cease to be barbarous. ”

“ Theodosius had tarnished the glory of his reign by the elevation of Rufinus; an odious favorite, who, in an age of civil and religious faction, has deserved, from every party, the imputation of every crime. The strong impulse of ambition and avarice had urged Rufinus to abandon his native country, an obscure corner of Gaul, to advance his fortune in the capital of the East: the talent of bold and ready elocution, qualified him to succeed in the lucrative profession of the law ”

“ Their long robes of silk and purple float in the wind; and as they are agitated, by art or accident, they occasionally discover the under garments, the rich tunics, embroidered with the figures of various animals. Followed by a train of fifty servants, and tearing up the pavement, they move along the streets with the same impetuous speed as if they travelled with post-horses; and the example of the senators is boldly imitated by the matrons and ladies, whose covered carriages are continually driving round the immense space of the city and suburbs. ”

“ Perhaps the philosopher who addresses the emperor of the East in the language of reason and virtue, which he might have used to a Spartan king, had not condescended to form a practicable scheme, consistent with the temper, and circumstances, of a degenerate age. Perhaps the pride of the ministers, whose business was seldom interrupted by reflection, might reject, as wild and visionary, every proposal, which exceeded the measure of their capacity, and deviated from the forms and precedents of office. ”

“ This awful catastrophe of Rome filled the astonished empire with grief and terror. So interesting a contrast of greatness and ruin, disposed the fond credulity of the people to deplore, and even to exaggerate, the afflictions of the queen of cities. The clergy, who applied to recent events the lofty metaphors of oriental prophecy, were sometimes tempted to confound the destruction of the capital and the dissolution of the globe.
There exists in human nature a strong propensity to depreciate the advantages, and to magnify the evils, of the present times. ”

“ The spectator who casts a mournful view over the ruins of ancient Rome, is tempted to accuse the memory of the Goths and Vandals, for the mischief which they had neither leisure, nor power, nor perhaps inclination, to perpetrate. The tempest of war might strike some lofty turrets to the ground; but the destruction which undermined the foundations of those massy fabrics was prosecuted, slowly and silently, during a period of ten centuries; and the motives of interest, that afterwards operated without shame or control, were severely checked by the taste and spirit of the emperor Majorian. ”

“ United by friendship, animated by despair, but at length oppressed by multitudes, this band of heroes deserved the esteem, without exciting the compassion, of their enemies; and the lion was no sooner taken in the toils, than he was instantly despatched. The death of Sarus dissolved the loose alliance which Adolphus still maintained with the usurpers of Gaul. He again listened to the dictates of love and prudence; and soon satisfied the brother of Placidia, by the assurance that he would immediately transmit to the palace of Ravenna the heads of the two tyrants, Jovinus and Sebastian. ”

“ If they have ceased, summon your antagonists to declare the reason of this strange alteration. If they still continue, the number of the gods must become infinite; and shall we not risk, by the indiscreet worship of some impotent deity, to excite the resentment of his jealous superior? The visible heavens and earth, the whole system of the universe, which may be conceived by the mind, is it created or eternal? If created, how, or where, could the gods themselves exist before creation? If eternal, how could they assume the empire of an independent and preexisting world? ”

“ Instead of exercising the rights of conquest, we have been contented to impose such tributes as are requisite for your own preservation. Peace cannot be secured without armies; and armies must be supported at the expense of the people. It is for your sake, not for our own, that we guard the barrier of the Rhine against the ferocious Germans, who have so often attempted, and who will always desire, to exchange the solitude of their woods and morasses for the wealth and fertility of Gaul. The fall of Rome would be fatal to the provinces ”
