“ Third. Does the order of the Commission result in short-hauling appellants' lines contrary to the provisions of paragraph 4 of section 15 of the Interstate Commerce Act, as amended by the Transportation Act 1920? The pertinent provision of that paragraph is that the Commission, in establishing a through route, shall not, 'except where one of the carriers is a water line,' require any railroad carrier to embrace in such route substantially less than the entire length of its railroad lying between the termini of the proposed through route. ”
