“ It is a voluntary bond when it is not demanded by any particular statute or regulation based thereon, and when it is not exacted in violation of any law or valid regulation of a department. Having the right to take a bond, the government, in a case like this, has the right to demand it from the officer, and to say to him that, if he do not give it, he will not be continued as 'a property and disbursing officer of the signal service.' Such a demand, when complied with, does not amount to the illegal exaction or extortion of the bond. ”
