“ We conclude that, although undisclosed information was used as a basis for denying suspension of deportation, none of the above-mentioned regulations was transgressed. While an applicant for suspension is, by regulation, entitled to 'submit any evidence in support of his application,' that is merely a provision permitting an evidentiary plea to the discretion of those who are to make the decision. ”
