“ While taking our stand at this historic moment on the natural right of peoples to self-determination and free development—a right which, in our case, is further strengthened by inalienable historic rights, fully sanctioned by the State—we shall, at the head of our people, work for the union of all branches of the Czecho-Slovak people in a single democratic State, not neglecting that branch of the race which lives adjoining to the historic frontiers of our Bohemian Fatherland. ”

“ Meanwhile, from the standpoint of the Monarchy as a whole, “it is undoubtedly most harmful that the Slavs follow so revolutionary a policy. That can only lead to the collapse of Austria! It is to our interest that side by side with a strong Hungary there should be a strong Austria.” Hence every possible step must be taken to suppress such tendencies. ”

“ Only on the basis of the free self-determination of the peoples can a permanent world peace be established.” “As for patriotism, I only know of a Czech, a Polish, a Ruthene, an Italian, a Jugoslav patriotism, and so on. An Austrian patriotism is a mere artificially encouraged plant, but an extremely rare one. It has been Austria’s fate to be governed for a long time past by a reactionary bureaucracy which identifies the interests of Germanism with the interests of the State.” ”

“ To separate the Montenegrins from their blood brothers, to whom they are linked by suffering and common traditions, would be to trample their ideals under foot, to leave unrealised the dreams of vanished generations and to inflict an unheard of punishment upon a martyred country. . . .” The Committee, “conscious that the attitude of Montenegro's official representatives runs counter to the ideals of the country,” appeals to all Montenegrins to rally round it and to prove “that the people is innocent of the crime of its rulers.” ”

“ What was then impossible has now happened without a Széchenyi, without any great men: the nation has itself felt the interests of the dynasty and of the nation to be identical and placed all its forces at the service of the throne.”
The Czechs, on the other hand, Count Andrássy continued, have proved disloyal, and part of their troops have joined the enemy. As there is no Czech army to enforce their claims by conquering Hungary they could only attain their aims in one way, by revolution; “and to admit openly such a policy is only calculated to weaken them and strengthen us. ”

“ Montenegro, which in proportion to its powers has sacrificed most victims on the altar of national unity, and which at first sight would seem to have a certain right to independent existence, cannot allow itself to be deprived of the happiness which a common nationhood holds out to it. ”

“ As has more than once been pointed out in The New Europe, those who persist in treating the disruption of Austria-Hungary as an altogether new item in the programme of the Allies, are shutting their eyes—whether wilfully or as the result of sloppy thinking—to the fact that we have long stood committed to such a policy, by reason of our treaties with Russia, Italy, and Roumania, and of our moral obligations to Serbia. The disruption of Austria-Hungary represents a fundamental aim and aspiration of at least four of the Allied nations, and is now part of the settled policy of the French. ”

“ Daszynski, the Polish Socialist leader, spoke as follows: “In the history of Austria and its constitution no case can be found of the Polish Club taking up an attitude contrary to the rights of the peoples. The Poles could not be Panslavs, and, though Slavs, voted frequently against the Czechs and Southern Slavs. But they opposed the German language of speech, and cannot be regarded as the tools (Handlanger) of the Germans. The Poles were neither Slavophil nor Germanophil; we felt that we could not be incorporated as an organic part of the policy of the State. ”

“ An "integral" victory such as alone can secure to Europe permanent peace and the reduction of armaments, the fulfilment of the solemn pledges assumed by our statesmen towards our smaller allies, the vindication of national rights and public law, the emancipation of the subject races of central and south-eastern Europe from German and Magyar control—such must be our answer to the Pangerman project of "Central Europe" and "Berlin-Bagdad." ”

“ Those in this country who oppose it must be under no illusions. They may be able to save Austria-Hungary from disruption, but only at the cost of the disruption of the Entente, and in the long run, of the British Empire itself, whose very existence would be threatened by the survival of Austria-Hungary in her present condition of hopeless military, political, economic, and financial vassalage to Germany. ”

“ In view of the historic events of to-day the representatives of the Ukrainian people lay special emphasis upon the inalienable constitutional rights of Galicia and Lodomeria; they demand the restoration of the Ukrainian territories as a constitutional unit within the framework of the State as a whole, and they solemnly protest against the intention of forcing these Ukrainian territories into further constitutional union with the Polish territories or of providing the latter with a special autonomy of its own. ”

“ Then came the war, and the Poles declared for war against Tsarist Russia. On 6 August Pilsudski and his volunteers crossed the Russian frontier. A week later the Supreme National Committee was founded, and the Polish legions created. The whole nation entered this struggle. . . . In August, 1914, then, an idea was born—the idea of the Polish State, to be realised through Austria-Hungary. This idea enjoyed full publicity for two years. The deeds of the legions shone openly in the sun, and words fail us in their praise. ”

“ Bohemian constitutional law, by which millions of Germans in the Sudeten lands would be forced against their will into a new State formation, is not merely for them, but for all Germans of all countries and all parties, finally obsolete. ”

“ We are convinced that the day will soon come, when no one on earth will be able to intervene between our nation and our king. The future is still obscure, but the world is seriously engaged in making the interests of the rulers fit with those of the peoples: and in future Crowns will rest upon the peoples. . . . In the speech from the Throne can be read the involuniary confession, that not only our constitution, but the whole Dual System has been declared bankrupt. ”

“ But we also have a serious word to address to those Austrians who were till now our comrades, who have a heart for the Monarchy’s interests, and are trustworthy supporters of the dynasty. Where do they think it will lead if they allow the peoples of Austria to be incited still further against us, and put no break upon this hatred and passion? ”

“ After our armies have won the war, our statesmen will have to win the peace, and their task will, indeed, be difficult, unless public opinion is alert, organised and eager to support them in a clearly defined and enlightened policy. ”

“ It will be our endeavour to unmask the great designs of German war policy, to provide the historical, racial and strategic background of problems too long neglected in our comfortable island, and to emphasize the need of a carefully thought-out counter-plan, as an essential condition to allied victory. ”

“ In this new order of things the kindred Slovak branch of our nation, which lies on the frontier of our historic fatherland, ought also to be considered on the basis of natural right. We of course demand this, subject to the condition that not our eager wish and our interests, but the free decision and self-determination of the 3,000,000 Slovaks should decide in this question. ”

“ Its highest ambition will be to provide a rallying ground for all those who see in European reconstruction, on a basis of nationality, the rights of minorities, and the hard facts of geography and economics, the sole guarantee against an early repetition of the horrors of the present war. ”

“ If, however, the aim of such tendencies is to get our enemies to enforce by means of peace conditions what could only come into being from within and by the will of the State as a whole, then such tendencies must be most strongly condemned and rejected. ”

“ It is also necessary that in their sore trial we should bring them the succour of a definite statement (le concours d’une parole claire) ; we must tell them before the world (tout haut) what we think to ourselves (tout bas) , and since we are resolved to make Bohemia free, we must not leave our resolution half unsaid (la forme d’un sous-entendu) . In a word, we must have the courage of our friendships and of our ideas, and to this people which is suffering and whom they are trying to dupe by exploiting its sufferings, we must cry from afar: ‘Wait for us! We are coming ”

“ The legions were put under the command of an espionage bureau, and an attempt was made to pass them off as Austrian Militia. Galicia was treated as a foreign country, contributions were levied, people who knew no Polish were sent to Galicia, and each of them made a policy of his own. This explains the bitterness which set in in 1916, when gallows and murder made their entrance into Galicia. Some speak of 30,000 executions; others say there were twice that number. They hanged people without in the least knowing why. I will content myself with one instance instead of many. ”

“ The Czechs also wish to determine the form of their political life. They want in future to make their own laws and govern themselves. They want the seat of the whole administration to be on the historic ground of their own fatherland, and it is their will that they should communicate with each other in all instances in their own language. ”

“ The writer goes on to discuss the repressive régime established in Bohemia during the war and the tendency of the new Austrian Premier, Count Clam-Martinitz, to tempt the Czechs into submission to the House of Habsburg by promising a milder régime, and holding out a vague prospect of concessions à la polonaise. It is not enough to urge the Czechs to stand firm on the difficult and isolated path which they have chosen. ”

“ In Austria there was a systematic agitation going on against Hungary, which was, he went on to argue, blamed for all the faults of food distribution in Austria itself. In conclusion, Baron Perényi declined to enter into polemics with the Czechs (sic!) , but would merely say to them: “Neither 13 nor 3 counties, not one foot of Hungarian soil will we allow to be stolen from us. What they want, let them conquer by force of arms! ”

“ Every difficulty is being put in the way of the Kientalers (i.e., Zimmerwaldians) while Plekhanov, the agent of the Russian bourgeoisie, is allowed to return to Russia as a Minister, accompanied by the mandatories of the British and French bourgeoisies. Full of indignation at these circumstances, the Swiss Social Democrats approached the German authorities with a view to securing their passage through Germany in exchange for German civilian prisoners in Russia. ”

“ The Poles resisted temptations and abuse alike. They could not yoke themselves to any party car, and so Austria often complained of the Polish policy and called it expensive. If for anyone, it was for our own country that this policy was expensive. For twenty years past the policy of the Polish Club has been struggling for principles. ”

“ A statement signed by their associates in Switzerland is published in the Berner Tagwacht of the same date as a counterblast to “tendencious and lying reports and articles” in the Entente Press, in which these Russians are represented as agents of imperialistic Germany. ”
