“ To put it in broader terms, they have demonstrated that implementing the Peace Agreements means not only overcoming resistance to change on the part of sectors of the population who are anxious to protect their privileges, but also making a considerable effort to explain and raise the consciousness of the population as a whole. Thus, the first seven months of 1998 have revealed the true magnitude of the challenges involved in implementing a peace agenda which seeks to change the course of history in Guatemala. ”
