Tammuz-Av-Elul, but Ya`akov Avinu a"h overcame and snatched from him Elul and what remained in his hand was Tammuz and Av alone, and this is why he dominated in them during the churban/destruction of the Temple and dealt bad to Yisrael in them, but in the future these two also will be taken from him and Yisrael will dominate in them, and these two months will be festivals to Yisrael. And even regarding wedding needs, if one wishes to acquire something he will not be able to acquire after 9 Av, or a thing that there will not be time to make after 9 Av, then it is permitted. The same applies to a thing that is possible to buy after 9 Av but now is available to him inexpensively, for it will be impossible to find it at this price afterwards, then its permissible to purchase before 9 Av.
