Campbell Stuart, Secrets of Crewe House (1921)
“ The Asiatic and African possessions of Britain and France, Belgium and Italy, possessions, that is, which have no self-government, might possibly for a time be represented by members appointed by the governing power in each case. These are merely suggestions here, indications of a disposition of mind, but they are suggestions upon which it is necessary for the Allied Powers to decide as speedily as possible. The effective working out of this problem of the League of Nations Congress by the Allies without undue delay is as vital a part of the Allied policy as the effective conduct of the war. ”
