“ BY HENRY W. GRADY I went to Washington the other day, and I stood on the Capitol Hill; my heart beat quick as I looked at the towering marble of my country's Capitol, and the mist gathered in my eyes as I thought of its tremendous significance, and the armies and the treasury, and the judges and the President, and the Congress and the courts, and all that was gathered there. And I felt that the sun in all its course could not look down on a better sight than that majestic home of a republic that had taught the world its best lessons of liberty. ”

“ As in most southern inland towns, its one great artery, Main street, runs from the river bluffs to the Capitol, perched on a high hill a full mile away. This street, wide and sandy, was in the cradle days badly paved, but rather closely built up. Nor was the Capitol a peculiarly stately pile, either in size or architectural effect. Still it dominated the lesser structures, as it stared down the street with quite a Roman rigor. The staff upon its dome bore the flag of the new nation, run up there shortly after the Congress met by the hands of a noted daughter of Virginia. ”

“ I walked down by the back streets to the steps mounting to the Capitol--that long inclined plane, rather, broken at every two paces, which is the unfailing disappointment, I believe, of tourists primed for retrospective raptures. Certainly the Capitol seen from this side isn't commanding. The hill is so low, the ascent so narrow, Michael Angelo's architecture in the quadrangle at the top so meagre, the whole place somehow so much more of a mole-hill than a mountain, that for the first ten minutes of your standing there Roman history seems suddenly to have sunk through a trap-door. ”

THE CAPITOL. The modern Capitol is erected on the foundation of the ancient. The huge blocks of peperino stone which underlie the present Capitol rise from the area of the Forum, far below; and it is quite obvious that the modern structure is superimposed. The Capitol hill is the highest ground in old Rome; and the summit of its tower is, as already observed, higher than any other building in Rome east of the Tiber. ”

“ Yet as, weary and travel-begrimed, I urged my jaded nag along the broad way of yellow mud toward the majestic Capitol on its lofty hill, I observed more than one coach and chariot in trouble from the chuck-holes of semi-liquid clay. ”

“ Denver was then, as it is now, a beautiful city, built on a slope, between the prairies and mountains, always sunny, cool, and clear-skyed with the very sparkle of happiness in its air; and on the crown of its hill, facing the romantic prospect of the Rockies, the State Capitol raised its dome—as proud as the ambition of a liberty-loving people—the symbol of an aspiration and the expression of its power. ”

“ There is always a ruinous look about an unfinished building when it is occupied and devoted to business. The Capitol is situated on a hill, one face of which is scarped by the road, and has the appearance of being formed of heaps of rubbish. Towards Pennsylvania Avenue the long frontage abuts on a lawn shaded by trees, through which walks and avenues lead to the many entrances under the porticoes and colonnades ”

“ The Capitol, splendidly situated on a hill ninety feet above the level of the Potomac, dominates the entire city with its soaring dome and ranks among the most beautiful buildings in the world. It stands in a park of about fifty acres, is seven hundred and fifty-one feet in length and one hundred and twenty-one to three hundred and twenty-four feet wide, and consists of a main edifice of sandstone, painted white, and of two wings of white marble. The building covers an area of three and one-half acres. ”

“ Gamble's hill, a pretty but steep slope, cuts the river west of the bridge. Rising above its curves, from the Capitol view-point, are the slate-roofed Tredegar Works; their tall chimneys puffing endless black smoke against the sunshine, which reflects it, a livid green, upon the white foam of the rapids. So potent a factor in the aggressive power of the Confederacy was this foundry that it overtopped the regular government agencies. When the war began, this was the only rolling-mill of great capacity, of which the South could boast; the only one, indeed, capable of casting heavy guns. ”

“ The ground actually covered by the Capitol is 153,112 square feet or 652 square feet more than 3 1⁄2 acres. Of these the old building covered 61,201 square feet and the new wings with connecting corridors, 91,311 square feet.
The dome of the Capitol is the highest structure in America. It is one hundred and eight feet higher than Washington Monument in Baltimore; sixty-eight feet higher than Bunker Hill Monument and twenty-three feet higher than the steeple of Trinity Church, New York. ”

“ A mile and a half to the east, on the summit of a hill, the white walls of the Capitol were becoming visible to all the surrounding country. At irregular intervals houses, single and in rows, were in course of construction. There was nothing in the so-called city of Washington to which Marcia Burns came home, and of which the government took formal possession in 1800, that ever so remotely suggested the garden spot that it is to-day. Members of Congress and foreign ministers alike reviled it, and the lamentations of Mrs. Adams are too well known to be repeated here. ”

“ These unpleasant thoughts walked every step of the way with him to the Capitol on that bright April morning. When he reached the great white building, sitting majestically on the hill, he was one of a vast multitude of people surging toward the south wing. It still lacked half an hour of twelve, and the flag was not yet hoisted. Crowds were disembarking from the street-cars, the plaza was black with carriages, and over all was that tension of feeling which communicates itself to thousands and tens of thousands of persons at once. ”

“ The public park system, with an aggregate area of 376 acres, includes Reservoir Park of 300 acres on the western bounds of the city; Monroe, Gamble's Hill, Jefferson, Marshall, and Chimborazo parks, besides the Capitol Square. Capitol Square, on Shockoe Hill in the heart of Richmond, is 12 acres in extent. Here is situated the State Capitol (1785-96) , modeled at the suggestion of Thomas Jefferson, after the Maison Carrée at Nîmes. In the Capitol are busts and portraits of many eminent men, including the celebrated marble statue of Washington by the French sculptor Houdon in the rotunda. ”

“ The public buildings of Washington do not attempt architectural display: with scarcely an exception, they are severely simple and square. But there is a certain grandeur in the masses of white marble, which is everywhere lavishly employed, and the Capitol stands right well—alone, on the crest of a low, abrupt slope, with nothing to intercept the view from its terraces, seaward, and up the valley of the Potomac. ”

“ The Navy Yard Bridge crosses the Anacostia River, at the foot of Eleventh street, having supplanted the wooden structure built in 1819, over which Booth made his escape after the assassination of Lincoln.
The various buildings occupied by the Executive and Legislative branches of the Government are worthy of especial notice. The Capitol is considered one of the largest and finest edifices of the kind in the world, and in point of durability of structure and costliness of material, it certainly has no superior. ”

“ To the eastward is the Capitol and its surmounting dome, over a mile away, while the city spreads all around the view below, like a toy town, its streets crossing as on a chess-board, and cut into gores and triangles by the broad, diagonal avenues lined with trees, the houses being interspersed with many foliage-covered spaces. Coming from the northwest the Potomac passes nearly at the foot of the monument, with Arlington Heights over on the distant Virginia shore, and the broad river channel flowing away to the southwest until lost among the 34 winding forest-clad shores below Alexandria. ”

“ If the Capitol Park at Washington, with the National Capitol cresting it, should suddenly begin to move down into Pennsylvania Avenue at the rate of about three feet a day the authorities of the city would naturally feel some degree of annoyance. ”

“ From the Capitol you have a distinct view of its fine, undulating surface, situated at the confluence of the Potomac and its Eastern Branch, the wide expanse of that majestic river to the bend at Mount Vernon, the cities of Alexandria and Georgetown, and the cultivated fields and blue hills of Maryland and Virginia on either side of the river, the whole constituting a prospect of surpassing beauty and grandeur. The city has also the inestimable advantage of delightful water, in many instances flowing from copious springs, and always attainable by digging to a moderate depth. ”

“ The crowning glory of Washington is the Capitol, its towering dome, surmounted by the colossal statue of America, being the prominent landmark, seen from afar, on every approach to the city. The total height to the top of the statue is three hundred and seventy-five feet above the Potomac River level. The grand position, vast architectural mass and impressive effect of the Capitol from almost every point of view have secured for it the praise of the best artistic judges of all countries as the most imposing modern edifice in the world. ”

“ Tucking your trousers up to your knees you will wade through the bogs, you will lose yourself among rude hillocks, you will be out of the reach of humanity. The unfinished dome of the Capitol will loom before you in the distance, and you will think that you approach the ruins of some western Palmyra. If you are a sportsman, you will desire to shoot snipe within sight of the President's house. There is much unsettled land within the States of America, but I think none so desolate in its state of nature as three-fourths of the ground on which is supposed to stand the city of Washington. ”

“ It is true that you would never suspect that they have a government; this is the principal seat, but, save for three or four big buildings, most of them affreux, it looks like a settlement of negroes. No movement, no officials, no authority, no embodiment of the State. Enormous streets, comme toujours, lined with little red houses where nothing ever passes but the tramway. The Capitol—a vast structure, false classic, white marble, iron and stucco, which has assez grand air must be seen to be appreciated. ”

“ Its one truly magnificent building, the Capitol, seems to have absorbed everything else. Like a huge wen, it has apparently sucked up all the life of the other buildings. Feeble, shapeless, ineffective, they huddle along the sides of the vast avenues, and, however closely they stand, give nothing but the impression of a straggling and clumsy village. Then there is the eternal absurdity of the plan. It is not only a straggling and clumsy village, but it is utterly dislocated. Washington is laid out upon the plan of cart-wheels within cart-wheels. The stranger is always going wrong. ”

“ The same transformation is going on in the Capitol grounds. Blocks of old houses have been torn down and demolished, to make room for a park fit to encircle the Capitol, which can never be 75complete till it takes in all the rolling slopes which lie between it and the Potomac. No scaffolding and pulleys now deface the snowy surfaces of the Capitol. Unimpeded the dome soars into mid-air, till the goddess of liberty on its top seems caught into the embrace of the clouds. ”

“ Broad Street, with its four rows of trees and fine houses and beautiful lawns, is one of the handsomest avenues in the country, and it is only one of many that are attractive. The Capitol Square, with several good buildings about it, makes an agreeable centre of the city. Of the Capitol building not much is to be said. The exterior is not wholly bad, but it is surmounted by a truncated something that is neither a dome nor a revolving turret, and the interior is badly arranged for room, light, and ventilation. ”

“ The New Capitol, on the site of the Old Capitol, is a magnificent edifice in the renaissance style, built of New England granite, at a cost to the State of many millions. On passing quaint bits of architecture or the suggestive aspect of some out-of-the way corner, one turns naturally to the days of wigs and kneebreeches, before the capital of the Empire State was thought of, and when the forests of fair Columbia were overrun by the bronzed warriors who still held undisputed sway. ”

“ At the commencement of the rebellion the labor of completing the dome was progressing rapidly. Strangers visiting Washington will remember what seemed to look like acres of ground strewn with immense piles of iron. Facing the east and west fronts of the Capitol, immense timbers were raised to fearful heights, to which pulleys and ropes were attached that looked strong enough to lift the world. Weather permitting—for workmen had to lie by for either wind or rain—little black objects might be seen crawling in and out, building up a nest after the most approved waspish fashion. ”

“ It is located in the district of Colombia—a territory of ten miles square, formed into a separate and detached jurisdiction by the constitution of the United States. The city was laid out by General Washington, and Congress took up its abode there in 1800. The Capitol is situated in an area of twenty-two and a half acres; is a splendid building, on an eminence close to the Potomac river. The Hall of Representatives is in the second story of the south wing, and is of the form of the ancient Grecian theatre. There are twenty-four columns of variegated native marble from the banks of the Potomac. ”
