Duchy of Aquitaine

“ In wealth and fighting strength the duchy of Aquitaine was a full third of France. Added to Anjou and Normandy it made a realm far more important than England. Hence it came that Henry’s ambitions and interests were continental more than English. ”

“ GUIENNE, an old French province which corresponded roughly to the Aquitania Secunda of the Romans and the archbishopric of Bordeaux. In the 12th century it formed with Gascony the duchy of Aquitaine, which passed under the dominion of the kings of England by the marriage of Eleanor of Aquitaine to Henry II.; but in the 13th, through the conquests of Philip Augustus, Louis VIII. and Louis IX., it was confined within the narrower limits fixed by the treaty of Paris (1259) . It is at this point that Guienne becomes distinct from Aquitaine. ”

“ The new duchy of Aquitaine, comprising the three districts already mentioned, remained in the hands of Rainulf’s successors, in spite of some trouble with their Frankish overlords, until 893 when Count Rainulf II. was poisoned by order of King Charles III. the Simple. Charles then bestowed the duchy upon William the Pious, count of Auvergne, the founder of the abbey of Cluny, who was succeeded in 918 by his nephew, Count William II., who died in 926. ”

“ Setting aside, for the moment, the internal difficulties of Aquitaine, its whole eastern frontier, from the banks of the Cher to the Pyrenees, was more or less in dispute throughout his reign. The question of Toulouse, indeed, was settled in 1173; thenceforth the county of Toulouse, with its northern dependencies Rouergue and Alby, became a recognized underfief of the Poitevin duchy of Aquitaine, to which its western dependency, Quercy or the county of Cahors, had been already annexed after the war of 1160. ”

“ Hemmed in alike to south and east by close allies of the English king whose own duchy of Aquitaine surrounded almost the whole of its north-western border, the house of St.-Gilles felt that it was no longer possible to resist his claim to overlordship over its territories. Henry carried his guests back with him to Limoges; there he settled the dispute between Raymond and Alfonso; and there Raymond did homage to the two Henrys for Toulouse, [641] promising to do the like at Whitsuntide to Richard as duke of Aquitaine, and pledging himself to military service and yearly tribute. ”

Whereas many prelates, barons, knights, universities, communes, and colleges of the country of Gascony and the duchy of Aquitaine, have come thence into our presence, that they might have justice touching certain undue grievances and vexations which you, through weak counsel and silly advice, have designed to impose upon them, whereat we are quite astounded, . ”

“ The duchy Aquitaine, or Guyenne, as held by Eleanor's predecessors, consisted, roughly speaking, of the territory between the Loire and the Garonne. More exactly, it was bounded on the north by Anjou and Touraine, on the east by Berry and Auvergne, on the south-east by the Quercy or County of Cahors, and on the south-west by Gascony, which had been united with it for the last hundred years. The old Karolingian kingdom of Aquitania had been of far greater extent; it had, in fact, included the whole country between the Loire, the Pyrenees, the Rhone and the ocean. ”

“ Some viscounts, notably in the duchy of Aquitaine and the county of Toulouse, of which the size made an effective centralized government impossible, were great barons, whose authority extended over whole provinces, and who disputed for power on equal terms with counts and dukes. ”

“ Until the dukedom of Aquitaine passed to a woman, as were the vassals, so was their sovereign. Eleanor’s grandfather the crusader-duke William VIII. and her father William IX. were simply the boldest knights, the gayest troubadours and the most reckless adventurers in their duchy. There can be no doubt that the submission of Aquitaine to Louis VII., so far as it ever did submit to him, was due to Eleanor’s influence ”

“ This claim the French princes wholly refused to consider. Henry then moderated his demands so far, at least, as to allow Charles to remain in nominal possession of his kingdom; but they were still conceived on a scale such as to render their acceptance impossible. France was to cede to England, no longer as a feudal superior making a grant to a vassal, but in full sovereignty, the provinces of Normandy, Maine, and Anjou, together with all that was comprised in the ancient duchy of Aquitaine. ”

“ In 781 Charlemagne bestowed Aquitaine upon his young son, Louis, and as Louis was generally described as a king, Aquitaine is referred to during the Carolingian period as a kingdom, and not as a duchy. When Louis succeeded Charlemagne as emperor in 814, he granted Aquitaine to his son Pippin, on whose death in 838 the Aquitanians chose his son Pippin II. (d. 865) as their king. The emperor Louis I., however, opposed this arrangement and gave the kingdom to his youngest son Charles, afterwards the emperor Charles the Bald. ”

“ The peculiar position in which Eleanor stood with regard to Aquitaine may have influenced Henry II when in 1168, after the revolt of the Counts of March and Aquitane , he left her in the disturbed district under the care of Count Patrick of Salisbury (Rob. de Monte, p. 517) . Two years later it was at her intercession that the king invested his son Richard with the duchy (about August 1170) (Geoffrey of Vigeois, p. 318; Roger of Hoveden, ii. 5, 6) . ”

“ The great duchy founded three hundred years before on the colonization of the Northmen, always one of the mightiest of the feudal states of France, all the dominions which the counts of Anjou had struggled to bring together through so many generations, the disputed claims on Maine and Britanny recognized now for a long time as going with Normandy, a part even of the splendid possessions of the dukes of Aquitaine;—all these in little more than two years Philip had transferred from the possession of the king of England to his own, and all except Britanny to the royal domain. ”

“ For a moment it seemed as if, instead of the northern and southern powers being united in opposition to the crown, one of them was to be itself incorporated with the crown. ♦Momentary union of France and Aquitaine. 1137.♦ The marriage of Lewis the Seventh with Eleanor of Aquitaine united his kingdom and her duchy. A king of Paris for the first time reigned on the Garonne and at the foot of the Pyrenees. ♦Their separation. ”

“ He was145 no nearer than his Karolingian predecessors had been to actual supremacy over the Norman duchy, the Breton peninsula, and the whole of southern Gaul. Aquitaine indeed passed from cold contempt to open aggression. When one of her princes, the count of Poitou, had at length made unwilling submission to the northern king, a champion of southern independence issued from far Périgord to punish him, stormed Poitiers, marched up to the Loire, and sat down in triumph before Tours, whose count, Odo of Blois, was powerless to relieve it. ”

“ The city of Bordeaux, near the mouth of the Garonne, as shown by the map, [E] was the chief city of Aquitaine. There the prince established his court, and reigned, as it were, for several years in great splendor. The [Pg 141] fame which he had acquired attracted to his court a great number of knights and nobles from all lands, and whenever a great personage had any wrongs, real or imaginary, to be redressed, or any political end to gain which required the force of arms, he was very likely to come to the Prince of Aquitaine, in order, if possible, to secure his aid. ”

“ The southern provinces of France, Poitou, Saintogne, Auvergne, Perigord, Limousin, Angoumois and Guienne, received of the Romans the classic appellation of Aquitaine. This beautiful land, watered by the Garonne and Loire, whose clear and sparkling streams, flowing from vine-clad hills, stretched their silvery arms to irrigate the fairest fields and to enclose the finest harbors in the world, was in the twelfth century, inhabited by the most civilized and polished people on the face of the earth. ”

“ After the Treaty of Bretigny in 1360, Aquitaine ceased to be a French fief, and was exalted in the interests of the King of England into an independent sovereignty, together with the provinces of Poitou, the Saintonge, Aunis, Agenois, Perigord, Limousin, Quercy, Bigorre, Angoumois and Rouergue, greatly to the dissatisfaction of the people, who remonstrated against being handed over to a foreign lord. Charles V. and Charles VII. sought on every available occasion to escape from its obligations, and the towns were in periodic revolt. ”

“ There was to be an end to the power of the courts of Paris to harass the duke of Aquitaine, by using the rights of the suzerain to interfere with the vassal’s subjects. It was hoped that for the future the insidious legal warfare which had been used with such effect by the French kings would be effectually prevented. ”

“ But we must remember that, under the earlier French Kings, the connexion of most of these provinces with their nominal suzerain was even looser than the connexion of the German princes after the Peace of Westphalia with the Viennese Emperors. A great French Duke was as independent within his own dominions as an Elector of Saxony or Bavaria, and there were no common institutions, no Diet or assembly of any kind, to bring him into contact either with his liege lord or with his fellow-vassals. Aquitaine and Toulouse ... ”

“ The duke suddenly burst into the church, made his way through the congregation, sword in hand, and seized the prelate by the hair, saying, “Thou shalt give me absolution or die.” The bishop demanded a moment for reflection, profited by it to pronounce the form of excommunication, and forthwith bowing his head before the duke, said, “And now strike!” “I love thee not well enough to send thee to paradise,” answered the duke; and he confined himself to depriving him of his see. For fury the duke of Aquitaine sometimes substituted insolent mockery. ”

“ Massalia, which had braved the might of Cæsar, again braved the might of Charles of Anjou, and found the Frenchman a far harsher conqueror than the Roman. Aquitaine too, the other land of the tongue of oc, if not so distinctly republican as Provence, yet stands distinguished from France as emphatically a land of civic growth and civic privilege. The importance and independence of the cities grow as we go on a south-eastward journey through England, France, Aquitaine, Provence, and Italy.
We have been opposing cities to nations; but it is easier to define a city than to define a nation. ”

“ They had been separated merely because their feudal organisation had been distinct, because the lord over one was John and over the other was Philip. In Aquitaine it was otherwise. The language and manners there, though much nearer to those of the French than they were to those of the English, differed considerably from the language and manners of the Frenchmen, Normans, and Angevins. What the men of Aquitaine really wanted was independence. ”

“ Aquitaine and Gascony, including Poitou{338} but not including Auvergne, together with the districts on the Channel, Calais with Guines and the county of Ponthieu, were made over to the King of England without the reservation of any homage or superiority of any kind. These lands became a territory as foreign to the French kingdom as the territory of her German and Spanish neighbours. ”

“ For nearly a century the city remained in the power of the Visigoths, who, being Arians, persecuted the Catholic inhabitants. Sidonius Apollinaris deplores the injury done to learning by their invasion, but perhaps the decline of learning was partly owing to a growing distaste for pagan literature among Christians. The barbarians were finally routed by Clovis in 507, and he took possession of Bordeaux. Charlemagne made Aquitaine a kingdom for his son Louis le Débonnaire. Louis, son of Charles le Chauve, was the last king of Aquitaine. ”

“ The court was also attended by noble vassals of Neroweg, owners of smaller fortified places or of manors, held under the Count of Plouernel, the suzerain of these fiefs, the same as Neroweg, a vassal of William IX., Duke of Aquitaine, held under that suzerain, who, as vassal of Philip I., in turn held of that French King, the supreme sovereign. This hierarchy of all feudal seigniories existed in name only, never in fact. The great vassals, veritable sovereigns, entrenched in their duchies, laughed at the impotent authority of the King. ”

“ The King was at the Palais for Christmas and sent for the Queen, who was at Vincennes, to come and join him and bring the Duc d’Aquitaine, who had hitherto remained under her care. The princes went to meet her and various splendid entertainments took place when she arrived. She formally gave the Duc d’Aquitaine into the care of the King, who appointed the Duke of Burgundy his governor. Nothing, however, could be done in council without consent of the Queen. The Ducs de Berry and Bourbon, disapproving of the overweening power of Jean Sans-peur, left Paris and retired to their châteaux. ”

“ Its population, notwithstanding the admixture of German blood consequent on the Gothic conquest, had remained pre-eminently Roman in its character, and had attained in the seventh century to an unusual degree of wealth and civilisation. The southern part of Aquitaine had been occupied by a people called Vascones or Gascons, who extended themselves as far as the Garonne, and had also submitted to the Frankish rule during the better days of the elder dynasty. ”
