“ The Director of the Federal Bureau of Investigation or a designee of the Director (whose rank shall be no lower than Assistant Special Agent in Charge) may make an application for an order requiring the production of any tangible things (including books, records, papers, documents, and other items) for an investigation to protect against international terrorism or clandestine intelligence activities, provided that such investigation of a United States person is not conducted solely upon the basis of activities protected by the first amendment to the Constitution. ”

“ A department or agency may not conduct a polygraph examination, interrogate, or otherwise take any action that is likely to alert an employee covered by a notice under subparagraph (A) of an investigation described in that subparagraph without prior coordination and consultation with the Federal Bureau of Investigation. ”

The Office of Intelligence sets unified standards, policies, and training for analysts, who examine intelligence and ensure it is shared with our law enforcement and intelligence partners. ”

“ Intelligence analysis is best when collectors and analysts work side-by-side in integrated operations. Concepts of Operations (CONOPs) guide FBI intelligence processes and detailed implementation plans drive specific actions to implement them. Our CONOPs describe the Intelligence Requirements and Collection Management system and are supported by lower-level collection and collection support processes and procedures defined in our Intelligence Requirements and Collection Management Handbook. ”

“ Dedicated targeting analysts at headquarters and the field then analyze how we could fill those gaps by developing new sources. Source development tasks are given to each Field Intelligence Group (FIG) to execute. As a result of this process, we then produce information - both raw intelligence reports and finished assessments - in response to requirements. Each intelligence report requests customer feedback. Based on what we learn, we adjust collection and production. ”

“ High confidence generally indicates the FBI's judgments are based on high quality information from multiple sources. High confidence in a judgment does not imply the assessment is a fact or a certainty; such judgments might be wrong. While additional reporting and information sources may change analytical judgments, such changes are most likely to be refinements and not substantial in nature. ”

“ After approximately three years, agents will be transferred to a large field office where they will specialize in one of four program areas: Intelligence, Counterterrorism/ Counterintelligence, Cyber, or Criminal, and will receive advanced training tailored to their area of specialization. ”

In instances where the report appears to have merit, the teletype should be followed by a letter to the Bureau containing in detail the results of your inquiries. The Army Air Forces have assured the Bureau complete cooperating in these matters and in any instances where they fail to make information available to you or make the recovered discs available for your examination, it should promptly be brought to the attention of the Bureau. ”

“ The Investigation Bureau should establish and maintain a close association with the Agent in Charge of the Bureau of Investigation of the United States in order to render the greatest possible assistance to the Department of Justice. In the larger cities and wherever possible it is highly desirable that a Special Agent of the Department of Justice be assigned to the Local Branch to direct the work of investigation. ”

We sometimes release information about closed investigations in appropriate ways, but the FBI does not do it sua sponte. ”

“ Rather, we apply the expertise, passion, and resources of both the Counterterrorism and Criminal Investigative Divisions to these overlapping threats, working to prevent the threats on the horizon and provide justice to the victims of hate crimes. Because individual incidents may be investigated as both domestic terrorism and as a hate crime, we bring the force of the FBI to bear against any event that may fall into these categories, investigating crimes through the lenses of both divisions unless or until one avenue is foreclosed or eliminated. ”

“ In addition, the Attorney General seems to have set the bar higher to begin the investigation of a covered person than to investigate an ordinary citizen. Any information against an ordinary citizen can lead a prosecutor to begin an investigation. Under the Attorney General’s interpretation of the current independent counsel statue, however, unless the evidence rises to a level sufficient to trigger the appointment of an independent counsel, no investigation of a covered person can occur. ”

“ The identification officer will understand the problems of accurately classifying and filing fingerprint cards. He knows there is little value in placing a fingerprint card in the FBI's files with only an approximate or an inaccurate classification.
Every fingerprint card filed in the FBI's file is of value to the particular law enforcement agency which forwarded it, as well as to all other law enforcement agencies which rely on its being correctly classified and filed. ”

“ Like a U.S. Attorney's Office, the Special Counsel's Office considered a range of classified and unclassified information available to the FBI in the course of the Office's Russia investigation, and the Office structured that work around evidence for possible use in prosecutions of federal crimes (assuming that one or more crimes were identified that warranted prosecution) . ”

“ The FBI assesses anti-government, identity based, and fringe political conspiracy theories very likely motivate some domestic extremists, wholly or in part, to engage in criminal or violent activity. This assessment is based on events in which individuals committed crimes, plotted attacks, or successfully carried out deadly violence and who—either before or after their arrests—attributed their actions to their conspiratorial beliefs. ”
