Potomac River

“ It is at its vivid and aromatic worst in summer, when the most Americans come there fondly to view the city and the Potomac, and when locals who want to boat and fish and swim and do the other things one does on water would make most use of the river—indeed, do make use of it in spite of everything. ”

“ As time goes in the United States, the Potomac Basin has been populated by our restless people for a long while, and very little of it has not been affected as a result—the deep exhaustion of the Tidewater when the tobacco bonanza ran out, the lumbering off of the mountains, the grubby continuing reign of coal along the North Branch, and now the explosive growth of the Washington metropolis and the other centers of industry and people. ”

“ The Potomac River is just lovely. All the trees along its banks were budding and feathering out with greenness. We passed by a town. Then a great round heap of stone walls, that they called the Fort. The grass was green around it, and some soldiers came out on the walls to look at us as we swept by.
It was pleasant; I felt the occasion to be something like that on which that Egyptian woman went down the River Nile in a row boat; so I lowered my parasol as we passed the Fort.
At last the steamboat made a dead stop in the river. We were right opposite Mount Vernon. ”

“ On the evidence, however, the Potomac landscape since its colonization by white men has been undergoing a much more rapid carving than anyone could consider to be natural. Most of its streams, particularly in their lower reaches, are thickly opaque for long periods after rain, and gross erosion in the Basin—the amount of soil washed away from where it usefully belongs to somewhere else—averages about 50 million tons per year, a major depletion of the soil resource and a degrading influence on the landscape through erosion. ”

“ As a result of past and present populations and their activities, conditions in the Basin—including the river system—are necessarily [Pg 25b] far from natural, for specific structural development is not the only form of change. The Potomac environment has been adapted to man's use, and in places where that use has been unreasonable it is already in trouble. Clearly it is going to have to be manipulated artificially to some extent to meet people's demands on it and to guard it against the worst effects of their numbers. ”

“ Yet in the Potomac Basin as a whole the threat so far is mainly still a threat, not a reality. Where men's employment of the land has been reasonable, as it has in the Great Valley almost from the start, the land not only remains useful and pleasant but has a specific traditional beauty dependent on man's presence. Where new comprehension of the processes of destruction has been attained and shared, as in soil conservation and forestry and such fields, much damage done in the past has been repaired. ”

“ The opening of the Potomac River for navigation, to connect with the Ohio, was a project close to General Washington's heart. He had entertained this dream from the time of his first western venture in 1754. He calculated, plotted, and surveyed distances, and from 1770 onward his mind was set upon the accomplishment. In July of that year he was in correspondence with Thomas Johnson, to whom he wrote: "Till now I have not been able to enquire into the sentiments of any of the Gentlemen of this side in respect to the Scheme of opening inland navigation of the Potomac by private subscription." ”

“ It is a steep mile and more by the road from the Ferry to 66the top of the cliffs: a mile which richly repays the travel. Yet one need not go so far nor climb so high to see the beauties of the place. Whichever way you turn, river, or rock, or wild woods charm the eye. The Potomac comes down from its verdant bowers gurgling among its innumerable rocky islets. On one side is the canal, on the other the race which feeds the government works, each tumbling its yeasty super-flux over waste-weir walls into the river. ”

“ Other modern water projects in the Basin have been relatively modest or have run afoul of strong opposition. Therefore, today a sprinkling of small channel power dams and water intake structures, some levees and improved creek channels, and a few unimposing reservoirs of various sizes and types high up on small tributaries are the sum total of the development to which the Potomac water resource has been lastingly subjected, if we disregard for the moment its waste disposal function and the maintenance of navigation in its estuary. ”

“ Virginia's most important frontier region in the 1650's was the area along the Potomac River, although settlement went on simultaneously westward up the James, York, and Rappahannock, southward into Carolina, and northward up the Eastern Shore to Maryland. Sometimes individuals obtained grants to explore, settle, and monopolize the trade of these regions. But usually the expansion was catch as catch can. Since land travel was still more difficult than water travel, expansion up the Potomac, the last great unsettled tidewater river, was fastest. ”

“ The next day we came to the Potomac river, which was then about four feet deep, with its bottom covered with rounded stones of many sizes. We were not so favored as Joshua's host at the Jordan, but we just walked from shore to shore as if there were no water there. Beautiful was the scene. As I approached the river I beheld those who had crossed ascending the hill on the farther shore; in the water a double line of soldiers stretching from side to side, their guns held high above the current and gilded by the beams of the westering sun ”

“ Productive, healthy in its lower reaches even if under the shadow of change, its fishery intelligently and effectively regulated after the destructive and bitter "oyster wars" that persisted up into the 1950's, the Potomac estuary offers over 230,000 acres of water and some 750 miles of shoreline for human use and enjoyment and for the sustenance of a complex and valuable segment of the natural world. ”

“ The long narrow valley down which the South Branch flows is similar on its scale, as are many other arable strips and patches of the upper Basin that remember Shawnee days and Civil War guerillas. Near Washington, farms are waging a losing rearguard action against speculation and sprawl, but in the Piedmont to the north and west of the city lie some of the most pleasant rural landscapes in the United States. Up the drainages of the Catoctin and the Monocacy north of the Potomac, these are still functional landscapes, used mainly for dairy farming. ”

“ The plaintiffs derive title to the lots mentioned by mesne conveyances from Notley Young, who was the original proprietor of a tract of about 400 acres, known at the Dudington pastures, lying upon the Potomac river, and which became part of the site of the city of Washington, extending along the river from Tiber creek, corresponding with the foot of Fourteenth street at the Long bridge, to the grounds of the United States arsenal. ”

“ Other forces at work along the Potomac similarly have less to do with boundary lines, drainage limits, or Basin thinking than with human ways of being. There are a number of kinds of country here, as we have seen, in various stages of development and with various sorts of people inhabiting them. Yeoman tillers of the Shenandoah's limestone soils may find scant occasion to identify their interests with those of the Washington slums, or even with those of the fox-hunting Piedmont gentry just across the Blue Ridge. ”

“ He will find a lot of grubby and unsoothing [Pg 40a] stretches too, extensive in places, and even in the pleasant streams troubles exist that are invisible to the eye. There is little to be complacent about, for threats are multiplying rather than fading, and some parts of the Potomac river system already need more than help; they need resurrection. ”

“ Downriver from the main effects of the metropolitan complexities, the widening brackish and salt portions of the Potomac estuary form a generally healthy body of water, though changes loom as the metropolis moves inexorably outward from its center and as hitherto remote Tidewater areas are brought more and more under the influence of modern ways of being. ”

“ Where it falls into the sea it is fully a mile broad; at Harrisburg it is nearly of the same breadth, and from three to five feet deep. There are seven falls in this river, which, with the numerous islands and rocks, render it navigable only for a few miles by large vessels.
The River Potomac rises on the north-west side of the Alleghany Mountains, and after running a north-east course of sixty miles to Cumberland, is joined eighteen miles below, by a branch coming from the south-west. ”

“ This is a project in which both residents of the District of Columbia and of the States of Maryland and Virginia may take equal pride—namely, to preserve Great Falls and the banks of the Potomac, so that the Potomac River, as it flows through the National Capital, may flow through a continuous park from Great Falls to Mount Vernon. Washington is to be envied in having so near to it such beautiful scenery as the Palisades of the Potomac and Great Falls, which are said to be “the finest specimens of nature in this part of the country.” ”

“ For half an hour more, as we rush to meet the course of the Potomac, the broad ledges that heave the bed of the river into mounds, and the ascending configuration of the shore, seem to speak of something grand, and directly we are in the cradle of romance, at Harper's Ferry.
To reach this village, perhaps the most picturesque in the country, we must cross the Potomac from Maryland into Virginia. The bridge is peculiar and artistic. ”

“ We waited at the Potomac River for a favorable opportunity to cross without too great risk of capture by one of the United States gunboats patroling the river, and then crossed in an open boat to Stone’s Landing, on the Maryland side. Here we were very comfortable, with a nice breakfast of fish [18] and oysters fresh from the water, until the steamboat came along which was to take us to Washington. ”

“ Resolved that it is expedient to substitute for the present defective navigation of the Potomac River, above tidewater, a navigable canal from Cumberland to the eastern base of the Alleghany and to extend such canal as soon thereafter as practicable to the highest constant steamboat navigation of the Monongahela or Ohio River. ”

“ The record discloses a continuous series of acts and joint resolutions of the city councils on the subject of improving the navigation of the Potomac river, the erection and repair of sea walls on the river, granting special permission to named persons to build wharves in front of such walls. The last we shall notice is the act of March 23, 1863, entitled 'An act authorizing the mayor to lease wharf sites on the Potomac river,' etc. ”

“ The Potomac Basin, in other words, is still generally a wholesome place two-thirds of the way through the 20th century. If it gets the protection it deserves, and is developed thoughtfully and decently to meet men's demands upon its resources, it can stay a wholesome place into the indefinite future. ”

“ A riverside town of 1000 with a secondary treatment plant operating at 75 percent efficiency is going to inflict on its river a daily load roughly equivalent to the raw sewage from 250 people.
Over the years a lot of hard effort, notably on the part of the Interstate Commission on the Potomac River Basin, has resulted in some degree of treatment for about 85 percent of all municipal wastes and 83 percent of those [Pg 43a] produced by industry along the Basin's flowing streams. ”

“ In the next place, we were full a hundred miles up Potomac River, in a part they call Westmorland County; and, as that river is by far the greatest in Virginia, and I have heard say it is the greatest river in the world that falls into another river, and not directly into the sea, so we had base weather in it, and were frequently in great danger; for though they call it but a river, 'tis frequently so broad, that when we were in the middle we could not see land on either side for many leagues together. ”

“ Streams that flow into the Potomac River are largely fed by splendid limestone springs. From the Susquehanna to the Ohio River the scenery cannot be surpassed for picturesque beauty; far sweeping valleys, rugged mountains, grand forests, form a constantly changing panorama. It is both beautiful and historic. The Chambersburg and Pittsburgh Turnpike, built in 1814-15, now the Lincoln Highway, was first an old Indian trail from Harrisburg, through Fort Louden, Clinton County, and westward to Bedford, crossing the center of the county. ”

“ To the right is the Shenandoah river, emptying into the Potomac river. Across the Shenandoah is the big mountain, known as Louden Heights, on the Viriginia side. Back of the town is Bolivar Heights. Crossing the steel bridge over the Potomac, passing through a tunnel cut through the base of Maryland Heights, I reach Weaverton, where General Burnside crossed the railroad, en route to Washington, from the battle of Antietam. ”

“ The vault in which the ashes of Washington repose, is at the distance of, perhaps, thirty rods from the house, immediately upon the bank of the river. A more romantic and picturesque site for a tomb can scarcely be imagined. Between it and the Potomac is a curtain of forest-trees, covering the steep declivity to the water’s edge, breaking the glare of the prospect, and yet affording glimpses of the river, where the foliage is thickest. ”

“ Using the Potomac's water for towns and factories and power and navigation entails some interference with natural processes, but it does not have to be widely destructive of them. Discharge of treated wastes to streams is still necessary to a degree, and up to that degree not badly harmful, though as we have seen, it is far too often excessive. ”
