“ Nor can this be attributed to the negligence of the judges, for they are delighted to receive the lawsuits of the Sangleys, our covetousness selling to them even justice very dear; and when harshness finds an object, it makes their punishments (since their wealth offers so much to avarice) , although less bloody, more keenly felt, since in the estimation of the Sangley money is his very heart’s blood. ”

But as the prisoners increased in numbers, a more formal and formidable staff was organized, with Sanger at the head.
Sanger was simply a brute, as we found when we learned the whole truth about him from his own people. ”

“ I called two Sangley infidels—who, although without the faith, are endowed with all the qualities of good men, and who, I hope, through God's blessing will soon become Christians—and asked them what was their opinion concerning the expedition. They answered that they were very glad to see the way in which the religious were going; for, if they went with Spaniards, all would be lost. Thus we decided upon the departure, sending at present no more than two religious: Fray Miguel de Benavides, [4] who was the first to learn the language of the Sangleys ”

“ That's what Scanlan will do, take my word for it He 'll call us a low set of fellows, that have no position in society,—no acceptance anywhere.”
“But Massingbred is a gentleman born, and he won't be led astray by such a consideration.”
“It is exactly for that very reason that he will,” said the priest, stoutly. “It's a strange fact, but there 's no manner of man rates social advantages so high as he that has them by right, and without any struggle for them.” ”

“ The tense attention of the afternoon had relaxed; people chatted listlessly; only one man seemed to be deeply interested. He was a little man, with a clean-shaven face and the mobile mouth of the actor. His eyes gleamed and flickered; he constantly dried his moist palms on a pocket-handkerchief. Once his eyes met those of the prisoner, and Scanlaw felt that he would know that face again anywhere. ”

“ I do not wish to imply by this that the people who oppose are more or less intellectual than the people who advocate Birth Control, but only that they have fundamentally contrasted general ideas,—that, mentally, they are DIFFERENT. Very simple, very complex, very dull and very brilliant persons may be found in either camp, but all those in either camp have certain attitudes in common which they share with one another, and do not share with those in the other camp. ”

“ Scanlan, like most of those who came but casually in contact with Martin, had conceived a low idea of his capacity,—lower by far than it deserved, since behind his indolence there lay a fund of good common-sense,—a mine, it must be acknowledged, that he seldom cared to work. The crafty man of law had, however, only seen him in his ordinary moods of careless ease and idleness, and believed that pride of family, fortune, and position were the only ideas that found access to his mind, and that by a dexterous allusion to these topics it would always be an easy task to influence and direct him. ”

“ And ordinarily selfishness courts the Sangleys, while aversion urges the natives to make complaints against them—except that the bond of matrimony is a check on the women; for, as is usually the case, if a native leads a bad life, he is on the watch for the acts of the Sangleys, in order to make the evil-doing of another serve as an excuse for greater freedom in his own wrong mode of life. ”

“ So terrible, so unbelievable, are these conditions of child-bearing, degraded far below the level of primitive and barbarian tribes, nay, even below the plane of brutes, that many high-minded people, confronted with such revolting and disgraceful facts, lost that calmness of vision and impartiality of judgment so necessary in any serious consideration of this vital problem. Their "hearts" are touched; they become hysterical; they demand immediate action; and enthusiastically and generously they support the first superficial program that is advanced. ”

“ My brother is going to Texas!”
“To Texas?” exclaimed Scanlan. “What in the world should take him into that far-off region?”
“He had a relative down there engaged in the cattle business, and he has died leaving his property to old Bob. Don’t it beat the world how some fellows can get along without lifting their hands? Now, if he had left those cattle to me who stand so much in need of them——”
“If that boy goes to Texas he’ll be out of reach of you,” interrupted Scanlan.
“Yes; but see what danger he’ll be in.”
“I don’t know that he will be in any danger—more than he is here,” said Scanlan. ”

“ By no means is it necessary to look forward to some vague and distant date of the future to test the benefits which the human race derives from the program I have suggested in the preceding pages. The results to the individual woman, to the family, and to the State, particularly in the case of Holland, have already been investigated and recorded. Our philosophy is no doctrine of escape from the immediate and pressing realities of life, on the contrary, we say to men and women, and particularly to the latter: face the realities of your own soul and body ”

“ Vickery asked me to tell my story to a group of her friends. Among them was Edith How-Martyn, who had recently graduated from the London School of Economics. But already the zealous ardor of this small and slight person had landed her in jail for suffrage. She had now split from Mrs. Pankhurst, unable to subscribe to the militant policy.

“ The problem of the dependent, delinquent and defective elements in modern society, we must repeat, cannot be minimized because of their alleged small numerical proportion to the rest of the population. The proportion seems small only because we accustom ourselves to the habit of looking upon feeble-mindedness as a separate and distinct calamity to the race, as a chance phenomenon unrelated to the sexual and biological customs not only condoned but even encouraged by our so-called civilization. ”

“ More than half the enmities of the world are mere misconceptions.”
“That's true!” said Scanlan, gravely. But his thoughts had gone on a very different errand from the theme in question, and were busily inquiring what effect all these changes might have upon his own prospects.
“And now for a matter of business,” said Mary, rising and taking her place at another table. “I shall want your assistance, Mr. Scanlan. There is a small sum settled upon me, but not payable during my uncle's life. I wish to raise a certain amount of this, by way of loan,—say a thousand pounds. ”

“ But his Lordship in so difficult a crisis which demanded prompt and resolute action, took counsel with past experiences and present necessities, his keen and quick mind attentive to everything. Knowing well that this disturbance was caused by fear, he was unwilling to make it greater in the outcome without dissuading [the Sangleys from revolt] by acts of clemency—since an encounter with the Parián must of necessity make both [parties among the [226] Sangleys] declared enemies, and desperation would render them terrible as had been experienced in former insurrections. ”

“ I have touched upon these various aspects of the complex problem of the feeble-minded, and the menace of the moron to human society, not merely for the purpose of reiterating that it is one of the greatest and most difficult social problems of modern times, demanding an immediate, stern and definite policy, but because it illustrates the actual harvest of reliance upon traditional morality, upon the biblical injunction to increase and multiply, a policy still taught by politician, priest and militarist. Motherhood has been held universally sacred ”

“ Scanlan's propositions,—to place them fully and intelligibly before her Ladyship without a syllable of comment on his own part, or one word which could be construed into advocacy or reprobation of them. In truth, had he been called upon for an opinion, it would have sorely puzzled him what to say. To rescue a large estate from ruin was, to be sure, a very considerable service, but to accept Maurice Scanlan as a near member of one's family seemed a very heavy price even for that. ”

“ I never forget a pledge.”
“Very well, sir; that's enough,” said Scanlan, speaking rapidly, and like one anxious to overcome his confusion by an effort. “We have just one thing to do. We must buy out Merl. Of course as reasonably as we can, but buy him out we must. What between his own short experiences of Ireland, and the exposure that any litigation is sure to bring with it, he's not likely to be hard to deal with, particularly when we are in possession, as I suppose we may be, through your intimacy with the Captain, of all the secret history of these transactions. ”
