“ Two or three of the South American republics—they are not among those which I saw—are still in this condition. The rule of a man like Porfirio Diaz would seem to give them the best chance of emerging from it. At present they advance neither morally nor materially.
Nevertheless, taking the eleven South American states as a whole, their condition is better than it was sixty years ago. In most of them the civil element has tended to grow and the military element to decline. The lawyer-politician is not always a law-abiding politician, yet on the whole preferable to the soldier-politician.
