Colonialism

“ Colonies, we call them, these places where "niggers" are cheap and the earth is rich; they are those outlands where like a swarm of hungry locusts white masters may settle to be served as kings, wield the lash of slave-drivers, rape girls and wives, grow as rich as Croesus and send homeward a golden stream. They belt the earth, these places, but they cluster in the tropics, with its darkened peoples: in Hong Kong and Anam, in Borneo and Rhodesia, in Sierra Leone and Nigeria, in Panama and Havana—these are the El Dorados toward which the world powers stretch itching palms. ”

“ These are the objections the African Colonization Society offer to this community to our remaining in this country—in the land of freemen! These are the considerations that prompt them to tell us that we the descendants of Africa can never be men unless we abandon the land of our birth, our homes and people, and submit to that uncongenial clime, the barbarous regions of Africa, amidst unyielding contagion and mortality! O, that man would remember, that knowledge and virtue, not complexion, are the emblems that constitute the value of human dignity! ”

“ Amos Herring,—Resolved, That this meeting entertain the deepest gratitude for the members of the Colonization Society, for the organization and continuation of an enterprise, so noble and praiseworthy as that of restoring to the blessings of liberty, hundreds and thousands of the sore oppressed and long neglected sons of Africa; that we believe it the only institution that can, under existing circumstances, succeed in elevating the coloured population; and that advancement in agriculture, mechanism, and science, will enable us speedily to aspire to a rank with other nations of the earth. ”

“ We want to start, or at least very greatly to strengthen, the notion of colonization on its Imperial, as apart from its individual practical, side; to treat it as a change of homes; to bring before every man, woman, and child who migrates from England to other parts of the Empire that he is, indeed, moving within the family; that he is a living, and therefore a most powerful, factor in the continual renewing of the ties sometimes fretted by the strain of mere space distance; that upon him, in the aggregate, and not on statesmen, soldiers, or sailors, falls the responsibility of Empire. ”

“ Its benevolent purposes are not confined to the limits of one continent—not to the prosperity of a solitary race. They embrace the largest two portions of the earth, with the peace and happiness of both descriptions of their present inhabitants, and the countless millions of their posterity. The colonists, reared in the bosom of this republic, with a knowledge of the blessings which liberty imparts, although now unable to share them, will carry a recollection of them to benighted Africa, and light up, in time, her immense territory. ”

“ So we have no hesitation in saying, a thing patent to every unprejudiced observer, that the aborigines of the conquered colonies of Great Britain are treated better by their conquerors than they ever treated themselves. The Africans, in the conquered colonies of Africa, are better off under British rule than those colonies or portions unconquered are. The hosts of India enjoy more, fare better in every grace and virtue in all that goes to adorn and develop mankind, under the British government and protection than they ever did or would under self-government. ”

“ There is hence the strongest obligation on the government of a country like our own, with a crowded population, and unoccupied continents under its command, to build, as it were, and keep open, in concert with the colonial governments, a bridge from the mother country to those continents, by establishing the self-supporting system of colonization on such a scale, that as great an amount of emigration as the colonies can at the time accommodate, may at all times be able to take place without cost to the emigrants themselves. ”

“ Of the many schemes that have been proposed, we most approve of that of African colonization. If we were able, and at liberty to go whithersoever we would, the greater number, willing to leave this community, would prefer LIBERIA, on the coast of Africa. Others, no doubt, would turn them towards some other regions; the world is wide. Already established there, in the settlement of the American colonization society, are many of our brethren, the pioneers of African restoration, who encourage us to join them. ”

“ Colonial policy.—Based on considerations like the preceding, the colonial policy of this period was marked by restrictions entirely opposed to modern ideas of commercial freedom. A government which permitted or encouraged the establishment of colonies in distant lands, considered it a duty to itself to see that other governments or the colonists themselves did not rob it of the rewards of success. The colonial policy of the period has sometimes been pictured as purely one-sided, selfishly sacrificing the colonists to the interests of the people at home. ”

“ This, which may be considered as the normal state of African society, gives rise to frequent and desolating wars, and the people long in vain for a power able to make all dwell in peace. In this light, a European colony would be considered by the natives as an inestimable boon to intertropical Africa. Thousands of industrious natives would gladly settle round it, and engage in that peaceful pursuit of agriculture and trade of which they are so fond, and, undistracted by wars or rumours of wars, might listen to the purifying and ennobling truths of the gospel of Jesus Christ. ”

“ It is no longer a question of speculation whether a colony can or cannot be planted from the United States of free persons of color on the shores of Africa. It is a matter demonstrated; such a colony, in fact, exists, prospers, has made successful war, and honorable peace, and transacts all the multiplied business of a civilized and christian community.14 It now has about five hundred souls, disciplined troops, forts, and other means of defence, sovereignty over an extensive territory, and exerts a powerful and salutary influence over the neighboring clans. ”

“ Without entering into the question, whether the Government should reserve to itself, exclusively, the right of founding colonies on that continent, or whether it ought to encourage colonial companies, and depend on the efforts of private interest suitably directed, let us be permitted to offer some views, on the prudent and temperate course which ought to be laid down, to arrive at a satisfactory result, not only in respect to the civilization of the blacks, but even relatively to the commercial advantages which the colonist must naturally have in view. ”

“ We augur well of this Imperial arrangement, not merely because it forms a fitting acknowledgment of colonial enterprise, but because we may venture to see in it the beginning of a new policy, by which the Home Government frees itself, once for all, from the imaginary, or, at any rate, to it, the needless costs and difficulties of founding new colonies. Colonies already established and prosperous may be left to perform this duty, and they may be so left all the more readily when, as in this case, they are prompt to take the duty in hand, with all its outlay and trouble. ”

“ Remember, that for modern civilisation among the Outeroos, the world is indebted to the colonial enterprise and success of Britain; but remember, too, that it is not always the ‘colonising nations,’ but the ‘colonists’ of the ‘colonising nations,’ that carry the standard of social progress to advanced grounds. ”

“ It occurred to me, and I said it then, that Great Britain has more than thirty colonies in different quarters of the globe, in which the numbers of civilized men are increasing, and the native tribes are wasting away—that the march of civilization is everywhere, as it is in America, a war of extermination, and that of our own species. ”

“ The colonial system by which this whole hemisphere was bound has fallen into ruins, totally abolished by revolutions converting colonies into independent nations throughout the two American continents, excepting a portion of territory chiefly at the northern extremity of our own, and confined to the remnants of dominion retained by Great Britain over the insular archipelago, geographically the appendages of our part of the globe. With all the rest we have free trade, even with the insular colonies of all the European nations, except Great Britain. ”

“ The colonies carry out with them a knowledge of agriculture and of other useful arts, superior to what can grow up of its own accord, in the course of many centuries, among savage and barbarous nations. They carry out with them, too, the habit of subordination, some notion of the regular government which takes place in their own country, of the system of laws which support it, and of a regular administration of justice; and they naturally establish something of the same kind in the new settlement. ”

“ Having found much fault with the Colonization Society, it [Pg 136] is pleasant to believe that one portion of their enterprise affords a distant prospect of doing more good than evil. They now principally seek to direct the public attention to the founding of a colony in Africa; and this may prove beneficial in process of time. If the colored emigrants were educated before they went there, such a Colony would tend slowly, but certainly, to enlighten Africa, to raise the character of the negroes, to strengthen the increasing liberality of public opinion, and to check the diabolical slave-trade. ”

“ Having, I hope, shown that the plan of the society is not visionary, but rational and practicable; that a colony does in fact exist, planted under its auspices; that free people are willing and anxious to go; and that the right of soil as well as of sovereignty, may be acquired in vast tracts of country in Africa, abundantly sufficient for all the purposes of the most ample colony, and at prices almost only nominal, the task which remains to me of showing the beneficial consequences which would attend the execution of the scheme, is comparatively easy. ”

“ Colonies were once actually the means of the greatness of nations. The longing for colonial possessions, for the extension of commerce, the great jealousy and apprehension of peoples in regard to their trade routes, and the fear nations have for their commerce, quite out of relation to present needs and conditions, hark back to an old romance of the sea. ”

“ We send out colonies of the limbs, without the belly and the head, of needy persons, many of them mere paupers, or even criminals; colonies made up of a single class of persons in the community, and that the most helpless and the most unfit to perpetuate our national character, and to become the fathers of a race whose habits of thinking and feeling shall correspond to those which, in the meantime, we are cherishing at home. The ancients, on the contrary, sent out a representation of the parent State—colonists from all ranks. ”

“ Respected brethren, and fellow-citizens:—As men and as christians, whose secular and eternal interests are the same, we are seriously called upon by truth and reason, and every thing of which human action is composed, to take into consideration the objects of the American Colonization Society; which aims to remove us, the free people of color, from this, our beloved and native land, to the coast of Africa; a country unknown to us in every respect. ”

“ That is enough: all the other conclusions follow from this as a premise: both the deliverance of America and the regeneration of Africa are the necessary consequences: it remains but a question of time. Potens est veritas, et prevalebit: — "Truth is mighty and will prevail." In spite of opposition and obloquy, in spite of indifference and contempt, the cause of African Colonization will at length, we believe, completely triumph. ”

“ They achieved for themselves a more remarkable civil organisation, and acquired a higher degree of influence, than any other race of Indian lineage except those of Mexico and Peru. In the drama of European colonisation, they stood, for nearly two centuries, with an unshaken front, against the devastations of war, the blighting influence of foreign intercourse, and the still more fatal encroachments of a restless and advancing border population. ”

“ The fact is that the running of a tropical colony is, of all tests, the most searching [Pg 86] as to the development of the nation which attempts it; to see helpless people and not to oppress them, to see great wealth and not to confiscate it, to have absolute power and not to abuse it, to raise the native instead of sinking yourself—these are the supreme trials of a nation’s spirit. ”

“ Africa will have to be evangelized from within, not from without. The Colonization society has spent mints of money and tons of human blood in the selfish attempt to plant an Anglo-African colony on the West Coast of Africa. ”

“ If the colonization experiment has proved the capacity of the African, under suitable developments, for self-government, (which, in our view, it has very satisfactorily done,) it has proved, with equal clearness, that without those developments he is wholly unfit for it; and that the masses of the race are, as yet, undeveloped, and consequently unfit for political sovereignty. ”

“ Then when its last head shall be cut off, colonization, which till then, like other plans, can only be regarded as auxiliary to the great work, may step in and prosper, and commerce, dipping her wings in the gall of the slain monster, shall rise triumphant. ”

“ How liberal a construction has been given to the distinction between imperial and colonial questions is shown by the fact that the whole of the unappropriated lands in the regions behind our American and Australian colonies have been given up to the uncontrolled disposal of the colonial communities, though they might, without injustice, have been kept in the hands of the imperial government, to be administered for the greatest advantage of future emigrants from all parts of the empire. ”
