“ Every reader of history is aware of the melancholy and disastrous commencement of most of our American colonies. The great cause was that they were founded in injustice. Adventurers, with charters from the English monarch in their pockets, as the Spaniards and Portuguese had the Pope's bull in theirs, landed on the coast of America and claimed it for their own, reckoning the native inhabitants of no more account than the bears and fallow-deer of the woods. ”

“ While all around us, colonies founded long after ours, and for a long time its inferiors in every respect, have since outstripped her, and become nations, and are now numbered among the first of Nations, those narrow-sighted men, with small heads and small hearts, tie their country stationary, in torpor and inaction. ”

The steady growth of the colony excited the jealousy and alarm of some of the neighboring tribes ”

Then the pressure of common danger made for union, and the race instinct gathered strength. The mother country sent out soldiers; colonists were enlisted in royal regiments to supplement the provincial militias; and in clumsy, most imperfect fashion, the English in North America began to shape themselves into a nation. ”

“ As a rule, however, the colonists were men and women of small means at home. The notable thing is that they bring with them a certain old civilization, a unity of simplicity of life with real refinement, courtesy, politeness, good-humor. ”

“ The inquilini and coloni of the last century of the republic were free, rent-paying farmers (who paid the rent in money) , or free laborers. When, after the time of Sylla, the republican oligarchs partially enslaved these farmers, the rent had to be paid in kind, in sign of dependence, if not of absolute bondage. The colonists settled by the emperors also had to pay tribute and submit to various other servitudes; and thus the once free colonists were, by a slow but uninterrupted process, transformed into bondmen, serfs and slaves. ”

“ Crown Colonies.There is another group of British possessions which are peculiarly under the government of the Colonial Office, and which have often reason to be dissatisfied with that Government—I mean the Crown Colonies, the most important of which are the Straits Settlements, Ceylon, the West Indian Islands, and Mauritius. In nearly every Crown Colony, the white population bears a very small proportion to the natives, and is composed mainly of merchants, bankers, a few officials, and, in the West Indies, of planters. ”

“ The nation at large, scarcely alive until now to the existence of the Colonies, was stung into Imperial consciousness by a national humiliation, for so it was not unnaturally regarded, coming from an obscure pastoral community confusedly identified as something between a Colony, a foreign power, and a troublesome native tribe. ”

“ To give the greater weight to what I say, I may take the liberty to tell you, I have as little personal interest, as little to lose in the colony, as most of you. If I consulted either my safety or my temporal interest, I should soon remove with my family to Great Britain, or the Northern colonies, where I have had very inviting offers. Nature has not formed me for a military life, nor furnished me with any great degree of fortitude and courage ”

“ The absolute orthodoxy of this colony from its inception was in striking contrast with the freedom from religious restriction of the colonies planned by Coligny before the civil wars had forced the government to introduce rigorous conformity.
10. The company's rights over the colony were great: they could appoint officers of sovereign justice, who should be commissioned by the crown; and nominate military officials by sea and land over ships, troops, and fortresses, the king agreeing to appoint their nominees. ”

“ The enlisting of blacks by the British induced many Colonists to cast in their lot with the Boers. If natives were to be employed to crush a kindred race, the Colonists thought that they were justified in rendering assistance to their fellow-Dutch. ”

“ In speaking of the American Revolution, the Report declared: “Throughout ... there should be but one aim: to impress upon the pupils the sublime spectacle of thirteen weak colonies spread along fifteen hundred miles of sea coast, poorly equipped and poorly disciplined, giving battle to the strongest military and naval power in the world. In addition the Colonists were surrounded by hostile Indians and in their midst was a large body of Tories working at times openly, at times secretly, but, at all times against them.... ”
