Jonathan Elliot,  Debates in the Several State Conventions on the Adoption of the Federal Constitution (1907)

“ The Constitution has wisely interposed another check, to wit:—that no person holding an office of trust or profit under the United States shall be a member of either house during his continuance in office. No powers ought to be vested in the hands of any who are not representatives of the people, and amenable to them. A review of the history of those countries with which I am acquainted, will show, that, for want of representation and responsibility, power has been exercised with an intention to advance the interest of a few, and not to remove the grievances of the many. ”

Jonathan Elliot,  Debates in the Several State Conventions on the Adoption of the Federal Constitution (1907)

“ I pause, sir, that every gentleman present may have time to indulge those feelings which these excellent expressions must occasion. May that God who has the hearts of all men under his control, inspire every member of this Convention with a similar disposition! Then shall we lay aside every opposite interest, and unite, as a band of brothers, in the ratification of this Constitution of national government
Then, sir, will jour terms of conciliation be attended to with gratitude and candor.

United States. Congress,  Abridgment of the Debates of Congress…

“ I ask you, sir, and I entreat every member of this Senate to ask himself, What is its tendency as it relates to our country? The Constitution of the United States makes it one of the President’s most solemn duties to communicate to Congress correct information relating to the state of our public affairs. In every possible case of disputes and controversies of right between the United States and any foreign nation, the Minister of that nation must have an interest—and the strongest interest, to give a gloss and coloring to the objects in litigation—opposite to the interest of our country. ”
