They are the instruments by which we undertake to do our part to promote good will and support stability among all peoples. ”

From the outset of military operations, the civil authorities of the country urged upon all private persons the necessity of avoiding hostile acts against the enemy's army. That instruction remains in force. It is our army, and our army solely, in league with the brave troops of our Allies, that has the honor and the duty of national defense. ”

“ We must also regard their passive means of resistance, such as their system of fortifications, their military materials and munitions, their statistics of agriculture, commerce, and manufactures, and especially the geographical position and physical features of their country. No government can neglect, with impunity, these considerations in its preparations for war, or in its manner of conducting military operations. ”

“ When we regard the change in the nature of military efficiency, we find ourselves on ground where the social duty of maintaining the physical and moral power of the nation to defend itself comes into direct contact with the political duty of preparing for warfare itself. ”

We must make our forces capable of dampening the capacity of the enemy to use force by controlling the conflict rapidly even when surprised. ”

“ Encourage and promote all fighting generals; cashier all officers who are determined to make war on peace principles; arm, equip, and discipline negroes, not to burn, plunder, and massacre, but to meet their and our enemies in fair and open fight. [B] Demonstrate to the world that we are terribly in earnest. Waste no time in discussing the chance of foreign intervention. Postpone Pacific railroads, international telegraphs, polygamy in Utah, African colonization, everything, to the engrossing and emergent crisis which now confronts the Government. Make the contest sharp, short, and decisive. ”

“ The main burden of local defense against local attack, subversion, insurrection or guerrilla warfare must of necessity rest with local forces. Where these forces have the necessary will and capacity to cope with such threats, our intervention is rarely necessary or helpful. Where the will is present and only capacity is lacking, our Military Assistance Program can be of help.
But this program, like economic assistance, needs a new emphasis. It cannot be extended without regard to the social, political and military reforms essential to internal respect and stability. ”

“ Turning away from the United States to the world beyond our borders, a triple task confronted us. First, there were the peoples of the Allied nations that had to be fired by the magnitude of the American effort and the certainty of speedy and effective aid, in order to relieve the war-weariness of the civilian population and also to fan the enthusiasm of the firing-line to new flame. ”

“ Whatever we do for national defense should be done primarily to prevent and safeguard against the breaking out of war. Every plan for national defense should, like the plan proposed in this book, be formulated with that end in view. ”

“ Still another disturbing factor in each civilization is the transformation of its military arm from a means of defense against external enemies into a major factor in the direction of domestic affairs. The professional military build-up has frequently usurped the state power and became king-maker by virtue of its monopoly of weapons, organization, and its highly trained personnel of professional destroyers and killers. ”

“ I am making this statement as an act of wilful defiance of military authority because I believe that the war is being deliberately prolonged by those who have the power to end it. I am a soldier, convinced that I am acting on behalf of soldiers. I believe that the war upon which I entered as a war of defence and liberation has now become a war of agression and conquest. ”

“ Those which you recommend, whether they relate to external defense by permitting our citizens to arm for the purpose of repelling aggressions on their commercial rights, and by providing sea convoys, or to internal defense by increasing the establishments of artillery and cavalry, by forming a provisional army, by revising the militia laws, and fortifying more completely our ports and harbors, will meet our consideration under the influence of the same just regard for the security, interest, and honor of our country which dictated your recommendation. ”

“ Reliance for internal defense solely upon the militia, till actual invasion, and for such a naval force only as maybe sufficient to protect our coasts and harbors from depredations; and opposition, therefore, to the policy of a standing army in time of peace which may overawe the public sentiment, and to a navy, which, by its own expenses, and the wars in which it will implicate us, will grind us with public burdens and sink us under them. ”

“ Politico/Military Operations. In order to provide protection- which the people require, it is necessary to exercise more than an ordinary degree of control over the population. Among the more important operations required are those for exercising control in such manner as to isolate insurgents and sympathizers from the support of the populace. Such techniques as registration and identification, food control and control of movement will be implemented as appropriate. ”

“ The war affords the Insurgents an opportunity of knowing Foreign Powers, with whom they form connexions, and from whom they receive aid: the war, in fine, destroys, in detail, our little army, either by the fruitless fatigues of a campaign under the present system, or by exposing it to the influence of seduction, to which the apparent remoteness of our success gives but too much room, and the effects of which are felt even amongst the European soldiers, without its being possible for the Government either to replace them or the arms which they generally carry off. ”
