United States. Warren Commission,  Warren Commission (14 of 26): Hearings Vol…

“ Mr. Fowler and I have talked with the various psychiatrists, Drs. Tanay, West, and Beavers, each of whom feels that because Jack Ruby is of unsound mind and mentally ill, this polygraph test is a mistake and would produce nothing by way of an accurate result of deception, truth, or conclusiveness in any regard and feel that it should not be made. ”

George Rose Smith,  Wicks v. State (1980)

“ After a discussion in chambers, with defense counsel candidly conceding that the remark was spontaneous and not planned, the court denied the motion for a mistrial and promptly instructed the jury to disregard the statement about a polygraph test. We perceive no error. True, the result of a polygraph test is ordinarily not admissible, but it does not follow that every reference to such a test calls for a mistrial, any more than that is so when the court instructs the jury to disregard a statement based on hearsay. ”

Because Ruby not only volunteered but insisted upon taking a polygraph examination, the Commission agreed to the examination. FBI Director J. Edgar Hoover commented on the examination as follows:
It should be pointed out that the polygraph, often referred to as “lie detector” is not in fact such a device. The instrument is designed to record under proper stimuli emotional responses in the form of physiological variations which may indicate and accompany deception.
