“ The justices of the supreme court shall, on entering upon the exercise of their functions, take an oath before Congress, and, in its recesses, before the permanent committee, in the following form: "Do you swear to perform loyally and patriotically the office of justice of the supreme court of justice, to which you have been chosen by the people, in conformity with the Constitution, having ever in mind the welfare and prosperity of the Union?" ”
