Alfred Sauckel

“ Sauckel argues that he is not responsible for these excesses in the administration of the program. He says that the total number of workers to be obtained was set by the demands from agriculture and from industry; that obtaining the workers was the responsibility of the occupation authorities transporting them to Germany that of the German railways, and taking care of them in Germany that of the Ministries of Labor and Agriculture, the German Labor Front, and the various industries involved. He testifies that insofar as he had any authority he was constantly urging humane treatment. ”

“ In this way many hundreds of Polish agricultural workers can be placed at the disposal of agriculture in the old Reich in the shortest and simplest manner. This way the most pressing shortage is removed that is now in a very disagreeable manner felt especially in the root-crop districts.” (1352-PS)
Pursuant to the directions of Sauckel, his agents and the SS deported Polish men to Germany without their families, thereby accomplishing the basic purposes of the program: supplying labor for the German war effort and weakening the reproductive potential of the Polish people. ”

“ I call your attention to Document 407-II-PS, Defense Exhibit 3, which reveals how Sauckel always and everywhere emphasized that he took care of the foreign workers to the best of his ability. In this exhibit he makes the assertion that foreign workers have never in the history of the world been treated as well as they were treated by him in this most severe of all wars. The testimony of the witness Schmelter and of Milch has shown that Sauckel had made the same declarations and told the same lies to them also. ”

“ Laval attached special importance—to use his own expression—to putting the climate and the atmosphere in order, and to having talks with Hitler himself as soon as possible; and he asked Sauckel to pave the way for him. As far as I know, Sauckel did actually arrange for talks of this kind and Laval thanked him for doing so.
DR. SERVATIUS: I have no more questions for this witness.
THE TRIBUNAL (Mr. Biddle) : The job of the GBA was to get workmen to replace the men who had been taken into the Army out of industry. ”

“ On the contrary, it is imperative to bear constantly in mind the fact that, in order to bring about victory, a maximum of efficiency must be demanded not only of German fellow countrymen but also of the foreign workers. It would be absurd to bring foreign workers into the country, at considerable expense, for work for German economy and then to allow their efficiency to be impaired or ruined through lack of proper care.”
In conclusion there follows a reminder that Sauckel’s decree must be observed. ”

“ The first Sauckel action was initiated in the spring of 1942, soon after the appointment of the defendant as Plenipotentiary for Allocation of Labor. The German armament industry had an urgent need of workers. The service of the Arbeitseinsatz had decided to recruit 150,000 skilled workers in France. ”

“ No just man who values that name can, by virtue of knowledge subsequently acquired, condemn the actions which a defendant committed at an earlier time in ignorance of what later became known. Today the whole world is full of the horrors which have been brought to light. It is not true, however, that these horrors were desired by the supreme leadership. That Sauckel acted independently here and that he alone bears the guilt is shown by Defense Exhibit 3, in which Sauckel lied to Hitler, saying that workers had never been treated so well as by him. ”

“ Very few facts have been established at all with regard to Sauckel’s sphere of activity generally. I am compelled, in consequence, to present his staff, his collaborators, and their spheres of activity. At first sight my list of witnesses may appear cumulative, but closer inspection shows that they represent different fields. Some of them are experts on Eastern affairs, others deal with the West or South. There is the question of direction of manpower, supplies, housing, and the authority exercised by individuals. The recruitment of workers in foreign countries comes under another head ”

“ It certainly referred to this local manpower, and in a conference which I had with Sauckel in 1943 and which is also in evidence as a document here but which was not submitted today, reference was made to it. Sauckel stated that by order of the Führer he would have to raise a large number of new workers in the East and that in this connection, I am thinking of the Armed Forces most of all who had been, as he expressed it, hoarding workers who might instead have been active in Germany. ”

“ SPEER: When the workers came to Germany from the East, their clothing was no doubt bad, but I know from Sauckel that while he was in office a lot was done to get them better clothes, and in Germany many of the Russian workers were brought to a considerably better condition than they had previously been in in Russia. The Russian workers were quite satisfied in Germany. If they arrived here in rags, that does not mean that that was our fault. We could not use ragged workers with poor shoes in our industry, so conditions were improved. ”

“ But the resistance of the French workers caused his recruiting plan to fail. This is why Sauckel undertook his second action, beginning in January 1943.
The second Sauckel action is marked by the introduction of compulsory labor, properly speaking. Until then workers had been the only victims of the policy of force of the defendants. The latter understood the demagogic argument which they could derive from this de facto situation. They explained that it was inadmissible that the working classes of the occupied territory should be the only ones to participate in the German war effort. ”

“ Gauleiter Sauckel can tell the German workers that they are working for Germany. I cannot say that Frenchmen are working for France.
“I see that in many fields the French Government is not able to act. One would almost believe that on the German side they set no value on the good will of the French and that they are bent on instituting a German administration throughout France. My task is being made more difficult every day. It is true that I do not allow myself to be discouraged ”

“ But what he has done in this brief time to collect workers from all over Europe and bring them to our factories with such rapidity is a unique feat. I will say this to you all: If everybody in his own sphere would apply a tenth of the energy which Gauleiter Sauckel has applied, then indeed the tasks which have been assigned to you would be easily fulfilled. That is my inner conviction and not mere words.”
Did you hear such an appreciation of your activities from the lips of Reich Marshal Göring? ”

“ On 30 April 1943, 1,293,000 workmen, of whom 269,000 were women, from the occupied territories in the West were working for the German War Economy.
On 7 July 1944, Sauckel stated that the number of workers deported to Germany during these first 6 months of 1944 reached a total of 537,000, of which 33,000 were Frenchmen. On the 1st of March 1944 he acknowledged, during a conference held by the Central Office of the Four Year Plan, that there were in Germany 5 million foreign workers, of whom 200,000 were actually volunteers. ”

“ In France he wrung from Laval the concession “that the death penalty be threatened for officials who tried to sabotage the labor supply.” And then he adds that “if the Frenchmen despite all their promises do not act, then we Germans must make an example of one case, and by reason of this law, if necessary put Prefect or Burgomaster against the wall.” (T-232.)
It is a long speech which Sauckel makes, and then Milch replies, analyzing in his turn the foreign labor question. He complains bitterly that more men have not been called up from France—
“Four whole age groups have grown up in France ”

“ Sauckel refused to accept detailed demands, and he was quite right in this respect, for he could not issue detailed directives to the offices subordinate to him concerning the percentage of German or foreign workers which were to be allocated locally to the various factories.
The ultimate distribution of workers to the factories was taken care of by the labor offices without any intervention of my offices or agencies. Therefore, here too, we did not exert influence as to whether Germans, foreigners or prisoners of war were allocated to any factory. ”

“ In the course of the conversation Sauckel and Keppler got into a terrific dispute with Himmler. Sauckel told Himmler quite plainly that he had destroyed the administrative unity in Germany; that he was mainly responsible for the disorganization of the German administration, for through the SS he had created a state within a state. Sauckel said further, “How can the people keep discipline if the top men of the Reich themselves cannot keep discipline?” ”

“ Labor required for the German armaments (Ruestungen) ;
“ (c) Labor required for food and agriculture;
“ (d) Labor required for industrial work other than armaments, which is in the interest of Germany;
“ (e) Labor required for industrial work in the interests of the population of the territory in question.” (3044-A-PS)
Sauckel and agencies subordinate to him exercised exclusive authority over the recruitment of workers from every area in Europe occupied by, controlled by, or friendly to the German nation. ”

“ Under the authority which he obtained by these decrees, Sauckel set up a program for the mobilization of the labor resources available to the Reich. One of the important parts of this mobilization was the systematic exploitation, by force, of the labor resources of the occupied territories. Shortly after Sauckel had taken office, he had the governing authorities in the various occupied territories issue decrees, establishing compulsory labor service in Germany. ”

“ The fact that thousands of people are badly housed or badly treated is obvious. It is not worth while worrying about that. However, this is a very reasonable question, and I believe that Gauleiter Sauckel has already discussed it, or will do so. These people from the East are being brought to Germany in order to work and to endeavor to reach as high a level of production as possible. ”

“ As far as that was necessary for carrying out the task of the Plenipotentiary General for the war effort. Sauckel was not only Plenipotentiary General for the Allocation of Labor, but at the same time he had remained Reichsstatthalter and Gauleiter in Thuringia. Besides that, during the last 11⁄2 years of his activities, he was very much occupied with the construction of an underground factory in Kahle, in Thuringia; so that he...
DR. SERVATIUS: We will come back to that later.
STOTHFANG: ...could only be in Berlin from time to time; at the most 1 day a week, and often only half a day. ”

“ Inasmuch as the contingents are far from being met, the demand for extending the compulsory labor service to women must also be addressed to the French Government.”
The fourth Sauckel action, therefore, was led in such a manner as to utilize all of France’s manpower. The French resistance and the development of the military operations hindered the execution of the Sauckel plan. The defendant, in the meantime, had contemplated extraordinary measures to be taken on the day the allied armies were to land. I quote again Document 1289-PS, Exhibit Number RF-71 ”

“ Document Sauckel-42 deals with the same subject. It stresses above all the importance of trade inspection and says that all necessary measures for the welfare of foreign workers must be taken immediately and all shortcomings remedied at once. The inspection officials and the local authorities have to arrange matters together with the Labor Front. It is issued by Reich Minister of Labor Seldte, not by Sauckel, which makes it evident that Sauckel had not become the Reich Minister of Labor. ”

“ The present state of mind in France, the uncertainty concerning the means which the French Government possesses, the half-freedom in which it finds itself, all these do not give me the necessary authority to furnish Gauleiter Sauckel with an immediate reply. We can do nothing. We are not free to change salaries; we are not free even to combat the black market; we cannot take any political measure without everywhere coming up against some German authority which has substituted itself in our place. ”

“ An order of 21 December 1942 stipulated that unwilling workers should be sent, without trial, to such camps. In 1943 Sauckel, during an inter-ministerial conference, stated that the co-operation of the SS was essential to him in order to fulfill the task with which he had been entrusted. Thus, the crime of forced labor and of deportation gave rise to a whole series of additional crimes against persons. ”

“ This is the man who has constantly maintained that he had nothing to do with labor. One can readily imagine a session between the Luftwaffe field marshal and a labor office chief.
We have heard the defendant deny and re-deny any knowledge of the slave labor program as such, let alone the extent to which it went. It is our contention that anybody who walked the streets of Germany could not have failed to have become aware of the activities which were being carried on by Sauckel and his henchmen. ”

“ The warden called attention to the fact that valuable gold had been lost due to the failure to knock out the tooth-fillings of the victims before they were done away with (R-135) .
3. Deportations for Forced Labor. The third illustration is a letter which Rosenberg wrote to Sauckel on 21 December 1942 in the following terms:
“I thank you very much for your report on the execution of the great task given to you, and I am glad to hear that in carrying out your mission you have always found the necessary support, even on the part of the civilian authorities in the occupied Eastern territories. ”
