George Dilnot,  Scotland Yard: The methods and organisation of the Metropolitan Police

“ Through a little back door, up a stone flight of stairs, into a broad corridor one passes to the offices where are quartered the heads of the most important branch of Scotland Yard—the Criminal Investigation Department, with its wide-reaching organisation stretching beyond the confines of London over the whole world.
It is its business to keep its fingers on the pulse of crime, to watch vigilantly the comings and goings of thousands of men and women, and to bring to justice all those whose acts have made them a menace to society.

United States Department of Justice,  Investigation of the Ferguson Police Department (2015)

“ We have found that FPD officers frequently check individuals for warrants, even when the person is not reasonably suspected of engaging in any criminal activity, and, if a municipal warrant exists, will often make an arrest. City officials have told us that the decision to arrest a person for an outstanding warrant is "highly discretionary" and that officers will frequently not arrest unless the person is "ignorant." Records show, however, that officers do arrest individuals for outstanding municipal warrants with considerable frequency. ”

United States Department of Justice,  Department of Justice Report Regarding the Criminal Investigation into the Shooting Death of Michael Brown by Ferguson… (2015)

“ Also in accordance with common police practice, crime scene detectives processed the crime scene with Brown's body present. According to SLCPD CAP detectives, they have one opportunity to thoroughly investigate a crime scene before it is forever changed upon the removal of the decedent's body. Processing a homicide scene with the decedent's body present allows detectives, for example, to accurately measure distances, precisely document body position, and note injury and other markings relative to other aspects of the crime scene that photographs may not capture. ”
