Indigenous peoples of the Philippines

“ It is probable, and almost incontestible, that the Philippine Islands were primitively peopled by aborigines, a small race of negroes still inhabiting the interior of the forests in pretty large numbers, called Ajetas by the Tagalocs, and Négritos by the Spaniards. Doubtless at a very distant period the Malays invaded the shores, and drove the indigenous population into the interior beyond the mountains ”

“ The people will then be united; they will know how to govern their land wisely and justly. They will understand, as they have not done before, the relation one nation bears to others in the world, and will be able to develop the great wealth of their country.
The two great tribes of Malay Filipinos are the Tagals and the Visayans. The Tagals live in southern Luzon, the Visayans in the group of islands called the Visayas, which lie south of Luzon and north of Mindanao. There are, besides, many lesser peoples in the islands, so that, as we have seen, there could be no common national life. ”

“ The Filipinos have not doctors enough to heal their own sick. Would they remember to heal the wild men? Hardly.
Several of the wild tribes have progressed much more rapidly during the brief period since the American occupation than have any of the Filipino peoples, and if given adequate protection and friendly assistance they will continue to progress. Their splendid physiques and high intelligence, no less than their truthfulness, honesty and morality, certainly make them well worth saving. ”

“ At the end of a hundred years the earth had become fairly well known, the African race, the Malay peoples, the American Indians, and the Pacific islanders had all been seen and described, and from now on the history of the white race was to be connected [87] with that of these other races. The age of colonization, of world-wide trade and intercourse, had begun. The white man, who had heretofore been narrowly pressed in upon Europe, threatened again and again with conquest by the Mohammedan, was now to cover the seas with his fleets and all lands with his power. ”

“ We have taken over peoples rather than lands, and these chiefly of other race stocks—for there are "diversities of tongues." The native labor is cheap and threatens competition, and there is a total absence of American ideas and methods of life and government among the eight or more millions of inhabitants in the Philippines. ”

“ The process is everywhere visible in the remoter Eastern world. The mestizo descendants of Chinese fathers and Indian mothers form incomparably the most promising portion of the Philippine population. In Siam, Burmah, Cochin China, profitable employments are mainly absorbed by Chinese settlers. In Netherlands India they are almost invariably prosperous. To them Sumatra, Borneo, and the other islands, must look, and not to the indigenous peoples, for any considerable development of their resources. ”

“ The Civilized Malayan Peoples.—Their Later Arrival.—At a later date than the arrival of these primitive Malayan tribes, there came to the Philippines others of a more developed culture and a higher order of intelligence. These peoples rapidly mastered the low country and the coasts of all the islands, driving into the interior the earlier comers and the aboriginal Negritos. These later arrivals, though all of one stock, differed considerably, and spoke different dialects belonging to one language family. They were the ancestors of the present civilized Filipino people. ”

“ The Parliament shall enact laws to promote and support the traditional or tribal justice systems that are appropriate for the indigenous peoples.
The indigenous peoples shall have the right to use their own commonly accepted justice systems, conflict resolution institutions, peace building processes or mechanisms, and other customary laws and practices within their respective communities and as may be compatible with the national legal system and with internationally recognized human rights. ”

“ The highest grade of culture was in the settlements where there was regular trade with Borneo, Siam, and China, and especially about Manila, where many Mohammedan Malays had colonies.
Languages of the Malayan Peoples.—With the exception of the Negrito, all the languages of the Philippines belong to one great family, which has been called the “Malayo-Polynesian.” All are believed to be derived from one very ancient mother-tongue. ”

“ Number and diversity of Indians in the islands
What most assures the provinces of the new world is the greater or less number of the natives. In that the Filipinas are eminent, for there are the indigenous Indians, who are tributarios; but these are not many, as not all of them are pacified. Of those who have been pacified some, the larger encomiendas, have been assigned to the royal crown. There are other foreign Indians whose number is great in Manila and its environs, and where there are Spaniards, to whose service the Indians engage themselves for their day’s wages. ”

“ When civil government was established I was put in general executive control of matters pertaining to the non-Christian tribes. Incidentally, a word about that rather unsatisfactory term “non-Christian.” It has been found excessively difficult to find a single word which would satisfactorily designate the peoples, other than the civilized and Christianized peoples commonly known as Filipinos, which inhabit the Philippines. They cannot be called pagan because some of them are Mohammedan, while others seem to have no form of religious worship. ”

“ If ever a fair land has been cursed with the wearisome breed of fault-finders, both indigenous and exotic, that land is the Philippines, so it is indeed refreshing to turn from the dreary waste of carping criticisms, pragmatical “scientific” analyses, and sneering half-truths to a story pulsating with life, presenting the Filipino as a human being, with his virtues and his vices, his loves and hates, his hopes and fears. ”

Without going further into the differences which separate the several civilized peoples, I will say emphatically that the great mass of Filipinos do not constitute “a people” in the sense in which that word is understood in the United States. They are not comparable in any way with the American people or the English people. They cannot be reached as a whole, and they do not respond as a whole. ”

“ We see, from what has been said, that the dwellers in the Philippine Islands are not strictly a people in the sense that the Spanish or the English are a people. Even the Malay folk in the islands have been, from the very first, split up into many tribes, having little in common. Under some methods of government these tribes might have been united ”

“ The second important barrier between the several Filipino peoples is built up of dislikes and prejudices, in part handed down from the days when they were tribally distinct and actively hostile; in part resulting from the well-marked tendency of the Tagálogs and the Ilocanos to impose their will upon the others. ”

“ That country can never prosper which is divided by a feeling of race difference, or by jealousies that make hard feeling among its people.
It is because the United States has learned these things by experience that it has opened public schools in the Philippine Islands. It seeks to have all the people learn English, because only by means of a common language can the Americans and the Filipinos come to understand one another; only by means of such a language can the different peoples among the Philippines come into real harmony. ”

“ Almost every other country of the Archipelago is, at this day, in point of wealth, power, and civilization, in a worse state than when Europeans connected themselves with them three centuries back. The Philippines alone have improved in civilization, wealth, and populousness. When discovered most of the tribes were a race of half-naked savages, inferior to all the great tribes, who were pushing, at the same time, an active commerce, and enjoying a respectable share of the necessaries and comforts of a civilized state. ”

“ But then no Filipino likes the plain, unvarnished truth, a fact that should receive full weight in considering any demand or request of native or racial origin, involving questions of government.
With our own treatment of the American Indian in mind, our people should be the last to consent to any change in the relations or administration of the wild men of the Philippine Islands not fully justified by the amplest necessity, not warranted by [208] well-grounded hopes of greater improvement. These men, for the first time in their history, are having a chance. ”

“ As such peoples constitute an eighth of the population of the Islands, I also object to the attempt of certain Filipino politicians to conceal the fact of their existence, and to the efforts of certain misguided Americans to minimize the importance of the problems which their existence presents. Let us look the facts in the face. The Moros are as “real” as the Tagálogs. [644]
The average Filipino does not object in the least to the exhibition of wild people. On the contrary, he is just as much interested in them as is the average American, and goes to see them whenever the opportunity offers. ”

“ They are divided into a large number of hereditary clans, each of which has its own social and political organization. They are an agricultural people, and have developed their great stone-faced terraced rice fields to an extent probably not equaled elsewhere in the world. I do not believe that the physical type, language, or culture of these people is wholly a native development. The evidence seems to indicate that the present-day Ifugaos are the result of mixture, perhaps one or more thousand years ago, of several widely different native types with an incoming people of high culture. ”

“ Quite differently from the case in America, where entire islands and districts were depopulated, to bring on later the curse of negro slavery, in the Philippines the fact appears that the native population really increased and the standard of living was raised under the stern, yet beneficent, tutelage of the missionary fathers. The great distance and the hardships of the journey precluded the coming of many irresponsible adventurers from Spain and, fortunately for the native population, no great mineral wealth was ever discovered in the Philippine Islands. ”

“ You see there are really three different types of savages in the Philippines, according to the census reports. The aboriginal tribes are the Negritos, perhaps as close to primitive man as any people on earth; those are the ones I have been telling you about, and they are a race all to themselves, as different from the rest of the Filipinos as the negro is from the white man. The true Filipinos are Malays. ”

“ The term Igorot is used to include all the wild, headhunting, mountain-dwelling peoples of the great cordillera of Luzon, a region some two hundred miles in length by forty across. This mountain area is divisible into regions wherein the culture, physical type, and language of the inhabitants are homogeneous or nearly so. These regions, in reports made some years ago on the wild tribes of the Philippines, I have called “culture areas,” and they may serve, in the absence of the tribal relation, as the basis of classification. ”

“ Five hundred captives annually seem to have been the spoils taken by these Moros in the Philippines Islands, and as far south as Batavia and Macassar captive Filipinos were sold in the slave marts of the Malays. The aged and infirm were inhumanly bartered to the savage tribes of Borneo, who offered them up in their ceremonial sacrifices. The measures of the Spanish government, though constant and expensive, were ineffective. ”

“ The physical type is nearly the same throughout all Malaysia, but the different peoples making up the race differ markedly from one another in culture. They are divided also by differences in religion. There are many tribes which are pagan. On Bali and Lombok, little islands south of Java, the people are still Brahmin, like most inhabitants of India. In other parts of Malaysia they are Mohammedans, while in the Philippines alone they are mostly Christians. ”

“ If there are among the bright-colored islanders of the Indian Ocean Alfuros and Malays close together there is nothing against coming upon this contrast in the Philippine population also. Among the more central peoples the tribal differences are so great that almost [546] every explorer stumbles on the question of mixture. There not only the Dayaks and the other Malays obtrude themselves, but also the Chinese and the Mongolian peoples of Farther India. ”

“ All the non-Christian tribes have two things in common, their unwillingness to accept the Christian faith and their hatred of the several Filipino peoples who profess it. Their animosity is readily understood when it is remembered that their ancestors and they themselves have suffered grievous wrongs at the hands of the Filipinos. ”

“ The non-Christian tribes in the Philippines have been more widely advertised in America than anything else connected with the Islands. That advertisement has done more harm to the cause of Philippine independence by depreciating American conceptions concerning Filipino capacity for self-government, than anything that could be devised even by the cruel ingenuity of [578] studied mendacity. And Professor Worcester is the P. T. Barnum of the “non-Christian tribe” industry. ”

“ On the Philippine Islands there is far less servility than on the other side of the sea of China, and the people are the more respectable and hopeful for the flavor of manliness that compensates for a moderate but visible admixture of savagery. We of North America may be proud of it that the atmosphere of our continent, when it was wild, was a stimulant of freedom and independence. The red Indians of our forests were, with all their faults, never made for slaves. The natives of the West Indies, the fierce Caribs excepted, were enslaved by the Spaniards, and perished under the lash. ”
