Premier of South Africa

“ The hour has struck which will decide whether South Africa, in jealously guarding its liberty, will enter upon a new phase of its history, or whether our existence as a people will come to an end, whether we shall be exterminated in the deadly struggle for that liberty which we have prized above all earthly treasures, and whether South Africa will be dominated by capitalists without conscience, acting in the name and under the protection of an unjust and hated Government 7,000 miles away from here. ”

The danger has not yet disappeared; on the contrary, never has the necessity for a policy of a Colonial and Republican Union been greater; now the psychological moment has arrived; now our people have awakened all over South Africa; a new glow illuminates our hearts; let us now lay the foundation stone of a real United South Africa on the soil of a pure and all-comprehensive national sentiment. ”

“ The love of local independence is strong in South Africa, but might be deferred to and appeased, as is being done in Australia, by appropriate constitutional provisions. So far, no fatal obstacle stands in the way; but a difficulty has been thought to arise from the fact that whereas Cape Colony, Natal, and the other British territories are part of the dominions of the British Crown, the Orange Free State is an independent Republic, and the Transvaal may be so when federation becomes a practical issue. ”

Already the bonds which hold the new Union of South Africa to the British Empire have become very loose ones. The man who, as prime minister, is the virtual ruler of the young nation, is a far-sighted and sagacious Dutchman, while seven out of the eleven portfolios in his cabinet are held by men of the same race. ”

“ Each of these nations, Australia and South Africa, when it was ready and in its own way, produced for itself a plan of common government. A Britisher in the highest administrative office in South Africa wrote in 1907: "It is a modern axiom of British policy that any attempt to manage the domestic affairs of a white population by a continuous exercise of the direct authority of the Imperial Parliament, in which the people concerned are not represented, is, save under very special circumstances, a certain {214} path to failure." ”

“ A new appeal must, therefore, be made to all right-minded South Africans, irrespective of party or race, to join the new Party, which will be strong enough to safeguard the permanent interests of the Union against the disruptive and destructive policy of the Nationalists. Such a central political party will not only continue our great work of the past, but is destined to play a weighty rôle in the future peaceable development of South Africa. ”

“ Personal influence goes for more than all the defined policies of successive administrations, or excellent theories of Government. A Prince is of more weight than the best of official Governors, and it is not likely that in medieval ages, or even at later periods, such an appanage of the Crown, as we desire South Africa to become, would be unvisited by either the Sovereign, or someone of the Sovereign's family. The visit of their Royal Highnesses Prince Albert Victor, and Prince George of Wales was limited to a brief sojourn at Cape Town, and did not extend to the Colony in general. ”

“ Unlike Sir Benjamin D'Urban, Sir Peregrine Maitland, Sir Harry Smith, Sir George Grey and Sir Bartle Frere, he has had the rich and rare privilege in South Africa of being endorsed and supported through all the tangled threads of a complicated situation by the Colonial Office, the Imperial Government, the British Parliament, and, eventually, the people of the Empire. Of this he will always have reason to be proud, whatever may be the arduous labors and responsibilities and perhaps changes of the hidden future. ”

“ The politicians and the speculators have been the bane of South Africa. Ill-informed secretaries of the British Colonial Office might augment the list, but their stupidity in treating with colonial grievances is so proverbial as to admit them to the rank of natural or providential causes of dissension. Until the Boer Government came into the foreground, the politicians and speculators used South Africa as a huge chessboard, whereon they could manipulate the political and commercial affairs of hundreds of thousands of persons to suit their own fancies and convenience. ”

“ And once South African Federation is an accomplished fact—and though the racial antithesis, as was the case in Canada, renders the accomplishment more difficult than in Australia, where a difference in opinion as to fiscal policy was the chief obstacle—I am very sure that the vast majority of South Africans, whether British or Dutch, will refuse to contemplate a change to the old state of local jealousies. The sooner South African Federation comes, the better for South Africa. ”

“ In the present state of South Africa it is difficult to gauge the trend of public opinion. The most prevalent feeling amongst British and Dutch alike is probably one of dependence on the Imperial Government; and the best hope for the future lies in the establishment of a Federal Government in South Africa on similar lines to those of the Dominion Government of Canada and the Commonwealth Government of Australia. ”

“ Try and persuade President Krüger to confer a benefit on the whole of South Africa by granting a broad measure of reform, and you will have done the best day's work any statesman ever did in South Africa. ”

“ The absence of continuous, wise, and statesmanlike policy, which has for the most part marked the tone of those, who have had the Imperial guidance and control of South African affairs in the past, has had the effect of sowing the seeds of enmity to the Government of the Mother Country, which it will require all the wisdom, and tact, and conciliatory sympathy possible to be displayed in the future, in dealing with this magnificent part of the Empire, to allay. It will demand the greatest skill to prevent the permanent alienation, andPg 130 estrangement of South Africa from Great Britain. ”

“ The one exception to this broad division, the one case of self-governing communities in which the majority of the inhabitants are not of European stock, is to be found in South Africa. The general difficulty of adjusting the relations of a higher and a lower race, serious under every kind of government, here presents itself in the special form of the construction of a political system which, while democratic as regards one of the races, cannot safely be made democratic as regards the other. ”

“ My fear is that there will be some half-action insufficient to crush the Dutch, and sufficient to exasperate them. He relies on the promised support of the Colonial Ministry. They may promise, but I will believe only when I see it that a Cape Ministry and Legislature will oppose the Boers in earnest. They will encourage us to entangle ourselves, as they did with the Diamond Fields, and then leave us to get out of the mess as we can. South Africa cannot be self-governed in connection with this country, except with the good-will of the Dutch population. ”

“ I, A.B., do hereby swear/solemnly affirm to be faithful to the Republic of South Africa and undertake before those assembled here to hold my office as Premier/Member of the Executive Council of my province with honour and dignity; to respect and uphold the Constitution and all other Law of the Republic of South Africa; to be a true and faithful counsellor ”

“ The constitution creates for South Africa a union entirely different from that of the provinces of Canada or the States of the American Republic. The government is not federal, but unitary. The provinces become areas of local governments, with local elected councils to administer them, but the South-African Parliament reigns supreme. It is to know nothing of the nice division of jurisdiction set up by the American constitution and by the British North America Act. ”

“ We will intensify efforts to promote the interests of South Africa globally. We will support efforts to speed up the political and economic integration of the SADC region, and promote intra-regional trade and investment. South Africa continues to play a leading role in continental efforts to strengthen the African Union and its organs, and to work for unity. We will focus energy on revitalising the New Partnership for Africa’s Development, as a strategy for economic development on the continent. ”

“ The reader may suppose that if all these grounds of controversy, familiar to Europe, and some of them now unhappily familiar to the new democracies also, are absent, South Africa enjoys the political tranquillity of a country where there are no factions, and the only question is how to find the men best able to promote that economic development which all unite in desiring. ”

“ Indeed it is obvious that not only the British and Dutch inhabitants of South Africa, but also all responsible politicians and competent publicists in Canada and Australia, are now of opinion that complete solutions of the three South African problems of primary importance—the settlement of the native question, agricultural development, and railway administration—can only be obtained through a Federal Parliament, a body which would combine a detailed knowledge of local conditions with the power of seeing each problem as a whole, and devising a general solution. ”

“ The well-worn abuse, in the Dutch press, of the Rand and its capitalists has this additional object, that it may stimulate that jealousy of the Transvaal which is already strong enough in the coast Colonies. Political as well as material considerations—they are inextricably intertwined all through the chapter—require that States as well as individuals should present a united front.
Federation is so plainly the natural goal to which South Africa is tending that adventitious mischief-making can hardly delay it when the time is ripe. ”

“ The tide of confederation, and corporate union is manifestly rising, the wave of extended British influence is flowing northwards, the various nationalities and states of this vast country are educating themselves by experience to see the folly and sterile weakness of isolation, and are learning to realise the inherent strength, and vitality of mutual co-operation, based on a self respecting, yet unselfish responsibility to South Africa as a whole. ”

“ He seemed to see in imagination the future he was describing.
‘You have made out a very good case for your people as a nation, Steve, but what will you do with all the Englishmen in South Africa if it should become an Afrikander republic, as you seem to wish and hope? Will you drive them out of the country, or will you let them live an Uitlander race for ever here, as this Government is doing now? Will you exclude them from your future great South African nation?’
‘Decidedly not. We should be only too pleased to have them unite with us. ”

“ If an independent government, a separate foreign policy, a distinct system of defence, an individual diplomatic relation to the rest of the world, is a political necessity for Australia, New Zealand, or Canada, it is clearly an equal necessity for South Africa. The internal impulse towards independence might even be expected to be exceptionally strong, since a considerable fraction of the white population is not British by descent, and has been led by circumstances to feel a peculiar sensitiveness in regard to political rights. ”

“ So surely as you have a settled policy—some great and grand scheme—so surely will follow disaster and disgrace. The people of South Africa may be very stupid, but they are very much like other people—determined to make their policy themselves, and the policy of South Africa is not going to be framed in Downing Street. I cannot help thinking Sir Frederick Young did injustice to some of my friends who have been at the head of affairs. ”

“ Finally, it’s fitting to set out our strategy here in South Africa because there is such a deep bond between our nations and people, and all we have in common as vibrant democracies whose diversity remains our greatest strength. ”

“ In a part of the world so rich in minerals of all descriptions as the Transvaal, it is natural that Capitalism should play a considerable rôle. Unfortunately, in South Africa it has from the very first attempted to go far beyond its legitimate scope; it has endeavoured to gain political power, and to make all other forms of government and influence subservient to its own ends. The measure of its success can be clearly gauged by the fact that all South Africa is standing to-day on the brink of a great precipice, and may be hurled into the abyss before the ink on these pages is dry. ”

“ We neither desire to be a united British colony, nor a united South African 129 Empire. We wish to be a united South African Republic. Such were Steve’s thoughts on the matter. But everything seemed to be tending towards a crisis. He felt that the time was not far distant when it would be decided whether a great new nation would be formed in South Africa by the fusion of the races, or whether South Africa would be put down, and kept down as a vassal state, for, perhaps, another decade, or maybe two decades. ”
