The modern Spanish aristocracy is composed of the nobility, their relatives, rich merchants, the clergy, and the military. The richer members of the aristocracy, especially those of central and southern Spain, control the greater part of the best Spanish lands, which they cultivate just enough to ensure wealth to themselves. ”

RISE OF SPANISH POWER Spain also was to pass through a similar experience. Indeed, one of the most striking facts of this age of the Renaissance is the swift and spectacular rise of Spain from a land of feebleness and internal strife into the most powerful kingdom of Europe. ”

“ Indeed, the game, which requires dash, quickness of thought, nerve and good riding, is particularly suited to the Spanish character. The King showed at the time of the anarchistic outbreaks, that he was a brave man. Yet he must be careful at all times to remember that he is a constitutional king, that in a country like Spain leadership is dangerous, that he should always rather stand aside, let the representatives of the nation decide, thus taking no definite position himself. ”

“ For in Spain, what was the aristocracy? Let us not deceive ourselves, by limiting this term to the feudal nobility or grandees; the aristocracy comprehended every man that would naturally have become a commissioned officer in the army. Here, therefore, read the legend and superscription of the national dishonour. The Spanish people found themselves without a gentry for leading their armies. England possessed, and possesses a gentry, the noblest that the world has seen, who are the natural leaders of her intrepid commonalty, alike in her fleets and in her armies. ”

But long before the ignorant peasantry of Spain could realize their high privileges a counter-revolution had seated Ferdinand on the throne, as firm a believer as ever in
"The right divine of kings to govern wrong." ”

“ It may seem surprising to hear of free provinces in Spain, but such is the fact, that the high and independent spirit of the people, so essentially different from the other provinces, that a traveller perceives it even in their countenances, their dress, their air, and their ordinary manner of speech, has induced the Spanish nation and her kings to respect the ancient liberties of these people so far, that each monarch at his accession to the throne takes an oath to observe the laws of Biscay. ”

CHARLES SWAIN. Spain has often been regarded as an absolute monarchy; an opinion, no doubt, founded on the absolute measures of her later sovereigns. Ferdinand and Isabella certainly laid the foundation of the royal prerogative by the firmness and ability with which they decreased the power of the nobles, who, until their reign, had been like so many petty sovereigns, each with his independent state, and preserving his authority by the sword alone. ”

The Spaniards, with their constitutional Cortes, made a noble struggle for civil liberty at the beginning of the reign of Charles V.; but they failed, and an absolute monarchy, guarded by the most nefarious of all institutions, the inquisition, was established; the vaunted privileges of the grandees of Spain became matters of court etiquette, instead of lofty manifestations of their equality with their sovereign ”

“ The modern history of Spain begins naturally with that of the War of Liberation, May 2nd, 1808, and politically with the Cortés of Cadiz, 1812, and with the constitution then promulgated. This declares: That the Spanish nation is not the patrimony of any family or person; that the sovereignty resides essentially in the nation, which is the conservator of its own liberties and rights. The sole religion is and shall always be the Apostolic Roman. The legislative power resides in the Cortés with the king. ”
