Treaty of Amiens

“ The treaty of Amiens which followed soon after the Egyptian campaign brought about a peace for fourteen months, and during that time, Lord Rohallion wrote repeatedly to our Ambassador at Paris concerning the little protégé who had now found a home in Carrick; but at a period when all the powers of Europe were only, as it were, taking breath and gathering strength for a greater and more deadly contest, such a trivial matter as the fate of a shipwrecked boy could gain but little attention. ”

“ The sudden rupture of the treaty of Amiens, on such false pretences, and with so much bad faith on the part of the English Ministry, greatly irritated the First Consul, who conceived that he had been trifled with. The seizure of several French merchant ships, even before war had been declared, roused his indignation to the utmost. “To my urgent remonstrances,” said the Emperor, “they coolly replied that it was a practice they had always observed; and here they spoke truth. But the time was gone by when France could tamely submit to such injustice and humiliation. ”

“ Certainly, the Addington Cabinet committed a grievous blunder in not inserting in the Treaty of Amiens a clause stipulating the independence of the Batavian and Helvetic Republics. Doubtless it relied on the Treaty of Lunéville, and on a Franco-Dutch convention of August, 1801, which specified that French troops were to remain in the Batavian Republic only up to the time of the general peace. But it is one thing to rely on international law, and quite another thing, in an age of violence and chicanery, to hazard the gravest material interests on its observance. ”

“ After the rupture of the treaty of Amiens the 89th was ordered first to the West Indies and then to the Cape of Good Hope, and was engaged in the recapture both of the French sugar islands and the Dutch colony in Africa. ”

The traces of his Continental system were followed by all the powers on the Continent, and would be pursued still further in proportion as those powers became more settled. Yet it was England, and not he, who broke the treaty. ”

“ The continent, by ceasing hostilities, compelled England to a momentary peace. Pitt, Dundas, and Lord Grenville, who had maintained these sanguinary struggles with France, went out of office when their system ceased to be followed. The opposition replaced them; and, on the 25th of March, 1802, the treaty of Amiens completed the pacification of the world. England consented to all the continental acquisitions of the French republic, recognised the existence of the secondary republics, and restored our colonies. ”

“ It is agreed besides that in all the stipulated cases of cessions, there shall be allowed to the inhabitants, of whatever rank or nation they may be, a term of three years, reckoning from the notification of the present treaty, to dispose of all their properties, whether acquired by them before or during the continuance of the present war; during which term of three years, they shall have free and entire liberty to exercise their religion, and to enjoy their fortunes. ”

“ The sole important exceptions were the politico-scientific expedition to Australia, the ostensible purpose of which insured immunity from the attacks of English cruisers even in the year 1800, and the plans for securing French supremacy in Egypt, which had been frustrated in 1801 and were, to all appearance, abandoned by the First Consul according to the provisions of the Treaty of Amiens. ”

According to Article II. of the Treaty of Amiens, “All the prisoners made on one side and the other, as well by land as by sea, and the hostages carried off, or delivered up, during the war, and up to the present day, shall be restored, without ransom, in six weeks at the latest, to be reckoned from the day on which the ratifications of the present [54] treaty are exchanged, and on paying the debts which they shall have contracted during their captivity.” ”

“ Great Britain was guilty of more direct breaches of the peace of Amiens. Russia refused her guarantee for the independence of Malta, and the British government was therefore technically justified in retaining it. No similar justification could, however, be alleged for the retention of Alexandria and the French towns in India. These measures were, as will be seen, defended on broader grounds of public policy. Not the least of the causes of discontent with the new situation was the refusal of Napoleon to follow up the treaty of peace with a commercial treaty. ”

“ As to the inhabitants of the countries restored or ceded, it is hereby agreed, that no person shall, under any pretence, be prosecuted, disturbed, or molested, either in person or property, on account of his political conduct or opinion, or for his attachment to any of the contracting parties, on any account whatever except for debts contracted with individuals, or for acts subsequent to the present treaty. ”

“ Amiens was appointed for the meeting of commissioners, who were finally to adjust the treaty of pacification, which was not ended till five months after the preliminaries had been agreed on. After this long negotiation, the treaty was at length signed, 25th March, 1802. The isle of Malta, according to this agreement, was to be occupied by a garrison of Neapolitan troops, while, besides Britain and France, Austria, Spain, Russia, and Prussia, were to guarantee its neutrality. ”

“ He will ruin us all, numerous as we are, and all will end in some frightful catastrophe." In effect, he is pushing France on to the abyss, forcibly and by deceiving her, through a breach of trust which willfully, and by his fault, grows worse and worse just as his own interests, as he comprehends these, diverge from those of the public from year to year.
At the treaty of Luneville and before the rupture of the peace of Amiens,12132 this variance was already considerable. It becomes manifest at the treaty of Presbourg and still more evident at the treaty of Tilsit. ”

“ The place where this most extraordinary royal meeting was held was called Picquigny, and the treaty which was made there is known in history as the Treaty of Picquigny. The town is on the River Somme, near the city of Amiens. Amiens was at that time very near the French frontier.
The day appointed for the meeting was the 29th of August, 1475. The barricade was prepared. It was made of strong bars, crossing each other so as to form a grating, such as was used in those days to make the cages of bears, and lions, and other wild beasts. ”

“ They shall carefully avoid every thing which might for the future disturb the happy union now re-established between them, and stall not give any succour or protection, directly or indirectly, to those who wish to injure any of them. ”

“ Two months later, he was expressly warned in a secret despatch not in any way to commit His Majesty to a restoration of Malta, even if the provisions made at Amiens for this purpose could be completely executed; and the principle was laid down, from which the British government never swerved, that Great Britain was entitled to compensation for any acquisitions made by France since the treaty was signed. ”

“ The Battle of Amiens (August 8th-13th) , fought by the Fourth British Army under General Rawlinson, and the First French Army under General Debeney, who had been placed by Marshal Foch under the British command, carried the line of the Allies twelve miles forward in a vital sector, liberated Amiens and the Paris-Amiens railway, and resulted in the capture of 22,000 prisoners and 400 guns, together with the hurried retreat of the enemy from wide districts to the south, where the French were on his heels. These were great days for the Canadian and Australian troops. ”

“ On April 4th, the Germans attacked again, determined to break through at all costs. Against the French front alone, 15 kilometres in length, eleven divisions were hurled. Crossing to the left bank of the Avre, they took the villages of Morisel and Mailly-Raineval from Debeney’s army, and threatened the railway from Clermont to Amiens, which was their objective. At Hangard, the British, shoulder to shoulder with the French, repulsed all attacks. Further to the north, they withdrew to the west of Hamel, and during the night were forced back to the Villers-Bretonneux plateau. ”

“ Attacks and counterattacks followed each other in rapid succession, which resulted in the British gaining some ground. If it was the purpose of the Germans to make a drive on Amiens, this sector was of special importance, for it lay east of the city between the Somme and the Avre. What encouraged the Allies' High Command to believe that Amiens was the objective was the massing of great numbers of German troops in this area and in the district around Albert. In expectation of a heavy blow in these regions the Allies brought into the battle front as rapidly as possible a great number of guns. ”

“ Mar. 11, 1597. when the news suddenly arrived that Porto Carrero, the Governor of Doullens, had seized the important town of Amiens by a clever coup de main (March 11, 1597) . ‘Enough,’ said Henry, ‘of playing the King of France; ‘tis time to be the King of Navarre again.’ Biron was despatched to besiege Amiens forthwith. In June, the King followed himself with an army, in which the presence of Montmorenci, Mayenne, and Épernon showed that the old factions had been well-nigh extinguished. ”

“ I have, in a former letter, noticed the great number of beggars that swarm at Arras: they are not less numerous at Amiens, though of a different description—they are neither so disgusting, nor so wretched, but are much more importunate and insolent—they plead neither sickness nor infirmity, and are, for the most part, able and healthy. How so many people should beg by profession in a large manufacturing town, it is difficult to conceive; but, whatever may be the cause, I am tempted to believe the effect has some influence on the manners of the inhabitants of Amiens. ”

“ Nothing could please the English king better than the conclusion of peace. He gave Bute a free hand, and readily consented to the conclusion of the treaty of Paris (February, 1763) . By this agreement France ceded to England the vast province of Canada, and all her American claims east of the Mississippi, retaining only some fishing rights on the coast of Newfoundland, which have proved very troublesome in our own day. At the same time, the West Indian Pg 537 Islands of St. Vincent, Tobago, Grenada, and Dominica were surrendered, as well as the African settlement of Senegal. ”

“ The English ministry, too, was impelled by strong motives to enter upon the negotiations which resulted in the peace of Amiens. Not only was Great Britain crippled by the loss of nearly all her allies, but the high price of bread had roused grave disaffection, [2] and intensified among British merchants a desire for an unmolested extension of commerce; above all, English statesmen now recognised the consulate, under Bonaparte, as the first stable and non-revolutionary government since the fall of the French monarchy. ”

“ The peace of Paris was not received with enthusiasm in England. It was said, and truly, that Pitt would have asked and obtained much better terms, and that it was weak and futile to restore to France and Spain their lost colonies. Yet, looking at our enormous gains, it seems absurd to complain. The treaty made England supreme in America and in Hindostan, and ratified her permanent ascendency at sea. When so much was secured, it appeared greedy to ask for yet more, for never by any previous treaty had England won so much or brought a war so triumphantly to a close. ”

“ During the same day (10th) , the British captured Proyart and approached Chaulnes.

From that moment Amiens was safe from further aggression, as the Germans, harried by the victorious Allied armies, retreated each day.

Twelve hostages chosen from the town councillors, and the Attorney General, will answer with their lives for the undertaking entered into by the Municipality that no hostile act will be committed by the population against the German troops. ”

“ Many libellous pamphlets, and manifestoes of no better character, accused me of perfidy, and of breach of faith in my negotiations; but I never merited these charges, which, on the contrary, might always have been justly applied to the other cabinets of Europe.
“At Amiens, I sincerely thought that the fate of France and Europe, and my own destiny, were permanently fixed; I hoped that war was at an end. However, the English Cabinet again kindled the flame. England is alone responsible for all the miseries by which Europe has since been afflicted. ”

“ At last England yielded, and agreed to evacuate Malta, and that it should be surrendered to the Knights of St. John.
This pacification, so renowned in history both for its establishment and for its sudden and disastrous rupture, has ever been known by the name of the Peace of Amiens. Napoleon determined to celebrate the joyful event by a magnificent festival. The 10th of November, 1801, was the appointed day. It was the anniversary of Napoleon's attainment of the consular power. ”

“ Nothing, therefore, should prevent France from entering into negociations, while taking care to reconcile them as far as possible with the spirit in which this Note is drawn up. It is for the men at the helm of empires to steer them according to the winds and avoid the foul places.
"Certainly, if the powerful Sovereign of the North consented [Pg 283] to reduce the terms of peace to the fulfilment of the Treaty of Akerman and the emancipation of Greece, it would be possible to make the Porte listen to reason ”
