“ This estimate reflects the immense job that is involved in winding up a global war effort and stresses the great responsibility that victory has placed upon this country. The large expenditures needed for our national defense emphasize the great scope for effective organization in furthering economy and efficiency. To this end I have recently recommended to the Congress adoption of legislation combining the War and Navy Departments into a single Department of National Defense. ”

“ Any future war will see joint operations on a scale never before achieved, and its success will be dependent in large part upon the cooperation of all ranks in all services. Likewise, in combined operations, the alert officer will take it upon himself to learn and respect the insignia, relative ranks, and customs of his Allies. By exerting himself in the recognition of other ranks, by exacting adherence to the official tables of precedence, he contributes not only to his own stature as a professional soldier, sailor, marine or airman, but adds to the reputation of his service. ”

“ Legislative proposals, if any, to correct deficiencies identified by the Department of Defense in the report under subsection (a) . (c) Not later than 6 months after enactment of this Act, the Secretary shall report to Congress on safety and security procedures used for U.S. munitions shipments in European NATO countries, and provide recommendations on what procedures or technologies used in those countries should be adopted for shipments in the United States. ”

“ To do so, the commander must see well forward and know the areas of operation and interest. He must also know the enemy's capabilities, strengths, location of reinforcements, density of air defense, and activities. This information is obtained through intelligence activities that provide the basis for tactical and operational decisions. Conduct of Army operations is based on timely intelligence from organic and higher sources at corps. Real-time human intelligence information is needed to complement electronic and imagery intelligence systems. ”

“ In accordance with section 1264 of the National Defense Authorization Act for fiscal year 2018 (Public Law 115-91) , as amended, 50 U.S.C. 1549 (a) , I am transmitting the annual report on the legal and policy frameworks guiding the United States’ use of military force and related national security operations. ”

“ The Department of Defense, being the agency primarily concerned with military defense, brings to the discussions its own expert knowledge of military matters and contributes valuable advice on the military aspects of the problems that come up. ”

“ I refer you to the report of the Secretary of the Navy for a highly satisfactory account of the manner in which the concerns of that Department have been conducted during the present year. Our position in relation to the most powerful nations of the earth, and the present condition of Europe, admonish us to cherish this arm of our national defense with peculiar care. Separated by wide seas from all those Governments whose power we might have reason to dread, we have nothing to apprehend from attempts at conquest. ”

“ Every situation is unique and depends on the extent of involvement of US forces and the nature of the operations. Chief considerations when planning combined operations are command and control, intelligence, operational procedures, and CSS.
d. Operational Security. OPSEC is critical for LRS in operations other than war. Due to the potential for other forces (US or host nation) to operate near LRS teams, LRS commanders must carefully coordinate to reduce the risk of fratricide. This requirement poses an equally dangerous risk to OPSEC for the teams. ”

“ These measures include the furnishing of military assistance essential to enable the United States and other nations dedicated to the purposes and principles of the United Nations Charter to participate effectively in arrangements for individual and collective self-defense in support of those purposes and principles. ”

“ The regulations under which the armed services proceed are written for peace and war, and cover all contingencies in either situation. The course of conduct which is set forth for an officer under training conditions is the standard he is expected to follow when war comes. ”

“ Perform other potential missions as directed by the commander to include: emplace remote sensors; conduct radiological or chemical surveys; direct fire missions for artillery, naval gunfire, or close air support; and conduct pathfinder or linkup operations, or both. b. Navy and Marine Corps. Both the USN and the USMC have units equipped and trained to support ground forces. LRS operations may require the following support: (1) Close air support from fixed- or rotary-wing attack aircraft against targets in or around the target area. ”

“ Building enduring advantages for the future Joint Force involves undertaking reforms to accelerate force development, getting the technology we need more quickly, and making investments in the extraordinary people of the Department, who remain our most valuable resource. The Department will develop, design, and manage our forces—linking our operational concepts and capabilities to achieve strategic objectives. ”

“ It is our constant endeavor to keep our National Defense organization abreast with the latest advances. Under the Mutual Defense Pat with the United States we are modernizing our armed forces particularlt in relation to the new weapons and methods of warfare. ”

“ Army or Air Force air transportation to move the LRSU to the area of operations and ground transportation (provided by the division support command or corps support command) to move personnel and organic equipment in the area of operations. Intelligence (IPB) products from division or corps headquarters. 1-10. WEAPONS AND EQUIPMENT LRS teams operate with little or no support once in the area of operations. Operations in the enemy rear area requires the teams to have modern, lightweight weapons and equipment to complete the mission. ”

“ Recognizing growing kinetic and non-kinetic threats to the United States’ homeland from our strategic competitors, the Department will take necessary actions to increase resilience—our ability to withstand, fight through, and recover quickly from disruption. ”
