“ No Senator or Representative has a right to tell us what the Executive will do. The President acts upon his own responsibility. We are Senators, this is the Senate of the United States, and it becomes us to maintain the rights and the dignity of the Senate of the United States. The people demand that their Senators and Representatives shall enact the needed measures to restore, at the earliest possible day, the complete practical relations of the seceded States to the National Government, and protect the rights and liberties of all the people, without regard to color, race, or descent. ”

The Senate was designed to be different, not simply for the sake of variety, but because the framers believed the Senate could and should be the venue in which statesmen would lift America up to meet its unique challenges. ”

“ Whatever basis, therefore, is assumed for one branch of the legislature, the antagonist basis should be assumed for the other. If the house is to be proportional to the relative size, and wealth, and population of the states, the senate should be fixed upon an absolute equality, as the representative of state sovereignty. There is so much reason, and justice, and security in such a course, that it can with difficulty be overlooked by those, who sincerely consult the public good, without being biased by the interests or prejudices of their peculiar local position. ”

“ A perpetual system would give the Senate greater advantages than constitutionally they ought to enjoy. He thought it of little consequence for the House to possess the right of originating money bills, if those money bills were made perpetual. The exercise of this right would be lost, and he thought it necessary that every part of Government should feel itself dependent upon the people. We have been told, with truth, that the Senate are a virtuous body ”

“ Is it possible, in the nature of things, that two Senators can be as well acquainted with the feelings and interest of the people of Virginia, as ten men selected from among them, and taken from the several parts of the State? Will the people be satisfied to have that body able to continue a revenue system which their immediate representatives think oppressive, or perhaps unnecessary? Certainly they would not; whatever the wisdom and virtue of the Senate may be, he was convinced they were not competent to those peculiar objects for which a just representation was absolutely necessary. ”

“ A senate consisting of all that is most noble, wealthy, and able in the nation, with a right to counsel the crown at all times, is a check to ministers, and a security against abuses, such as a body of nobles who never meet, and have no such right, can never supply. Another assembly, composed of representatives chosen by the people in all parts, gives free access to the whole nation, and communicates all its wants, knowledge, projects, and wishes to government ”

“ He had always thought the Senate too numerous a body for making appointments to office. The Senate will moreover in all probability be in constant Session. They will have high salaries. And with all those powers, and the President in their interest, they will depress the other branch of the Legislature, and aggrandize themselves in proportion. Add to all this, that the Senate sitting in conclave, can by holding up to their respective States various and improbable candidates, contrive so to scatter their votes, as to bring the appointment of the President ultimately before themselves. ”

“ A senator of great influence will be naturally ambitious, and desirous of increasing his influence. Will he not be under a temptation to use his influence with the president, as well as his brother senators, to appoint persons to office in the several states, who will exert themselves in elections to get out his enemies or opposers, both in senate and house of representatives, and to get in his friends, perhaps his instruments? ”

“ Foreign practice no precedent. It may, however, be urged that an elected Senate has worked admirably in America. Granted that this is so; but the American constitution, by its peculiarities, admits of a mode of electing a Senate which would be impracticable in our own country. The Senate of the United States is not elected by the citizens at large, but by the State legislatures, two senators being returned by every State. ”

“ In England the king has a power to create members of the upper house, who are judges in the highest court, as well as legislators. Our President not only cannot make members of the Senate, but their creation, like his own, is by the people, through their representatives: and a member of Assembly may and will be as certainly dismissed at the end of his year, for electing a weak or wicked Senator, as for any other blunder or misconduct. ”

“ The Senate presents the most difficult problem for democracy to solve. The present method of choosing senators is altogether unsatisfactory. It has resulted in making the upper house of our Federal legislature representative of those special interests over which there is urgent need of effective public control. It has also had the effect of subordinating the making of laws in our state legislatures to that purely extraneous function—the election of United States senators. ”

“ People who have heard and read of the European governments, founded on the different ranks of monarch, nobility and people, seem to view the senate in America, where there is no difference of ranks and titles, as a useless branch—or as a servile imitation of foreign constitutions of government, without the same reasons. ”

“ Over the past two centuries, some 1900 men and women have shared the privilege of serving in the Senate. Each of us has been granted a temporary, fleeting moment in which to indulge either our political ambition and ideological agenda, or, alternatively, to rise to the challenge and make a constructive mark on our history. ”

“ Americans have come together to heal deep divides. And the Senate has led by finding its way through seemingly intractable political division. We have proven time and time again that this Senate is capable of meeting the test of history. We have evidenced the wisdom of the Framers who created its unique rules and set its high standards. ”

“ The reasons, which may be urged in favour of such an arrangement, are, that the senate would be composed of representatives of the states, of great weight, sagacity, and experience, and that being a small and select body, promptitude of action, as well as wisdom, and firmness, would, as they ought, accompany the possession of the power. Large bodies necessarily move slowly ”

“ Our political system remains with but little change. Each State has still two United States Senators, though the population represented by each representative has been greatly increased, so that the Senate has grown numerically much more than the House. It is the duty of each member of Congress to understand the conditions existing in every other member's State or district, and the country's interest always precedes that of party. ”

“ The equal vote allowed in the senate is, in this view, at once a constitutional recognition of the sovereignty remaining in the states, and an instrument for the preservation of it. It guards them against (what they meant to resist, as improper) a consolidation of the states into one simple republic; [10] and, on the other hand, the weight of the other branch counterbalances an undue preponderance of state interests, tending to disunion. ”

“ If there are, I call upon gentlemen to point them out; it does not result from the fashionable axiom, that the power which can create can destroy. The President can nominate, but he can appoint to office only by the advice and consent of the Senate. Therefore, it would follow, if the power of displacing results from that of creating, that the Senate should participate in displacing as well as creating officers. ”
