“ After providing that the contractor should furnish certain materials for construction, the contract read:
'The United States of America to furnish at its present location on the reservation at United States nitrate plant No. 2 all other construction materials, the contractor to perform all necessary labor required in transporting such materials to the proper place of for use in construction, the United States of America at all times to furnish the necessary right of way for ingress and egress to the place of present storage of such materials and the place of ultimate use in construction. ”

“ The young engineer in charge of construction is tempted to nurse the job because when it is finished he may be laid off. Whether he yields or not, it is a poor kind of organization that places the temptation before him. Too frequently the construction engineer costs the company money because of his unfamiliarity with maintenance conditions. Experience in maintenance would help him in construction. Before being entrusted with authority an engineer should have experience in both maintenance and construction, regardless of the branch in which he may have happened to start. ”

“ PUTTING ON MORE FORCE. In default of the contractor’s making such additional exertion, and supplying such force, the chief engineer, or president of the company may have such force sent to the work, and the necessary buildings may be erected to receive them at the contractor’s charge and expense, who shall receive the said force in his employ, and work it at whatever price it may have been found necessary to employ it, without diminishing the previous force of the work, and regarding always such extra force as if employed by himself. ”

Contractor’s Organization.
Table 6 shows approximately the number of men employed daily on the tunnel lining, by both the contractor and the sub-contractors, their occupation, the average rate of wages and the total daily expense for labor when the work was in full swing. ”

“ General contractors usually assume responsibility for an entire construction project, but may subcontract to others all of the actual construction work or those portions of the project that require special skills or equipment. General contractors thus may or may not have construction workers on their payroll.
Building construction general contractors are primarily engaged in the construction of dwellings, office buildings, stores, farm buildings, and other building construction projects. ”

“ They wish here to acknowledge, therefore, the help secured from many engineers and contractors, from the volumes of Engineering News, Engineering Record and Engineering-Contracting, and from the Transactions of the American Society of Civil Engineers and the proceedings and papers of various other civil engineering societies and organizations of concrete workers. Never-Ending Construction
The world is full of construction officials, who, if they cannot plan some kind of project, are capable of nothing but yawning; the proprietors of construction companies, who, in order to make money, cannot rest from their labors for a minute; the pitiful part-time farmers who pay back their loans by engaging in construction work; the proprietors of cement and gravel companies who will be in a pickle if they cannot get someone to use the tons of building materials they have made ”
