“ Add the United States of America, which reckon, exclusive of slaves, 20,000,000 of people, on a territory of 3,000,000 square miles, and in which the foreign element, however considerable, is rapidly assimilated, and you have a population of English descent and language, of 60,000,000, and governing a population of 245,000,000 souls.
The British census proper reckons twenty-seven and a half millions in the home countries. What makes this census important is the quality of the units that compose it. They are free forcible men, in a country where life is safe, and has reached the greatest value. ”

“ At that time we shall probably have a hundred million people to share the burden, instead of thirty-one millions, as now. And not only so, but the increase of our population may be expected to continue, for a long time after that period, as rapidly as before; because our territory will not have become full.
"I do not state this inconsiderately. At the same ratio of increase which we have maintained, on an average, from our first National census in 1790, until that of 1860, we should, in 1900, have a population of 103,208,415. ”

“ The very conditions of life among our people have undergone great changes. The interior movements of population have become more rapid and extensive, and half a million of square miles are now settled more or less densely, which in 1850 were unsurveyed, or even unexplored.
As the census of a great nation is a very practical work, into which theory and preconceived notions should enter as little as possible, it would seem that such great changes of condition, as well as the advances made meanwhile in the science of legislation and in the art of government, justify and require a new census law. ”

“ Internal Migration.—In modern times there is constant movement of population within national lines, from section to section, and especially from rural districts to the cities. No record is kept of this, and we can trace it only through the census statistics of birthplace. In the United States, for instance, it was shown in 1890 that more than 21·5 per cent. of the native-born inhabitants were living in a state other than that in which they were born. Still further, it appears that about one-half of the native-born inhabitants had moved out of the county in which they were born. ”

“ To go into an elaborate comparison of our national and state censuses with themselves, past and present, with each other, and with those of similar communities abroad, involving, as it would do, intricate calculations regarding the effect of emigration from state to state, and from nation to nation, the increase of urban population, and the frequent decrease of rural, is not our present intention, nor is it necessary. ”

“ I am indebted to a worthy and sensible friend, and a friend also of the poor, for the following estimate of what I shall term 'pig population,' and set it in array against the increasing demands of the home population, which goes on at the rate of not quite 11/2 per cent, per annum—nay, little more than 11/4 by the last ten years' census. ”

“ We discover that relation by considering the difference between population and populousness. The population may be considerable, and yet a country may not be populous, comparatively with its extent. Such is our case. Whatever may be the actual census of the United States, yet a superabundance of uncultivated land, will long prevent them from being populous. To determine correctly how nature legislates in such a case, we must be governed by the character she has given to man. ”

“ In deciding on the districts to be investigated, it was important to choose well-marked specimens of urban and rural populations. In the former, a town was wanted where there were various industries, and where the population was not increasing. A town where only one industry was pursued would not be a fair sample, because the particular industry might be suspected of having a special influence, and a town that was increasing would have attracted numerous immigrants from the country, who are undistinguishable as such in the census returns. ”

“ Questions l0 to 15 (and 21) are forced upon the census by the peculiar make-up of our population, with its large proportion of persons of foreign birth and of foreign descent. If we neglected to get these statistics and combine them with those of sex, age, conjugal condition, occupation, illiteracy, disease, and death we should miss the greatest opportunity for ethnological and sociological investigation which is offered anywhere in the world, besides depriving ourselves of information absolutely essential to our own welfare. ”

“ So the census grew, from the simple enumeration of the people in 1790, under the very brief schedule which has been given, not only through various additions to the population schedule, but by the introduction of inquiries relating to production, until nearly all the material conditions surrounding the people, their industries, their wealth, their taxation, their carrying trade, fisheries, schools, health—nearly everything, in fact, that the social scientist wishes to know concerning the people and their conditions—are embodied in the census. ”

“ In the twenty-one years that remain of the present century, if our population keep on increasing at the rate which it has maintained since the institution of the government, with the exception of the decade which included the civil war, there will be an addition to our present population of something like forty-five millions, an addition of some seven millions more than the total population of the United States as shown by the census of 1870, and nearly half as much again as the present population of Great Britain. ”

“ The rural population had shown a steady proportionate decrease: when the first census was taken in 1790, the dwellers of the country numbered more than ten times those of the city, but at the end of the nineteenth century they formed only about one-third of the total. ”

“ The explanation of the Census Office is that as a country grows older the natural rate of increase tends to decline; and this is true, but of doubtful application when we consider the amount of land still unoccupied in the United States, and that immigration during the last twenty years has added to the population an enormous number of persons in the most productive ages of manhood and womanhood. ”

“ But according to the eleventh census the decennial rate of growth of population fell suddenly from over 30%, which the figures had shown between 1870 and 1880, and in every preceding decade of the century, except that of the Civil War, to less than 25%, in spite of an immigration nearly double that of any preceding decade. ”

“ The study of statistics leads us to a study of social causes and forces, and when we see that in the year 1790 three per cent of our population lived in cities, and in the year 1900 thirty-three per cent lived in cities of 8000 population and over, we are aroused to the importance of making a serious inquiry into the reasons for this growth of cities and the effects of city life on the future of democracy and the welfare of the nation. ”

“ The important thing is the tremendous expansion of population that now ensued for the Western states, the blackening of the census maps in spaces once barren, the crossing and interweaving of the Northern and Southern populations, which now occurred as both sections pressed out into the West. ”

“ I. INCREASE OF POPULATION. The ratio of increase of population, especially in this country, is one of the surest tests of public prosperity. Let us then again listen to the impartial testimony of the late census. From this we learn that the increase of population in the free States from 1830 to 1840, was at the rate of 38 per cent., while the increase of the free population in the slave States was only 23 per cent. ”

“ Decline of Country Population in England.—The returns of the new English census show that the growth of the towns at the expense of the rural villages and the agricultural districts, which has been remarked in previous censuses, still continues ”

“ Civilization and taxation appear to be inseparable.
III. Having detailed the steps taken in procuring the census, it only remains to subjoin a few remarks, which I beg leave to add, on the general features of the statistics and the results of their agriculture upon their condition and prospects.
The printed queries being prepared exclusively for a population in a high state of prosperity and progress, embrace many items for which there was no occasion, among pseudo hunters, herdsmen, or incipient agriculturists. ”

“ In making a survey or taking a census of a community there are included at least statistics as to age, sex, number and size of families, degree of kinship, race parentage, and occupations. Records of age, sex, and size of family show the tendencies of a community as to growth or race suicide; kinship and race parentage indicate whether population is homogeneous; and occupations indicate the place that agriculture holds in a particular section of country. ”

“ Contemporaneously with this marvelous growth of urban centers, we observe a progressive depopulation of the rural districts. What is going on in our New England States, especially in Massachusetts, is entirely characteristic of large areas in Europe. Take Prance, for example. Most of us are aware of the distressing demographic condition of affairs in that country. One of the finest populations in Europe is almost at a standstill numerically; nay, some years show an actual decrease of population. ”

“ Whether it is well to rejoice that the population of our planet has grown so fast during the last century, even as the inhabitants of a city rejoice when a decennial census reveals a rapid growth in their city, is a question which may be deemed a branch of the larger one whether life is worth living. ”

“ And can there be a doubt that the large disproportion in the distribution of the population between city and country, in the interior, will be lessened, so that, instead of being, as now, only one to five or six, they will rapidly approach the proportion of one to two or three? ”

“ The census is unique. It reaches every population group, from America's long-time residents to its most recent immigrants, and every age group from newborns to centenarians. The census touches every social class and every racial and ethnic group. The census is truly a democratic process in which we all can participate. ”

“ While our population was more easily classified in 1850, it now contains elements which vastly increase the labor of enumeration and multiply the liabilities to error. Large numbers of immigrants have been added to our population on the one hand, and five millions of freedmen, who were formerly reported at the census promptly and intelligently by their masters, are now left to speak for themselves under the gravest disadvantages. ”

“ As both of these groups of questions were intended to be the basis for supplementary inquiries, I will speak of them further on. Such is the explanation of the complicated and unwieldy population schedule which the Census Office sent out and expected to have answered for every individual in the United States, man, woman, and child, white or black, native or foreign-born, intelligent or ignorant. The final reports will doubtless show failure in many directions. ”

“ The marvelous growth of the nation, which from three million in 1780 had attained to a population of 76 million in 1900, and, by the last Census numbered around 92 million people, has been the wonder of the world by reason of its rapid expansion ”

“ The one single outstanding and most potent change, so far as the character of family life is concerned, is, in the United States, the rapid polarization of population in the cities. The United States Census Bureau counts all residents in cities of over 8,000 population as "urban." ”

“ The Census Commissioners make an interesting test of depopulation of rural areas by taking the 112 Registration {236} Districts which are entirely rural, and which had in 1901 an aggregate population of 1,330,319. ”

“ This is the natural consequence of recency of settlement and rapid increase. The census of these States shows how great a proportion of the whole population occupies the classes between infancy and manhood. ”

“ According to the last census, the population of the United States is reported at fifty millions, in round numbers. The report is very exact in giving the age, sex, and place of birth of each individual, native and foreign, and much other information valuable to the student of ethnology and the migration of peoples. ”

“ How the National Population is Distributed.—The people of the United States are very unevenly distributed over the face of the country. Great areas, particularly in the West, have only a few persons to the square mile, while the crowded sections of the largest cities have many hundreds to the acre. Even the rural areas of some states are thickly settled while in others the people are few and far between. ”

“ The significance becomes clearer when we realize that an urban population must always be regarded as more "civilized" than a rural population, and that, in [178] accordance with that fact, an urban population tends to be less prolific than a rural population. The town birth-rate is nearly always lower than the country birth-rate. ”

“ According to the census of 1905, the rural population amounted to 42.5 per cent., the small or country towns to 25.5 per cent., the medium-sized towns to 12.9 per cent., and the large towns to 19.1 per cent. ”

“ It is prophesied that before long one-half of the people of the United States will be living in cities, and there is the more distant prospect that the urban population will be two-thirds of the whole. [Footnote: In 1910 46.3 per cent resided in communities classed by the census as urban, and 55.1 per cent in cities and incorporated or unincorporated villages.] ”
