“ Your committee are glad to find that this feature of denominational work is strongly emphasized by the Executive Board, and that these churches, poor though they be, are taught that giving as well as receiving is a necessary factor in their growth, and that in true worship alms as well as prayers rise before God as a memorial.
Another noticeable item in the report is the building of meeting-houses. Indeed, the report characterizes the past year in its Southern work as one of “building activity.” Every church that is to become permanent must have its house dedicated to God. ”

“ A church needs however not only a Pastor, as its Bishop, who is to “give himself continually to prayer, and to the ministry of the word,” but Deacons also, to superintend its temporal affairs, and “to serve tables.” The church therefore, in the first instance, chose two of its members to that office; a number which has been increased again and again, as the necessities of the church required. ”

“ The primitive church formed no connection of several societies as we do, for every Pastor of a congregation was a Bishop and had the control of his own society; but with us it is essentially necessary to form a connexion of our several societies, and they being located in different parts of the United States, it becomes needful to have one central point where our ministers may have interview from time to time; hence our Yearly Conference is formed for that purpose, and, therefore, our Bishop or Superintendent must travel and oversee the whole, that every branch of our church may harmonize. ”

“ Why should not a Presbyterian or Congregational Church, based on this considerable and important, though not essential principle, of the congregation's power in the church management, be established,—with equal rank for its chiefs with the chiefs of Episcopacy, and with admissibility of its ministers, under a revised system of patronage and preferment, to benefices,—side by side with the Episcopal Church, as the Calvinist and Lutheran Churches are established side by side in France and Germany? ”

“ Again, the decisions of the First Presidency of the Church are not final in relation to matters of administration and government in the Church, if such decisions are made in unrighteousness, but from such decisions of the First Presidency appeals lie to the general assembly of all the quorums of the Priesthood, which constitute the highest spiritual authority in the Church, that is, all the quorums of the Priesthood are greater than any one quorum, even though it should be the First Presidency. ”

“ Against these irregularities the General Assemblies of 1639 and 1640 legislated, and yet in such terms as seem to indicate that already the mind of the Church at large was being prepared for change. It was ordained by the first of the Assemblies referred to that
"No novation in worship should be suddenly enacted, but that Synods, Presbyteries and Kirks should be advised with before the Assembly should authorize any change." ”

“ The Fathers of that Council had already formally recognised the grand evils of the age, which cried for a remedy, to be the want of sound religious instruction among the people and of theological science among the clergy. And a decree had been passed directing the bishops in each diocese to choose persons capable of preaching and instructing the people who were to be employed in this office; and requiring that certain learned men should be appointed in all churches, whether cathedral or conventual, to assist the bishops in preaching the Word of God and administering the Sacraments. ”

“ The duties assigned to the pasteurs are similar to those of other Presbyterian Churches. The duties of the ancicns are to assemble the congregation, and to report scandals to the consistory; while the diacres are to visit the sick, the poor and prisoners, and to catechize from house to house. The elders and deacons are not elected for life, their continuance in office being intended to be of freewill, only they must apply for permission to resign. At an ecclesiastical meeting the president should be a pasteur ”

“ Persons desiring to unite with the church elect whether they are to be Presbyterians or Methodists and are received accordingly. No one seems to care in which they are enrolled, since they work in the same congregation and contribute to the same funds. The order of public worship is a modification of each of those formerly in use but retains the essential features of both.
“So far there has not been the slightest friction between the denominations. No one seems to think of ever going back to the old way. ”

“ In this Sessions the Bishops wholly laid aside their Zeal against Popery. The Committee of the whole House for Religion, which the Country Lords had caused to be set up again by the example of the former Sessions, could hardly get, at any time, a day appointed for their Sitting, and the main thing design'd for a Bill voted in the former Session, viz. the marrying our Princes to none but Protestants, was rejected and carryed in the Negative by the unanimous Votes of the Bishops Bench ”

“ Without reference to the causes which occasioned the distinction between the clergy and the laity, this is worthy of notice as another important change in the constitution of the Church, which gradually arose in connection with the rise of episcopal power. In opposition to the idea of universal priesthood, the people now became a distinct and inferior order. They and the clergy begin to feel the force of conflicting interests and claims, the distinction widens fast, and influence, authority and power centralize in the bishop, the head of the clerical order. ”

“ By this instrument, the presbytery willed “that this body die, be dissolved and sink into union with the Body of Christ at large,” that every congregation should be independent in the choice and support of its minister and the discipline of its members, and that the Bible alone should be their guide and standard. Ministers are not to be called “Reverend,” are to “obtain license from God to preach the simple Gospel,” and are to be supported by free-will offerings “without a written call or subscription.” ”

“ If a spirited Episcopalian takes an interest in the almshouse, and is put on the Poor Board, every other denomination must have a minister there, lest the poorhouse be changed into St. Paul’s Cathedral. If a Sandemanian is chosen president of the Young Men’s Library, there must be a Methodist vice-president and a Baptist secretary. And if a Universalist Sunday-School Convention collects five hundred delegates, the next Congregationalist Sabbath-School Conference must be as large, “lest ‘they’—whoever they may be—should think ‘we’—whoever we may be—are going down.” ”

“ There is no constitutional or statutory provision requiring the use of prayer in the State Senate and House of Representatives, but it has always been customary for each body to provide for such a service to be held at the opening of the day's session. Usually the clergymen of the capital city, without discrimination, are asked to alternate. ”

“ This account, which has already been submitted to the reader, [499:1] represents one individual as presiding over each Christian community, whether in the city or the country. Where the Church consisted of a single congregation, and where only one of the elders was competent to preach, it is easy to understand how the society was regulated. In accordance with apostolic arrangement, the presbyter, who laboured in the Word and doctrine, was counted worthy of double honour, [499:2] and was recognized as the stated chairman of the solemn assembly. ”

“ The Monday prayer-meeting, the afternoon exhortation; the evening conference of the Baptists, the Methodists, the Presbyterians, or the Congregationalists, are not what is wanted; nor is it a cold and barn-like edifice which makes one feel, if one goes to call upon God, as though He were out, and could only be seen at stated times, and by the will of the sexton and the trustees.
A people's church is wanted, where the people can come and go as they please ”

“ Foremost among the requirements exacted by the ordinaries from all alike was the duty of attending church. Every one had to frequent service on Sundays and on feast-days, and to be present at evening as well as at morning prayer. [108] Nor might a man repair to a church in another parish because it was nearer than his own. [109] Should his own minister be unlicenced to preach—and only about one incumbent out of four or five was licenced [110] —he was not permitted, except under special authorization, [111] to hear a sermon in another church while service was going on in his own. ”

“ Incumbents, whom the Act ejected; and ministers, not Incumbents, whom it silenced. Plausible arguments might be adduced for the uniformity of an establishment; strong reasons might be urged against a coalition of Episcopacy with Presbyterianism. The government of Bishops, and the use of a Liturgy, being adopted in the Church, it may be said that it is only consistent, that there should be the maintenance of order in the ministry, and of regularity in the worship. ”

“ Our Church, by the title adopted, by the form of service used, by the spirit of her rubrics where they touch upon the subject, plainly declares it to be her intention that the Holy Communion should always be celebrated so as to be a social act. The priest is not a mere representative of the congregation, doing things for them, but a leader acting with them. For the priest to act without the congregation is only less anomalous than for the congregation to act without the priest. ”

“ Since each church is bound to recognize the presence of the Spirit in other rightly constituted churches, and its own decisions, in like manner, are to be recognized by others, it is desirable in ordination, as in all important steps affecting other churches, that advice be taken before the candidate is inducted into office, and that other churches be called to sit with it in council, and if thought best, assist in setting the candidate apart for the ministry. ”

“ But if members are unable to be present through sickness or other causes, or if those present are not of one mind, the majority shall decide.
"9. When the church council (Kirchen Collegium) meets, the pastor shall begin with prayer to God, and then he shall present the matters to be considered. He himself shall have two votes, and he shall take diligent care that all things be done in an honorable, Christian and orderly way, for God loves order and hates disorder. ”

“ The people in the Methodist church have almost no liberty, except the privilege of giving money. The bishops control the presiding elders, and under them the presiding elders control the preachers; and so it is all the way down to the class leaders. They have their head or chief amongst them. They have a human head. The General Conference is the highest authority. So the Presbyterian church has a head in the way of a General Assembly which has the deciding of matters. ”

“ They assert that the college of presbyters assumed the leadership, or government proper, of the Christian community, with jurisdiction and disciplinary power, while the bishops had charge of the administration of the Church, including worship and finance, and were also largely occupied with charitable work, in co-operation with the deacons, such as care for the sick, the poor, and strangers. According to this view each congregation was organised with three sets of officers, namely, deacons, presbyters, and bishops, from the very outset. ”

“ High Priests, Patriarchs and Elders.—Each Stake has a quorum of high priests, indefinite in number, presided over by three of its members. The High Priesthood holds the inherent right of presidency. All the general authorities, excepting the First Council of the Seventy, must be high priests; and the same is true of stake presidencies and ward bishoprics. In each stake are one or more patriarchs, performing, when active, duties similar to those of the Presiding Patriarch. A Stake has one or more quorums of Elders, each composed of ninety-six members, three of whom preside. ”

“ Still another consideration properly included under the general head of timeliness is said to have been urged with much force in the House of Bishops when the "enrichment" resolution was under discussion.
Up to the present time the Episcopal Church of this country has stood easily at the head in the matter of providing for the people a dignified and beautiful order of divine service. In fact, there has been, until lately, no one to compete. But all this is changing. Ours are no longer the only congregations in which common prayer is to be found. ”

“ In regard to church government, the Baptists agree with the Congregationalists that each separate church is complete in itself, and has, therefore, power to choose its own ministers and to make such regulations as it deems to be most in accordance with the purpose of its existence, that is, the advancement of the kingdom of Christ. A comparatively small section of the denomination maintain that a “plurality of elders” or pastors is required for the complete organization of every separate church. ”

“ In addition to these officers of the wards and the stakes, there is in each stake a quorum of High Priests, and one or more quorums of Elders. These constitute the standing ministry in the stakes of Zion, and are authorized to teach the gospel, to warn all men against evil, and to invite and persuade all men to come unto Christ. These are the provisions made for the home ministry, in the Church organization proper. Time will not admit reference to the auxiliary organizations—the Sabbath schools, Improvement associations, Relief societies, Primary societies, and Religion classes. ”
