“ We read of grand strategic combinations, of masterly plans of attack and admirable counter-strokes of defense. On the battlefield we hear of gallant charges, superb rushes of cavalry, indomitable resistance. Our military historians largely give us the impression of man in battle as in the exercise of his highest powers, and war as something glorious in the experience and heart-thrilling in the contemplation. ”

Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ Preparation for war among such nations requires not only the forming and training of the army, but vast provision in many various ways of the means and matériel of war. Much science and skill are also applied to the conduct of military operations, and the principles upon which they ought to be conducted have been carefully investigated and theories tested by an examination of the history of the most important campaigns. ”

“ HOW AN ARMY IS FORMED. The making of an army—that is what it means to turn men of peace to men of war, to fit the mechanic or the business man, the farmer or the miner, for a passage at arms with a foreign foe—has been for the present generation a matter of conjecture and of lessons drawn from previous passages in the nation's chronicles. ”

“ From the standpoint of the relative position of its features, and apart from their inherent military value, the characteristics of the theater of military operations may exert an important influence upon the shaping of events. Each characteristic merits consideration as a potential means of facilitating or obstructing movement. ”

Zeal for a native, or detestation of a foreign sovereign, hope of sudden greatness or riches, friendship or emulation between particular men, or, what are perhaps more general and powerful, desire of novelty and impatience of inactivity, fill a camp with adventurers, add rank to rank, and squadron to squadron. ”

“ For success in war depends upon the troops being armed with the best weapons of the day, upon their being trained to use them in the most appropriate manner, upon the amount of knowledge and practice possessed by the generals; upon a correct estimate of the enemy's forces, of their armament and tactics, and upon a true insight into the policy of the Powers with which quarrels are possible. ”

“ We have endeavoured to present, without entering into the technical details which are being taught by the officers composing the various Allied missions, a general sketch of the conditions and principal factors of modern warfare that will be sufficient to give an idea of a modern army and its operation in the field. ”

“ All other operations, such as relate to convoys, foraging-parties, skirmishes of advanced or rear guards, the attack of small posts, and any thing accomplished by a detachment or single division, may be regarded as details of war, and not included in the great operations. ”

“ The Army, recognizing that the strain created by war must be counteracted by healthy diversional activities, arranged motion pictures and USO shows, and distributed books, magazines, and athletic and other recreational equipment to members and units of the armed forces. ”

“ Soldiers behind the firing line The industrial forces of the country, men and women alike, will be a great national, a great international, service army—a notable and honored host engaged in the service of the nation and the world, the efficient friends and saviors of free men everywhere. ”

“ The fundamental plans, the strength and composition of the forces, the training of officers and men, the collection of the necessary material of all kinds, the arrangements for supplies and munitions of all sorts—the very principles on which war strategy conducts its operations—are the fruit of the tedious work of preparation strategy. ”

“ The army is a country itself, converted into a weapon of protection and defense, and is constituted not only of men who form the ranks of the present, but also of the glorious traditions of the men who have formed the ranks of days gone by. ”

“ Not only the nation and the Government, but the army itself, apart from its inadequacy in numbers, was completely unprepared for war. There was hardly a single officer or sol&er who was really trained for war, who knew what war meant, who realized the intellectual and physical preparation required for it, or the energy and the sacrifices demanded in waging it. ”
