“ With no other object than the public good, the enduring fame, and permanent prosperity of my country, I have pursued the convictions of my own best judgment. The impartial arbitrament of enlightened public opinion, present and future, will determine how far the public policy I have maintained and the measures I have from time to time recommended may have tended to advance or retard the public prosperity at home and to elevate or depress the estimate of our national character abroad. ”

“ As your nomination and election marked a most hopeful revival in political morals, so may your administration, born of the noblest impulses of the American people, become a lasting example of good government, to serve as an instruction and encouragement to coming generations and to write your name into the annals of the Republic with imperishable honor. ”

“ With reference to the establishment of government by the people and the various administrative measures to be drawn up, I am most anxious to exert my utmost strength in spreading and supporting the republican spirit; to scour out the flaws and filth of autocratic rule; to observe the constitutional laws in accordance with the will of the people; and to associate our State with peaceable and powerful countries, so that the five great members [1] of our nation may one and all derive happiness and profit therefrom. ”

“ Let us endeavor to comprehend in all its magnitude, and to feel in all its importance, the part assigned to us in the great drama of human affairs. We are placed at the head of the system of representative and popular governments. Thus far our example shows that such governments are compatible not only with respectability and power, but with repose, with peace, with security of personal rights, with good laws, and a just administration. ”

“ The effects, therefore, of a democracy are, first to raise an inordinate ambition among the people, and then to cramp the very ambition which it has raised; and, as I may comment upon hereafter, it appears as if this ambition of the people, individually checked by the nature of their institutions, becomes, as it were, concentrated and collected into a focus in upholding and contemplating the success and increase of power in the federal government. ”

“ Where the whole machinery of government is capable of being changed or modified by the will of the people while the written constitution remains, and where hereditary and territorial differences of opinion exist on very important subjects, is not surprising that party spirit should run very high. ”

“ It is our business to lay down certain principles and propositions of policy, and we have to present to the suffrage of the people, men for the highest offices of the Republic, who, if elected, are to carry those principles and propositions into a living reality. ”

“ A popular government of this extent, it was evident, could be framed only by carrying into full effect the principle of representation or of delegated power; and the world was to see whether society could, by the strength of this principle, maintain its own peace and good government, carry forward its own great interests, and conduct itself to political renown and glory. ”

“ NEW AND OLD CONCEPTIONS OF GOVERNMENT.—To draw such a distinction between Government and people as if two separate spheres of power, a stronger and higher, and a weaker and lower, negotiated and came to terms with each other, is a remnant of transmitted political sentiment, which still accurately represents the historic establishment of the conditions of power in most States. ”

“ If we want good government, is it not time that we should take our share in the struggle to secure it?” And hence that fresh political activity, that freedom of criticism, that breaking of party lines, that movement of independence all over the field, which makes political ringmasters tremble and patriotic citizens rejoice in new hope. ”

“ He concluded by saying, “I am convinced that, if this country be governed by enlarged and liberal counsels, its power and might will spread and increase, and its influence become greater and greater; liberal principles will prevail, civilisation will be spread to all parts of the globe, and you will bless millions by your acts and mankind by your union.” ”

“ If the balance incline towards a more liberal form of government, towards democratic institutions, and therefore towards self-government, and the participation of the many rather than of the few in the affairs of the State, I am not to blame, nor is it my ordinance, but that of History and of Providence. ”

“ With us, politics chiefly engage the attention of those who stand foremost in the community, which, indeed, arises from the freedom and peculiar excellence of our constitution, without which even the spirit of men of letters in general, and of philosophers in particular, who never directly interfere in matters of government, would languish. ”
