Statesmanship

“ You see the state is an eternal riddle—'pivotal,' as the saying goes—the mother of parties, the devotee of none; and there lies half its fascination for the politician—I might say for the statesman. What passes for mere politics here might well figure as statesmanship elsewhere. ”

“ It was a great effort—mainly unconscious—in favour of the direct government of each State by itself, of the whole people by the whole people; a national protest against Theocracy, the subordination of man in religious affairs to the accident of his history; Monarchy, the subordination of the mass of men to a single man; Aristocracy, the subordination of the many to the few, of the weak to the strong; yes, in part also against Despotocracy, the subordination of the slave who toils to the master that enjoys,—in their rights they were equal. ”

“ Exalt the citizen. As the State is the unit of government, he is the unit of the State. Teach him that his home is his castle, and his sovereignty rests beneath his hat. Make him self-respecting, self-reliant and responsible. ”

“ Thou shalt not recognize in thy country the authority of any person that has not been elected by thee and thy countrymen; for authority emanates from God, and as God speaks in the conscience of every man, the person designated and proclaimed by the conscience of a whole people is the only one that can use true authority.
Eighth. Thou shalt strive for a republic and never for a monarchy in the country; for the latter exalts one or several families and founds a dynasty; the former makes a people noble and worthy through reason, great through liberty, and prosperous and brilliant through labor. ”

“ Would you, in time of peace, find a man capable of wisely governing the state of a commonwealth, of a kingdom, of an empire, of a monarchy; sufficient to maintain the clergy, nobility, senate, and commons in wealth, friendship, unity, obedience, virtue, and honesty? ”

“ No monarchical throne presses these States together, no iron chain of military power encircles them; they live and stand under a government popular in its form, representative in its character, founded upon principles of equality, and so constructed, we hope, as to last for ever. ”

“ If peace and unanimity are cherished, and the equalization of liberty, and the equity and energy of law maintain by harmony and justice, the present representative government may stand for ages, a luminous monument of republican wisdom, virtue, and integrity. ”

“ If the government of the Republic picked him saying, "You are wanted, your country takes you"— if the Republic put a stethoscope to his heart and looked at his teeth and tested his eyes and said, "You are a citizen of the Republic and a sound [Pg 43] animal in all parts and functions—the Republic takes you"— then to-day the baskets of flowers are all for the Republic, the roses, the songs, the steamboat whistles, the proclamations of the honorable orators— they are all for the Republic. ”

“ Behold a republic, in which civil and religious liberty stimulate all to earnest endeavour and in which the law restrains every hand uplifted for a neighbour's injury—a republic in which every citizen is a sovereign, but in which no one cares to wear a crown. ”

“ But when we study a State at its centre, its political action, its organization, its spirit, the management of its institutions of learning and of charity, the tendencies, restrictive or liberal, of its legislation, even the tone of social life and the code of manners, we discover distinctions, individualities, almost as many differences as resemblances. And we see—the saving truth in our national life—that each State is a well-nigh indestructible entity, an empire in itself, proud and conscious of its peculiarities, and jealous of its rights. ”

“ It is to us a matter of indifference what party triumphs, or who is uppermost. The Government may change to-morrow, and the day after, and so on for a month long, and yet we remain just as we were. Monarchy, Commonwealth, Democracy—what you will—may rule the hour, but the sous-lieutenant is but the servant who changes his master. ”

“ The patriot, the philosopher, and the statesman, look to this spot, where the legislative authority of the Republic has an uncontrolled operation, for that perfect system of laws, which shall at once develope the wisdom of the government, and display the justice and benevolence of its policy. ”

A monarchy made out of Aristotle, as girls make a peacock by patching together shreds of silk, in the face of his unequivocal preference of a popular government for an agricultural people, would be a perfect emblem of authority. ”

“ This government, Sir, is the independent offspring of the popular will. It is not the creature of State legislatures; nay, more, if the whole truth must be told, the people brought it into existence, established it, and have hitherto supported it, for the very purpose, amongst others, of imposing certain salutary restraints on State sovereignties. ”

“ The same that ought to be given to those who tell us that a government, the whole power of which would be in the hands of the elective and periodical servants of the people, is an aristocracy, a monarchy, and a despotism. ”

“ The statesman who presides in his country’s councils, and guides at the helm of state, has a proud, a noble position. But the author, again, who influences a nation’s mind, and stirs up the heart of a people, is one of the benefactors of his race. I should wish, however, that you consult your own taste and genius in the choice of your future career, my son. ”

“ Monarch or People, we will submit ourselves to the power she herself shall organize. Is it possible that so moderate and rational a proposition should be the object of such false interpretations, in a country which reveres the idea of right and of self-government? Is it possible that its leaders should be the object of so much calumny? ”

“ Upon the principles of the Declaration of Independence, the dissolution of the ties of allegiance, the assumption of sovereign power, and the institution of civil government, are all acts of transcendent authority, which the people alone are competent to perform ”

“ The citizens of the United States would reprobate, with indignation, the idea of a monarchy. But the essential qualities of a monarchy—unity of council, vigor, secrecy, and dispatch—are qualities essential in every government. ”
