“ The vulgar theory disregards this benefit, and deems the advantage of commerce to reside in the exports: as if not what a country obtains, but what it parts with, by its foreign trade, was supposed to constitute the gain to it. An extended market for its produce—an abundant consumption for its goods—a vent for its surplus—are the phrases by which it has been customary to designate the uses and recommendations of commerce with foreign countries. ”

“ The first branch of foreign trade, which is the export and import of goods, depends on the money. if one half of the people are imployed, and the whole product and manufacture consumed; more money, by imploying more people, will make an overplus to export: if then the goods [Pg 24] imported ballance the goods exported, a greater addition to the money will imploy yet more people, or the same people before employed to more advantage; which by making a greater, or more valuable export, will make a ballance due. ”

Such countries, finding in the intercourse of foreign trade illimitable resources, are enabled to take advantage of the fertility of their soil; and in this way a home trade springs up commensurate with the increase of mercantile traffic. ”

“ We have inland navigation. Our last exports did not exceed £1,000,000. Our export trade is entirely in the hands of foreigners. We have no manufactures—depend for supplies on other nations—and so far are we from having any carrying trade, that, as I have already said, our exports are in the hands of foreigners. Besides the profit that might be made by our natural materials, much greater gains would accrue from their being first wrought before they were exported. ”

It may seem a reversal of the natural order of things, but it is true, that the routes of trade must be actually opened-by many ships and regular sailings and moderate charges-before streams of merchandise will flow freely and profitably through them. ”

“ Classifying the exports upon this legitimate system, we find that, in round numbers, not very far from eight-ninths of the total amount of foreign trade exports come under the denomination of the shorter voyage. Thus of these total exports of thirty-five millions, less than four millions belong to the far off traffic. ”

“ Prosperity of American commerce and shipping.—The European wars, therefore, introduced American commerce to a new era of prosperity. “No one was limited to any one506 branch of trade; the same individual was concerned in voyages to Asia, South America, the West Indies, and Europe.” Our ships gathered the products of distant countries, coffee, sugar, tea, pepper, etc., and purveyed them to the people of Europe. In many years the value of foreign exports exceeded that of domestic exports ”

“ International shipment of money is always just the amount needed to balance the accounts due. The proposition that in the long run the value of imports must equal the value of exports, while the fundamental truth in the theory of international trade, must be understood in a broad sense. ”

“ But when two countries exchange with each other the commodities which each has some comparative facility for producing, each country is permanently benefited, and therefore such a trade will be lasting and stable in its character. ”

“ Classes of wares imported; manufactures.—The table shows, on its face, only one thing with clearness, that the people used already a considerable part of their surplus to478 purchase articles of food, of the nature rather of luxuries than of necessaries, which could not be produced to advantage at home. This feature has ever since characterized the import trade of the country. In the recent commerce of the United States we find, beside the class of colonial products, two other classes comprising the bulk of the remaining imports, manufactures and material for manufacturing. ”

“ From the first and feeble revival of commerce in the middle ages, till the discovery of the Cape of Good Hope, the Italian republics, and the Hanseatic League, nearly monopolized all the trade of Europe; the former, from their situation, naturally confining themselves to the importation and circulation of the commodities supplied by the East, and by the European countries in the south of Europe, and the districts of Africa then known and accessible; while the latter directed their attention and industry to those articles which the middle and north of Europe produced or manufactured. ”
