War is often the savage’s profession: “‘With my sword, spear and shield I plow, I sow, I reap, I gather in the vintage.’ If we beat Germany our own mills and factories will have been at a standstill, our horses requisitioned and our crops unharvested, our merchant steamers stranded in dock if not sunk on the high seas, and our ‘blood and treasure’ lavished on the war: but in the end Germany’s wealth will be in our grasp, her colonies, her markets, and such floating riches as we can distrain upon by means of an indemnity. ”

“ America had stood by for three years feeding Europe’s hungry and selling munitions to the only ones that could come and get them. America had been forced into the war by the idiotic ingenuities of the Germans, who kept frustrating all their own achievements, the cruel ones thwarting the clever ones; the liars undermining the fighters ”

“ To watchers of the present conflict it seems an intolerable thought that, after the fighting is done, we should once more return to a condition of “armed peace,” with jealous, distrustful, and revengeful Powers piling up armaments and plotting singly or in groups against their neighbors until Europe is plunged into another war more terrible, more bloody, and more costly than this. ”

In this very war, the outcry against Germany has been because she deliberately brought back into war the cruelties and the horrors of more barbarous times, and with cold calculations of premeditated science made these horrors worse. The thought of any more battles, tenches, submarines, air-raids, starvation, misery, is so unbearable to our bruised and stricken minds, that we have put it into words whose import is, Let us have no more of this! ”

“ I allude only to the decrease in raw materials for the production of munitions, to the thoroughly exhausted human material, and, above all, to the dull despair that pervades all classes owing to under-nourishment and renders impossible any further endurance of the sufferings from the war. ”

“ One must always remember that bitter as these imprecations are against those who mismanaged certain episodes in the war, the ultimate foe is not they but the German Junkers who planned this war for forty years, who have given the lovely earth over to hideous defilement and the youths of all nations to carnage. ”

As things are at present, there is no thrill and not much scope for initiative. It is just a sordid affair of mud, shell-holes, corpses, grime and filth. My chief function in life seems to be the filling up of endless Army forms. ”

“ You have exhausted your treasury, you have fleeced your people, you have loaded peaceable good subjects with unnecessary burdens, and you have encouraged the wicked unprincipled adventurers in acts of rapine and violence; and, after all, even when the war is put an end to, the bad consequences of the war still remain, not to be removed by the most splendid victory. The taste for science, arts, and letters, languishes a long while. Trade and commerce continue shackled and impeded. ”

“ That the spirit of vindictiveness, of suspicion, of fear and rivalry, engendered by the war, and which the provisions of the Peace Treaties have served to perpetuate and foster, has led to an enormous increase of national competitive armaments, involving during the last year the aggregate expenditure of no less than a thousand million pounds, which in turn has accentuated the effects of the world-wide depression, is a truth that even the most superficial observer will readily admit. ”

“ These poor weedy little men with the sallow faces of the clerical class, in uniforms which hung loose round their undeveloped frames, why should they be caught in the trap of this horrible machine called "War" and let loose like a lot of mice against the hounds of death? These peasants with slouching shoulders and loose limbs and clumsy feet, who had been bringing in the harvest of France, after their tilling and sowing and reaping, why should they be marched off into tempests of shells which would hack off their strong arms and drench unfertile fields with their blood? ”

“ It cannot surely be thought inexpedient, to inquire into the reasons for which our merchants were for many years suffered to be plundered, or for which a war, solicited by the general voice of the whole nation, was delayed; into the reasons for which our fleets were fitted out only to coast upon the ocean, and connive at the departure of squadrons and the transportation of armies, to suffer our allies to be invaded, and our traders ruined and enslaved. ”

“ But when they have toiled and economized, when they have opened roads everywhere, built magnificent bridges, dug out harbors and canals, and riches come to them from all quarters, suddenly the fury of war possesses them, and in three or four years they ruin themselves with grand armies, with cannon, with powder, with bullets, with men, and become poorer than before. ”

“ Let us abandon the system of Preparations for War in time of Peace, as irrational, unchristian, vainly prodigal of expense, and having a direct tendency to excite the evil against which it professes to guard. Let the enormous means thus released from iron hands be devoted to labors of beneficence. Our battlements shall be schools, hospitals, colleges, and churches; our arsenals shall be libraries; our navy shall be peaceful ships, on errands of perpetual commerce; [120] our army shall be the teachers of youth and the ministers of religion. This is the cheap defence of nations. ”

“ Fires among shipping, fires amid great stores of cotton and grain destined for France or England, explosions of munitions of war ordered by nations of the Entente, the clumsy propaganda or impudent sneers of German and pro-German newspapers; reports of German meddling in Mexico, in South America, in Japan; more sinister news concerning the insolent activities of certain embassies—all these were beginning to have their logical effect among a fat and prosperous people which simply could not bear to be aroused from pleasant dreams of brotherhood to face the raw and hellish truth. ”

“ If the terrible instruments of destruction now possessed by the nations seem to shorten wars, will not, on the other hand, the battles be more deadly? And in this century, when the unexpected plays such an important role, may not war bring about the most sudden and unforseen results? ”

“ You must not fail. The biggest of those transports once belonged to Germany. You must teach these boastful Americans their lesson. That one boat you must destroy for certain. Beside the transports to-night lie five vessels of war, two battleships, three cruisers. Them you must destroy also, if there is time. To each transport, two bombs, to each warship, two bombs—twenty you carry. If all goes well, two you will have left. With these do what you will, a house, a church, it matters not—anything to spread the terror of Germany in the hearts of these money-grabbing Americans. ”

“ Even on economic grounds, it were better that this war should proceed rather than recognize any partition, which, beginning with humiliation, must involve the perpetuation of armaments and break out again in blood. But there is something worse than waste of money ”

“ If I cannot have my war at my own doors, and hear the bands and the cannon I have paid for, I must at least have sensational battle-fields—Actiums and Waterloos and Marengos. What is the use of war if it does not even serve to reduce our surplus population? ”

“ It is thus, however, absolutely necessary to the virtue of war that it should be waged by personal strength, not by money or machinery. A nation that fights with a mercenary force, or with torpedoes instead of its own arms, is dying. ”

“ Through all the travail of debt and death that rends the allied peoples runs the clear [Pg 17] current of determination to retrieve the immense loss. War is waste; some one must pay—we among the rest. Already the guns are being trained for the inevitable commercial battle, which, willingly or unwillingly, will bring us under fire. Let us examine the plan of campaign. ”

“ The conditions of production vanish, to be replaced by conditions of destruction. That which had been growing in grace and beauty for years is overturned and destroyed in a moment of ravage. Changes of this kind are not confined to the countries in which the war rages or the cities which conquering column of troops occupy. They go beyond the borders of military activity; they extend to far-off quarters of the earth. We quote from the New York WORLD a vivid picture drawn at the opening of the great European war. Its motto is “all the world is paying the cost of the folly of Europe.” ”

“ This consideration, together with the terrible engines of destruction invented by modern science, retards the moment of declaring war, and maintains the present temporary situation, which might continue for an indefinite period, except for the fearful cost of maintaining armaments which are exhausting the European states and threatening to reduce nations to a state of misery hardly less than that of war itself. ”

“ Its hands have been cut off, but the plotting brain and the murderous heart of the system still persist and will be used after the war to rehabilitate the trade of Germany under many disguises, and will also seek, through appeal to our pity for a fallen nation, to lull us into slumber, until the claws and fangs of militarism have grown again. ”

“ And it will date, I think, from this great war, when men realize, perhaps for the first time in a fundamental way, that the waste in conflict is an unrecoverable waste—that the upkeep of enormous armies is too great a burden to bear—and that the real happiness of mankind is based upon those peaceful pursuits which aim to make available the great resources of the world. ”

“ We who are the wealthiest nation in Europe spend on our armaments, in proportion to our wealth and our population, less than any other great Power. Yet some among us would have us curtail our expenditure, and thereby incur the vulnerability which would tempt a foe. Undoubtedly the armaments of the present day are great and grievous burdens on the nations, terrible impediments to social progress, but they constitute, unfortunately, our only real insurance against war, justifying yet to-day, after so many long centuries, the truth of the ancient Latin adage—Si vis pacem, para bellum. ”

“ The economic crisis, due in a great part to the system of armaments a l’outrance, and the continual danger which lies in this massing of war material, are transforming the armed peace of our days into a crushing burden which the peoples have more and more difficulty in bearing. ”

“ Chapter X The Waste of War In this war, more than in other campaigns, the wastefulness is apparent. In other wars, what to the man at home was most distressing was the destruction of life. He measured the importance of the conflict by the daily lists of killed and wounded. But in those wars, except human life, there was little else to destroy. ”

“ Armies and navies will continue, of course, and fire the minds of populations with their potentialities of greatness. But their officers will find that somehow or other, with no deliberate intention on any one's part, each successive "incident" has managed to evaporate and to lead nowhere, and that the thought of what might have been remains their only consolation.
The last weak runnings of the war spirit will be "punitive expeditions." A country that turns its arms only against uncivilized foes is, I think, wrongly taunted as degenerate. ”

“ And the daily waste of thousands of lives for the full activity of which there is ample room and urgent need on behalf of the millions remaining is, sentiment apart and from a commercial point of view alone, the saddest thing in War. ”

“ This second war may be described as follows: The people of every nation are being deluded by their rulers saying to them, "You, who are governed by us, are all in danger of being conquered by other nations; we are watching over your welfare and safety, and consequently we demand of you annually some millions of roubles—the fruit of your labour—to be used by us in the acquisition of arms, cannon, powder, and ships for your defence ”
