“ As a young man I had worked in a pit, ye ken, and that had given me a strength in my back and my legs that would have served me well in the trenches. War, these days, means hard work as well as fighting—more, indeed. War is a business, a great industry, now. There is all manner of work that must be done at the front and right behind it. Aye, and I was eager to be there and to be doing my share of it—and not for the first time. ”

“ From the ends of the earth have come all these men, all these munitions, all this food and tents and iron and steel and rubber and gas and oil. And there it centers for the hour of its need on this one small sector of the front; indeed on every small sector of the long, long trail, these impedimenta of war come hurrying to their deadly work. And it is not one man; not one nation even, not one race, nor even one race kindred that is assembling this endless caravan of war. ”

“ Do you not hear the call of life and creation, the making of more homes and the caring for those homes? Many hundred years ago men knew the game of war and practiced it, because they were savages, and in this way earned their livelihood. It was only after they rose from savages and barbarians to civilized men that they laid their bows and arrows aside to cultivate the arts of peace. On all sides are seen results of this work—in busy factories, in the laying of cables, in the building of railroads, in their engineering feats, and in the stretching of wires overhead. ”

“ It would seem that there are forces visibly at work that make for peace, and this in spite of the bloody history of man and the huge armaments which may mean the fear of war rather than the love of it. ”

“ War for the time was our only industry, and all who could be spared from the actual work of killing were pressed into the task of providing the weapons, the food, and the education for those on more active service. ”

“ It is certain that, during the last fifty years, the period in which peace societies have been at work, armies have been growing steadily larger, the means of destruction have been multiplying, and wars have been as frequent and as bloody as ever before; and, what is worse, the popular heart goes into war as it has never done in past ages. ”

“ Unless there is an awakened sense of civic duty, as the glorified result of our experience of fire and blood, we have lost the most important lesson of this war. Hundreds of thousands of men and women arose in the spirit of consecrated service and unselfishly carried the burden of war-works at home and abroad. ”

“ It stands alone, because it is the only work in which the war has been surveyed by trained and competent students of war, the only one of which the judgments are based on a familiarity with the modern theory of war. ”

“ Although this branch is more naturally and intimately connected with the profession of a statesman than with that of a soldier, it cannot be denied that, if it be useless to a subordinate general, it is indispensable to every general commanding an army: it enters into all the combinations which may lead to a war, and has a connection with the various operations to be undertaken in this war; and, in this view, it should have a place in a work like this.
To recapitulate, the art of war consists of six distinct parts:—
1. ”

“ The military element predominates in this group of citizens, and of course, they are talking of the wars,—the foreign wars: but the principle of inroad and aggression on the one hand, and defence on the other, the arts of subjugation, and reconciliation, the arts of WAR and GOVERNMENT in their most general forms are always cleared and identified, and tracked, under the specifications of the scene. ”

“ To smooth the scarred and broken earth, and plant
The fields again. But—if we must—
We'll deal first with those war-lords, break
Their knees and bring them to the dust.
For France's sake
We'll fight until we drop. ”

“ Let the general possibility of war be left open, in Heaven's name, for the imagination to dally with. Let the soldiers dream of killing, as the old maids dream of marrying. But organize in every conceivable way the practical machinery for making each successive chance of war abortive. ”

“ For the dear-bought experience of our four great wars is entirely unheeded, indeed almost unknown to the mass of the people; and the army to-day, in organization as in numbers, in its influence upon the military ideas and aptitudes of the nation in peace as in its capacity for expansion in time of war, is inadequate to our needs as a great nation. ”

“ Do they mean that you will exact a price, drive a bargain, with the men who are enduring the agony of this war on the battlefield, in the trenches, amid the lurking dangers of the sea, or with the bereaved women and pitiful children, before you will come forward to do your duty and give some part of your life, in easy, peaceful fashion, for the things we are fighting for, the things we have pledged our fortunes, our lives, our sacred honor, to vindicate and defend--liberty and justice and fair dealing and the peace of nations? ”

“ Sometimes, by great effort, a nation can transform a small available cadre into large, new and effective units on the political, military, economic or social fronts. Even then, the character of the war effort will be colored and influenced by the experience of the men undertaking it. ”

“ In this paper it is said, 'let the first object be to avoid all general actions, and to convince ourselves of the very great hazards without any advantage or the hope of it, to which they would expose us.' The paper then gives directions, how the war ought to be conducted as a war of partizans, and shews the peculiar fitness of the country for it.{46} Yet, though relying solely on this unambitious mode of warfare, the framers of the paper, which is in every part of it distinguished by wisdom, speak with confident thoughts of success. ”

“ War today means that for every man on the fighting line there must be approximately ten men—and women—behind him in the factories, mills, and mines of the nation that enters the conflict. It is an enterprise to which military men alone have ceased to be called, for it enlists the specialists of every industry and every science from the fighting line clear back to the last line of defense. ”

“ This deeper understanding of war and its goal, and consequently more humane methods, can only come by stripping war of its professional and pacifist catchwords, and grasping that the true national objective in war lies in the after-war. ”

“ Yet let us hasten to add that, without bodily soundness and strength to resist privation, hardship and fatigue, an army is naught. And here we strike the peculiarity which makes war the true touch-stone of nations. It is the supreme test of their merits and demerits both moral and physical. By a community's art, literature, science and philosophy you may take the measure of its intellectual attainments ”

“ We are at war, and I shall not say one single sentence with regard to the policy of the war or its origin, and I know not that I shall say a single sentence with regard to the conduct of it; but the fact is that we are at war with the greatest military Power, probably, of the world, and that we are carrying on our operations at a distance of 3,000 miles from home, and in the neighbourhood of the strongest fortifications of that great military Empire. ”

“ I consider war, as a profession, both necessary and honourable, and a nation is bound to be prepared for any foreign attack, and to act upon the defensive, or on the offensive, if it is necessary. It is not that. I do not consider the soldier who fights for his country is not doing his duty, nor the seamen who are employed by the state are not equally justified in their profession. ”

“ Gradually, I dreamed, the firearms became more and more destructive, while all the elements, and everything in existence, were pressed into the service of war; and so absorbed were my human beings in the perfecting of war that they invented a subsidiary state of affairs called 'Peace,' which, on referring to these creatures' dictionaries, I found to be 'An interval necessary to the effective preparation of war.' The nations were never altogether in their element during these intervals; and, of course, any protracted peace meant the gradual impoverishment of the soil for want of the fertiliser. ”

“ Chapter V The Trenches In The "Wood Of Death"
So great has been the interest in the purely military side of the struggle that one is apt to forget that the war is worth study as the supreme occupation of many great nations, whose every energy, physical, moral, and economic, has been put to its service, and relentlessly tested in its fiery furnace. A future historian may find the war more interesting, when considered as the supreme achievement of the industrial civilization of the nineteenth and twentieth centuries, than as a mere vortex in the age-old ocean of European political strife. ”

“ Or, as permanent incitements to warfare, we may think of all the manufacturers of armaments, the enormous companies that fatten on blood and iron, the contractors, purveyors, horse-breeders, tailors, advertisers, army-coaches, landowners, and well-to-do families whose wealth, livelihood, or position depends mainly upon the continuance of warlike preparations, and whose personal interests are enormously increased by actual war. ”

“ We have seen that those ideas maintained the warfare unceasingly, it being the first principle of life to find an outlet for the ideas of the mind and the impulses of the blood, and to war for them when they are thwarted; and we saw that warfare successful in winning back much of what had been lost, and especially winning back the land on which the old polity had been based. ”

“ They are merged again in the business and activities of life; they have disappeared from view like the snow in springtime, or the dew of the morning in the [361] summer's sun; now and then the halting step upon the sidewalk, here and there an empty sleeve, remind us in our daily walks of the stern realities of war.
After war, peace!
Peace to the dead. Peace through their labors to the living. These “have fought their last fight,” the salvos of artillery which soon shall sound from the guns they loved so well shall not awake them. ”

“ The business of peace is now, largely, to turn to account the discoveries of the war—in mechanics, chemistry, electricity, medical science, methods of organisation, and a score of other branches of human knowledge, and that in the interests of life, and not of death. ”

“ When two civilized nations go to war, each strains every nerve to mow the other down, to cut his throat, to mutilate and kill him,—by fair means or foul,—and when the battle is lost and won, they commiserate and sympathize with them, and grieve to see so many hundreds of their fellowmen writhing in agony on the battlefield. ”

“ There is much in "the pomp and circumstance of glorious war" to stimulate the combatants: wisdom has all the stern reality of the conflict, without any of its inspiring accompaniments—the martial strain, the glittering ranks, the floating banners, the roar of artillery, the shout of charging squadrons, and the clash of resounding steel. ”

“ The obvious comment is, "Well, there is a nation organised to win a war—that is the sort of nation which the men in the opposite trenches have behind them. A nation which has organised itself for war, and is already organising itself for peace after the war" ”

“ Keep thou quiet as thou art; indeed thou wilt almost be able to find out by means of others what are thy resources for war. Let the soldiers first try the fortunes of their king. Provide in peace for thine own safety, and risk others if thou dost undertake the enterprise: better that the slave should perish than the master. ”

“ I come now to the means by which the War System can be overthrown. Here I shall unfold the tendencies and examples of nations, and the sacred efforts of individuals, constituting the Peace Movement, now ready to triumph,—with practical suggestions on our duties to this cause, and a concluding glance at the barbarism of Military Glory. In this review I cannot avoid details incident to a fruitfulness of topics; but I shall try to introduce nothing not bearing directly on the subject.
Civilization now writhes in travail and torment, and asks for liberation from oppressive sway. ”

“ It was war from beginning to end: bitter war, till hope and pleasure put an end to it."
"Do you mean actual fighting with weapons?" said I, "or the strikes and lock-outs and starvation of which we have heard?" ”

“ Let all sort of warlike operations, whether they befall you now in your own time, or hereafter in the times of your posterity, be done out of your own borders: but when you are about to go to war, send embassages and heralds to those who are your voluntary enemies, for it is a right thing to make use of words to them before you come to your weapons of war ”

“ The increase in armies, the frightful implements of slaughter, the total failure of the peace propaganda—they have all defied civilization!
“And then, too, the old, red-blooded emotions of battle have all been eliminated by the mechanical conditions of modern warfare in which men and women are just so many units, automata. ”

“ Not only the nation and the Government, but the army itself, apart from its inadequacy in numbers, was completely unprepared for war. There was hardly a single officer or sol&er who was really trained for war, who knew what war meant, who realized the intellectual and physical preparation required for it, or the energy and the sacrifices demanded in waging it. ”

“ Indeed every nation, of a military disposition, and addicted to warlike pursuits, considers war not merely as a means of repelling the attacks of [pg 262] enemies, or of gaining plunder or territory by being itself the invader. ”
