“ Activated Sludge Process Sewage treatment by aeration in the presence of sludge is the latest development in sewage disposal, and the process is attracting a great deal of attention in America. Milwaukee has constructed a plant to treat two million gallons of sewage a day. ”

“ When a plant is new, or if shut down for such a length of time that the sludge loses its activation, it is necessary to activate some new sludge. This is done by blowing air continuously through sewage either on the fill and draw method with periodic decantations of the supernatant liquid, or by the continuous-flow process, but more preferably by the latter. ”

“ The matters in solution will partly, after removal out of the liquid, be retained by the absorbing powers of the soil in the pores, a process that is due to physical and chemical agencies.
Absorbing powers gradually ripen.
It is well known that land which is being treated with sewage for the first time does not purify sewage so well as land that has been under systematic treatment for some time, and this is probably due to the absorbing powers, which gradually ripen until they have reached their maximum of efficiency. ”

Well, we can put people to work improving our water systems, our wastewater plants. It is a very expensive proposition to develop a good wastewater plant. ”

“ If the volume of diluting water, or the area and character of land used for disposal are not as they should be, a nuisance will be created. The aim of all methods of sewage treatment has so far been to produce an effluent which could be disposed of without nuisance and in certain exceptional cases to protect public water supplies from pollution. Financial returns have been sought only as a secondary consideration. ”

“ It may be done by discharging the tank effluent into a system of agricultural drains laid just below the surface of the ground, called sub-surface irrigation. It may be done by removing the top soil from a bed of sand placed by nature, and needing little except suitable surface distribution to insure the most efficient purification.
For a small plant, instead of a sand filter, for which the sand is found naturally in a suitable location, an artificial filter may be built by preparing an enclosure and carting in sand for filling. ”

“ Waste treatment management plans and practices shall provide for the application of the best practicable waste treatment technology before any discharge into receiving waters, including reclaiming and recycling of water, and confined disposal of pollutants so they will not migrate to cause water or other environmental pollution and shall provide for consideration of advanced waste treatment techniques. ”

“ For who would deny that masonry or concrete tanks and the materials contained in the same are artificial products—i.e. products formed by man—and that land is a natural product—i.e. formed by nature—and that further the soil is the natural home of bacteria. Hence it must be perfectly clear, even to a casual observer, that the line of demarcation drawn by the Commissioners between all known systems of sewage purification is a correct and legitimate one, and that all objections to such a division are based on misconceptions. ”

“ For sand filters, either natural or artificial, the tank must be emptied as with sub-surface irrigation, and, in addition, the surface must be scraped occasionally, and at the approach of winter furrows must be dug. Perhaps two days’ time would be all that would be needed for a plant dealing with the sewage of a single family. A broken-stone bed requires no attention for seven or eight years, and then the stone has to be shovelled out, washed, and replaced. ”

“ They do, however, suggest that for communities where clarification and disinfection are desirable—where screening would be insufficient and nitrification unnecessary—the process of acid treatment comes fairly into competition with the other processes of tank treatment, and that it is particularly suited to dealing with sewages that contain industrial wastes, and to use in localities where local nuisances must be avoided at all costs and where sludge disposal could be provided for only with difficulty. ”

“ These alternative systems shall include both advanced waste treatment technology and land disposal systems including aerated treatment-spray irrigation technology and will also include provisions for the disposal of solid wastes, including sludge. Such program should include measures to control point sources of pollution, area sources of pollution, including acid-mine drainage, urban runoff and rural runoff, and in place sources of pollution, including bottom loads, sludge banks, and polluted harbor dredgings. ”

“ It produces a better effluent than any other known process of sewage treatment except land treatment or intermittent sand filtration; it can be built upon a comparatively small area; it produces no objectionable odors or flies; it produces a sludge of sufficient value to meet the cost of its reduction to a fertilizer and therefore relieves the city of the difficult, complicated and wasteful method of sludge disposal common to all other processes ”

“ The term 'treatment works' means any devices and systems used in the storage, treatment, recycling, and reclamation of municipal sewage or industrial wastes of a liquid nature to implement section 201 of this Act, or necessary to recycle or reuse water at the most economical cost over the estimated life of the works, including intercepting sewers, outfall sewers, sewage collection systems, pumping, power, and other equipment, and their appurtenances ”

“ About the only plants of any importance in the United States are those at Worcester, Massachusetts, and Providence, Rhode Island. According to the report of the Superintendent of Sewers of Worcester, the experimental plant in that city has shown that “the cost of operation of Imhoff tanks and sprinkling filters per million gallons of sewage treated would be much less than the cost of operation of chemical precipitation or sand filtration as carried on in Worcester.” ”

“ Protecting aquatic ecosystems Water is a vital part of the environment and a home for many forms of life on which the well-being of humans ultimately depends. Disruption of flows has reduced the productivity of many such ecosystems, devastated fisheries, agriculture and grazing, and marginalized the rural communities which rely on these. Various kinds of pollution, including transboundary pollution, exacerbate these problems, degrade water supplies, require more expensive water treatment, destroy aquatic fauna, and deny recreation opportunities. ”

“ Experiments have also been made at the Cleveland station where it was found that the sewage sludge contained about one-half as much nitrogen and one-third as much phosphates as does the garbage tankage.
Management and Supervision No matter how well a sewage disposal plant is designed or constructed it will not do its work in a satisfactory manner and produce desired results unless it is efficiently managed. Every plant should be in charge of a man who has knowledge of sewage disposal principles, is thoroughly familiar with his plant and who can act intelligently in an emergency. ”

“ John Duncan Watson, of Birmingham, England, contends that the complete elimination 76of bacteria is prohibitive inasmuch as it is beyond the limits of the reasonable demands on the purse. Robert Spurr Weston, member of the American Society of Civil Engineers, at one time reminded an audience that the proper place to protect the water consumers against disease is at the water works and not at the sewage disposal plant. Authorities are in general agreed that sewage should be disposed of as the stream demands, and that local conditions should determine degree of purification required. ”

“ It is convenient to divide sewage purification into two processes, the preliminary process and the final, or finishing process, and, while the preliminary process, in itself, never accomplishes purification, yet it is of considerable value in facilitating and increasing the rate and efficiency of that purification. The most common preliminary treatment is sedimentation, by which the larger solids in suspension are allowed to settle in a tank or tanks so that the filter beds later used are relieved from the accumulation of those deposits. ”

“ When considering natural and artificial sewage treatment, it ought to be borne in mind that in the natural treatment we have to deal with one treatment only, and that, in order to bring the results obtained from artificial processes up to the same standard, the artificial treatment ought to be supplemented by a treatment for the removal of nitrates from the effluent, and another for the removal of pathogenic micro-organisms, which means one treatment in natural, as against three separate treatments in artificial purification. ”

“ No chemicals should be used in a septic tank; garbage, rags, newspaper, and other solids not readily soluble in water should be kept out of sewers and tanks. The plant should be inspected often, noting particularly if the siphon is operating satisfactorily. If scum forms in the settling chamber it should be removed, and the sludge should be bailed or pumped out yearly. Frequently tanks are not cleaned out for three or four years, resulting in large quantities of solid matter going through to the distribution system and clogging it. ”

“ The possibility of further mischief by pathogenic micro-organisms on sewage farms is exceedingly remote, if it exists at all. Bearing these observations in mind, it is quite clear, therefore, that neither theoretical investigations, as available up to now, nor practical results, support the theory that pathogenic micro-organisms may do mischief on sewage farms, and one is forced to conclude that this possibility—if it exists at all—after systematic treatment on land is an exceedingly remote one.
Sewage farms reduce the quantity of final effluent. ”

“ Some wastes can be treated with domestic sewage at the disposal works without any difficulty, others require special treatment before being allowed to enter the sewers and often it is desirable to keep certain wastes out of the main sewers and dispose of them independently. Each particular problem must be considered by itself with due regard both to conditions at the factory, the expense burden on the producer of the waste and to the body of water into which the effluent is to be discharged. ”

“ The proper solution of the sewage disposal problem involves first, the construction of a sewerage system that will remove the sewage from the community completely and as rapidly as possible, and secondly, the construction of a disposal plant at which the sewage can be treated in such a way that when it is discharged into the body of water it will not cause a nuisance and disease. ”

“ An interim report by Lord Iddesleigh’s Royal Commission has, however, awakened such theorists to the fact that land is not to be discarded because it may not bring in a profit or because patentees of systems find it to their interest to contrast neglected or badly managed sewage farms with carefully nursed little experimental installations for artificial treatment of selected samples of sewage. ”

“ On the whole, however, sewage farms, or a combination of the chemical system with irrigation or intermittent filtration, have been the most successful, so that the first evil to which the cleansing of towns by the increased pollution of rivers gave rise may now be said to be capable of satisfactory solution, notwithstanding that the old battle of the systems of precipitation versus application of sewage to land still wages whenever opportunity occurs. ”

“ The necessary treatment of waters so polluted involves several processes storage for 30 to 90 days in a large reservoir, aeration, filtration, chlorination. These introduce a human element subject to weaknesses and failures of human nature. ”

“ Among the principal objections to the combined system when the sewage is treated are the increase it causes in the volume of liquid which necessarily requires a larger plant and expenditure, the changes it causes in the character of the sewage which complicates operation of the plant, and the frequency with which it causes the flow of sewage to exceed the maximum of the plant, thereby making it necessary to discharge untreated sewage into the stream. With a combined system all kinds of trade wastes must be run through the disposal plant, whether they are offensive or not ”

“ Where such a filtration area is made to form part of a sewage farm it acts as a safety valve, and enables the land and crops to have a rest when they do not require further irrigation; at the same time the process of purification is not interrupted. If open, porous land is available for sewage purification, and if it can be drained 6 ft. deep to a good free subsoil, so that the effluent can get readily away, we find that the sewage of from 600 to 700 people can be dealt with on each acre per annum with both good agricultural and sanitary results. ”

“ The state encourages and supports scientific research institutions, entities which generate solid wastes and entities that utilize or treat solid wastes to carry out joint research and develop new technologies for the comprehensive utilization and centralized treatment of solid wastes, and promote the technological progress in the prevention and control of environmental pollution by solid wastes. ”
