In exercising these rights and freedoms, the legitimate representatives of the people met to draft a Constitution that corresponded to the aspirations of the country. The Constituent Assembly affirms the decision of the Portuguese people to defend national independence, to guarantee the fundamental rights of citizens, to establish the basic principles of democracy, to ensure the primacy of the democratic rule of law and to pave the way for a socialist society, while respecting the will of the Portuguese people, with a view to building a freer, fairer and more fraternal country.

Portugal advocates the abolition of all forms of imperialism, colonialism and aggression, general, simultaneous and controlled disarmament, the dissolution of political-military blocks and the establishment of a system of collective security, with a view to creating an international order capable of ensuring peace and justice in relations among peoples. 3. Portugal recognizes the right of the people to rise up against all forms of oppression, namely against colonialism and imperialism, and will maintain special ties of friendship and cooperation with the Portuguese-speaking countries.
