“ SCHEDULE Section 1. That no inconvenience may arise by reason of a change from a territorial to a permanent state government, it is declared that all rights, actions, prosecutions, judgments, claims and contracts, as well of individuals as of bodies corporate, shall continue as if no change had taken place; and all process which may be issued under the authority of the territory of Minnesota previous to its admission into the union of the United States, shall be as valid as if issued in the name of the state. ”

“ Treason against the state shall consist only in levying war against the same or in adhering to its enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court. ”

“ In all criminal prosecutions the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the county or district wherein the crime shall have been committed, which county or district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation, to be confronted with the witnesses against him, to have compulsory process for obtaining witnesses in his favor, and to have the assistance of counsel in his defense. ”

“ Whenever two-thirds of the members elected to each branch of the legislature shall think it necessary to call a convention to revise this constitution, they shall recommend to the electors to vote, at the next election for members of the legislature, for or against a convention; and if a majority of all the electors voting at said election, shall have voted for a convention, the legislature shall, at their next session, provide by law for calling the same. ”

“ No religious test or amount of property shall ever be required as a qualification of any voter at any election in this state; nor shall any person be rendered incompetent to give evidence in any court of law or equity in consequence of his opinion upon the subject of religion. ”

“ The right of trial by jury shall remain inviolate, and shall extend to all cases at law without regard to the amount in controversy, but a jury trial may be waived by the parties in all cases in the manner prescribed by law. ”

“ The legislature may, notwithstanding anything in this article, provide by law that any woman at the age of twenty-one years and upward may vote at any election held for the purpose of choosing any officers of schools, or upon any measure relating to schools, and may also provide that any such woman shall be eligible to hold any office pertaining solely to the management of schools. ”

“ The state shall never contract any debts for works of internal improvement or be a party in carrying on such works, except in cases where grants of land or other property shall have been made to the state, especially dedicated by the grant to specific purposes, and in such cases the state shall devote thereto the avails of such grants, and may pledge or appropriate the revenues derived from such works in aid of their completion. ”

“ Every person is entitled to a certain remedy in the laws for all injuries or wrongs which he may receive in his person, property or character; he ought to obtain justice freely and without purchase, completely and without denial, promptly and without delay, conformably to the laws. ”

“ The legislature shall not authorize any county, township, city or other municipal corporation to issue bonds or to become indebted in any manner to aid in the construction or equipment of any or all railroads to any amount that shall exceed ten per centum of the value of the taxable property within such county, township, city or other municipal corporation, the amount of such taxable property to be ascertained and determined by the last assessment of said property made for the purpose of state and county taxation previous to the incurring of such indebtedness. ”

“ The legislature may organize any city into a separate county when it has attained a population of twenty thousand inhabitants, without reference to geographical extent, when a majority of the electors of the county in which such city may be situated, voting thereon, shall be in favor of a separate organization. ”

“ ARTICLE VIII.—SCHOOL FUNDS, EDUCATION AND SCIENCE Section 1. The stability of a republican form of government depending mainly upon the intelligence of the people, it shall be the duty of the legislature to establish a general and uniform system of public schools. ”

“ ARTICLE X.—OF CORPORATIONS HAVING NO BANKING PRIVILEGES Section 1. The term “corporations” as used in this article shall be construed to include all associations and joint stock companies having any of the powers and privileges not possessed by individuals or partnerships except such as embrace banking privileges, and all corporations shall have the right to sue, and shall be liable to be sued in all courts in like manner as natural persons.
Sec. 2. No corporation shall be formed under special acts except for municipal purposes. ”

“ The money arising from any loan made or debt or liability contracted, shall be applied to the object specified in the act authorizing such debt or liability, or to the repayment of such debt or liability, and to no other purpose whatever.
Sec. 9. No money shall ever be paid out of the treasury of this state, except in pursuance of an appropriation by law. ”

“ All persons shall before conviction be bailable by sufficient sureties, except for capital offenses when the proof is evident or the presumption great; and the privilege of the writ of habeas corpus shall not be suspended, unless when in case of rebellion or invasion, the public safety may require. ”

“ The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrant shall issue but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the person or things to be seized. ”

“ The state auditor shall annually at the time of certifying the state tax to the several county auditors, also certify to each auditor to whose county or to any of the school districts of whose county any such loan shall have been made. ”

“ At said election the polls shall be opened, the election held, returns made and certificates issued in all respects as provided by law for opening, closing and conducting elections and making returns of the same except as hereinbefore specified, and excepting also that polls may be opened and elections held at any point or points in any of the counties where precincts may be established as provided by law ten days previous to the day of election, not less than ten miles from the place of voting in any established precinct. ”

“ Every bill shall be read on three different days in each separate house, unless, in case of urgency, two-thirds of the house where such bill is depending shall deem it expedient to dispense with this rule, and no bill shall be passed by either house until it shall have been previously read twice at length. ”

“ The representation in both houses shall be apportioned equally throughout the different sections of the state in proportion to the population thereof, exclusive of Indians not taxable under the provisions of law. ”

“ The moneys belonging to the Internal Improvement Land fund, shall not be appropriated for any purpose whatever until the enactment for that purpose, shall have been approved by a majority of the electors of the state voting at the annual general election following the passage of the act. ”

“ Persons of foreign birth who shall have declared their intention to become citizen conformably to the laws of the United States upon the subject of naturalization. Third. Persons of mixed white and Indian blood who have adopted the customs and habits of civilization. ”
