In these times of stress, our national security is naturally the greatest concern of our government, and we are doing all we can in this respect. But it must be admitted that with our own resources alone we are not now in a position to defend ourselves.
The Government of the United States has embarked upon a program of national defense which, we earnestly hope, includes the Philippines; for, under the terms of the Tydings-McDuffie Act, the defense of our country remains primarily the responsibility of the United States.
