There are relatively few places in the world where minority populations, because of religious, ethnic or national prejudices, are not still denied basic human needs of some kind. No body of people on the planet understands better this issue than does the Bahá’í community. ”

“ An extraordinary achievement of a related kind was that of the Liberian Bahá’í community. Driven from their homes into exile in neighbouring lands, many of these intrepid believers transported with them their whole community life, setting up Local Spiritual Assemblies, carrying on teaching work, continuing the education of their children, using their time to learn new skills, and finding in music, dance and drama powers of the spirit that helped keep hope alive until they could return to their country. ”

“ An onlooker need not accept its claims to Divine origin in order to appreciate what is being accomplished. Taken simply as this-worldly phenomena, the nature and achievements of the Bahá’í community are their own justification for attention on the part of anyone seriously concerned with the crisis of civilization, because they are evidence that the world’s peoples, in all their diversity, can learn to live and work and find fulfilment as a single race, in a single global homeland. ”

“ Social historians of the future, with a perspective far more dispassionate and universal than is presently possible, and benefiting from unimpeded access to all of the primary documentation, will study minutely the transformation that the Master achieved in these early years. Day after day, month after month, from a distant exile where He was endlessly harried by the host of enemies surrounding Him, ‘Abdu’l-Bahá was able not only to stimulate the expansion of the Persian Bahá’í community, but to shape its consciousness and collective life. ”

Apart from its associated objectives, therefore, wholehearted prosecution of the Plan has the potentiality of amplifying enormously the Bahá’í community’s contribution to public discourse on what has become the most demanding issue facing humankind. ”

“ How, in societies dominated by men since the dawn of time, were women to be accorded an equal voice? How was the education of large numbers of children to be systematically addressed in cultural situations where poverty and illiteracy prevailed? What priorities should guide Bahá’í moral teaching, and how could these objectives best be related to prevailing indigenous conventions? How could a vibrant community life be cultivated that would stimulate the spiritual growth of its members? ”

“ The Burmese Baha’i Community, which they are so devotedly striving to rehabilitate, must, likewise participate without reserve, in the glorious task that confronts them, and demonstrate, thereby, its virility and resilience in the face of the trials and obstacles which it has had to struggle against in the past. The establishment of new centres in Burma, the consolidation of the reinstated Assemblies, are both equally vital and urgent. ”

“ The delegates reaching the Conventions in Africa is a matter for each N.S.A., from whose area of jurisdiction they are elected, to arrange and provide financial help if needed.
A prisoner, showing sincere faith in the Cause, may be accepted as a Bahá’í on the same basis of investigating his qualifications as to belief as any other individual outside prison. Each case should be carefully considered on its own merits. Naturally, a person in confinement cannot be active in any community and administrative work. When he gets out, he becomes part of the community in which he resides. ”

“ The Guardian does not see why Bahá’ís should have to state to any Government that the reason for their visit to a country is for the purposes of teaching the Bahá’í Faith. Most of the time, though not perhaps invariably, this is calculated to arouse suspicion and opposition. One has to deal with cases as they arise. A blanket rule could never apply over so wide a field as that in which Bahá’í pioneers are working. ”

“ In the light of this principle, and bearing in mind the extreme desirability of having the minority elements participate and share responsibility in the conduct of Bahá’í activity, it should be the duty of every Bahá’í community so to arrange its affairs that in cases where individuals belonging to the divers minority elements within it are already qualified and fulfill the necessary requirements, Bahá’í representative institutions, be they Assemblies, conventions, conferences, or committees, may have represented on them as many of these divers elements, racial or otherwise, as possible. ”

“ The community there must not be abandoned, particularly by its “mother”, so to speak. It must be well and profoundly grounded in the Faith before such a risky step can be taken. He hopes that you will deal most wisely and co-operatively with the Colonial Office officials in this matter and any others that may arise. Their esteem, their good-will, and their co-operation are practically indispensable for the future work in many islands throughout the Pacific area, and nothing but the frustration of our objectives can be gained through alienating them in any way. ”
