Black laborer

“ Particularly is this the case in the cities, to which the negroes have flocked in great numbers, denuding the plantations of needed help while, in the cities, holding down the wages of common labor,—the only labor in which the negro competition has yet been apparent. The employers of labor in the South should do everything in their power to make of the black man all that it is possible to make of him as a laborer ”

“ If now the economic development of the South is to be pushed to the verge of exploitation, as seems probable, then we have a mass of workingmen thrown into relentless competition with the workingmen of the world, but handicapped by a training the very opposite to that of the modern self-reliant democratic laborer. What the black laborer needs is careful personal guidance, group leadership of men with hearts in their bosoms, to train them to foresight, carefulness, and honesty. ”

“ Moreover the black slave brought into common labor certain new spiritual values not yet fully realized. As a tropical product with a sensuous receptivity to the beauty of the world he was not as easily reduced to be the mechanical draft-horse which the northern European laborer became. ”

“ After the legal disappearance of slavery its natural results remained in the mass of freedmen who had been trained in the necessary ignorance and inefficiency of slave labor. On such a foundation it was easy to build and emphasize race prejudice. On the other hand, however, there was still plenty of work for even the ignorant and careless working man, so that the Negro continued to raise cotton and the other great crops and to do throughout the country the work of the unskilled laborer and the servant. ”

“ On the other hand, beside the plantation hands, there had grown up a large class of Negro servants and laborers who were distributed both north and south. These laborers in particular came into competition with the white laborer and especially the new immigrants. This and other economic causes led to riots in Philadelphia, New York and Cincinnati and a growing conviction on the part of a newly enfranchised white workingmen that one great obstacle in America was slave labor, together with the necessarily low status of the freedmen. ”

“ Then again the poor and semi-criminal class looms large in the eyes of the white community because of their dependence and their delinquencies, and when there comes the question of the reformation or proper punishment of this class the white community is at an utter loss as to where to appeal. They see with perfect justice that the Negro laborer although himself honest is not capable of bearing the burden of reforming his criminals. ”

“ From having been the slave, he will become the master; from having labored to enrich others, he will force others to labor to enrich him. The laws of nature are inexorable, and this is one of them. [Pg 119] The white men of the South may turn pale with rage at this aspect of the case, but it is written on the wall. Already I have seen in the South the black and white farm laborer, working side by side for a black landlord ”

“ It must not be assumed, however, that the labor of the Negro has been simply the muscle-straining unintelligent work of the lowest grade. On the contrary he has appeared both as personal servant, skilled laborer and inventor. That the Negroes of colonial times were not all ignorant savages is shown by the advertisements concerning them. Continually runaway slaves are described as speaking very good English ”

“ In the last ten years a million of these have been willing and able to move physically from Southern serfdom to the freer air of the North.
The other three millions are as free as the better class of white laborers; and are pushing and carrying the white laborer with them in their grim determination to hold advantages gained and gain others. ”

“ Under such a system all labor is bound to suffer. Even the white laborers are not yet intelligent, thrifty, and well trained enough to maintain themselves against the powerful inroads of organized capital. The results among them, even, are long hours of toil, low wages, child labor, and lack of protection against usury and cheating. But among the black laborers all this is aggravated, first, by a race prejudice which varies from a doubt and distrust among the best element of whites to a frenzied hatred among the worst ”

“ Now, is this a minor matter which has no influence on the main question of the industrial and intellectual development of the Negro? Can we establish a mass of black laborers and artisans and landholders in the South who, by law and public opinion, have absolutely no voice in shaping the laws under which they live and work? ”

“ His full power as a labor reservoir was not seen until the transformation of the World War. In a few short months 500,000 black laborers came North to fill the void made by the stoppage of immigration and the rush of white working men into the munitions industry. This was simply a foretaste of what will continue to happen. The Negro still is the mightiest single group of labor force in the United States. As this labor grows more intelligent, self-conscious and efficient, it will turn to higher and higher grades of work and it will reinforce the workingman’s point of view. ”

“ For instance, there has been a large immigration of European emigrants into that section of the country between Little Rock and Fort Smith.
Q. Do they, upon these farm or small plantations being converted into farms, work in companionship with the negro laborer?
—A. No; they generally buy the land and work it themselves; they may hire a negro and work with him; they are laborers themselves.
Q. Is there any tendency among the white and colored laborers of any class to work in companionship, or to fraternize at all in labor? ”

“ The average American can easily conceive of a rich land awaiting development and filled with black laborers. To him the Southern problem is simply that of making efficient workingmen out of this material, by giving them the requisite technical skill and the help of invested capital. The problem, however, is by no means as simple as this, from the obvious fact that these workingmen have been trained for centuries as slaves. They exhibit, therefore, all the advantages and defects of such training; they are willing and good-natured, but not self-reliant, provident, or careful. ”

“ And one of the chief, outside the carelessness of the nation in letting the slave start with nothing, is the widespread opinion among the merchants and employers of the Black Belt that only by the slavery of debt can the Negro be kept at work. Without doubt, some pressure was necessary at the beginning of the free-labor system to keep the listless and lazy at work; and even to-day the mass of the Negro laborers need stricter guardianship than most Northern laborers. ”

“ These white laborers, themselves so near slavery, did not recognize the struggle of the black slave as part of their own struggle; rather they felt the sting of economic rivalry and underbidding for home and job; they easily absorbed hatred and contempt for Negroes as their first American lesson and were flattered by the white capitalists, slave owners and sympathizers with slavery into lynching and clubbing their dark fellow victims back into the pit whence they sought to crawl. ”

“ The race question as we come to understand it, resolves itself into a class question. At bottom it is a class question. The capitalist cares no more about the white worker than about the black worker. What he wants is labor power—cheap labor power; he does not care whether it is wrapped up in a white skin or a black skin.
Has he one bit more consideration for the white slave than he has for the black slave? No, not at all; they are all the same to him regardless of color; they are all in the working class; they are his legitimate prey. He owns the natural resources; he owns the tools ”

“ Black slave labor, though far less valuable, is almost invariably better paid than free white labor. The reason is this: The fiat of the oligarchy has made it fashionable to “have negroes around,” and there are, we are grieved to say, many non-slaveholding-whites, (lickspittles,) who, in order to retain on their premises a hired slave whom they falsely imagine secures to them not only the appearance of wealth, but also a position of high social standing in the community, keep themselves in a perpetual strait. ”

“ But the labor movement turned their backs on those black men when the white world dinned in their ears. Negroes are servants; servants are Negroes. They shut the door of escape to factory and trade in their fellows' faces and battened down the hatches, lest the 300,000 should be workers equal in pay and consideration with white men. ”

“ Again and again men speak of the laziness of Negro labor and some suppose that slavery of Negroes was necessary on that account; and that even in freedom Negroes must be “driven”. On the other hand and in contradiction to this is the fact that Negroes do work and work efficiently. In South Africa and in Nigeria, in the Sudan and in Brazil, in the West Indies and all over the United States Negro labor has accomplished tremendous tasks. ”

“ Our negro laborers, with all the inevitable defects of imperfect training, ignorance, and the negligent habits induced by slavery, have still been, as a whole, satisfactory laborers. They keep their contracts, do their work, and save their earnings. We could point to more than one black family about us steadily growing up to competence by industry and saving. ”

“ To the capitalist system all workers are equal—in so far as they have a stomach.
Now the one great fact for the Negro in America today is Race Prejudice. The great labor problem with which all working-people are faced is [53] made harder for black working-people by the addition of a race problem. I want to show you how one grows out of the other and how, at bottom, they are both the same thing. In other words, I want you to see the economic reason for race-prejudice. ”

“ This, of course, demoralized the country to a very great extent, and it has only been in the past few years the negro laborers have realized their true condition and gone to work with a view of making a support for themselves and families. ”

“ Emancipation gave to the Negroes a new economic status—the status of free wage-laborers, competing with other wage-laborers for work. They who had worked to create wealth for others were now turned loose without wealth or land to shift for themselves in a world already hostile to them. The mental attitude of the white south had been shaped by three centuries of slavery and was hard to get rid of. It was difficult for them to think of black labor under any form but that of slavery and they naturally turned to compulsion as the proper mode of obtaining work from their former slaves. ”

“ The South cannot hire that class of Negroes from their work. This, again has a tendency to make labor scarce. Added to this is the fact that thousands of Negroes are moving into the cities. Some are going into other states seeking on the one hand better educational opportunities for their children, and on the other hand, protection from mobs and lynchers. This again has a depressing effect upon labor. ”

“ Then he recalled what a Negro street speaker had said one night on the corner of 138th Street and Seventh Avenue in New York: that unorganized labor meant cheap labor; that the guarantee of cheap labor was an effective means of luring new industries into the South; that so long as the ignorant white masses could be kept thinking of the menace of the Negro to Caucasian race purity and political control, they would give little thought to labor organization. It suddenly dawned upon Matthew Fisher that this Black-No-More treatment was more of a menace to white business than to white labor. ”

“ Now, under the present system, exploiting the wage-slave is respectable. I have already shown [55] you that wherever the worker is exploited he is despised. So you will see that despising the wage-slave is quite fashionable. You may recall the name of the great capitalist who said, “the public be damned.” He was only a little more outspoken than the rest of his class. As long as the present system continues, the workers will be despised; as long as the workers are despised, the black men will be despised, robbed and murdered, because they are least able to defend themselves. ”

“ For it is a fact that the Negro worker is no better off under the freedom he has gained than under the slavery from which he has escaped. As chattel slaves we were the property of our masters and, as a piece of valuable property, our masters were considerate of us and careful of our health and welfare. Today, as wage workers, the boss may work us to death, at the hardest and most hazardous labor, at the longest hours, at the lowest pay, we may quietly starve when out of work and the boss loses nothing by it and has no interest in us. ”

“ In the midst, then, of the larger problem of Negro education sprang up the more practical question of work, the inevitable economic quandary that faces a people in the transition from slavery to freedom, and especially those who make that change amid hate and prejudice, lawlessness and ruthless competition. ”

“ In time of business depression it was not he who suffered, but the master. On the other hand, the free worker of the North labored for his employer during the best part of his life and then, when no longer able to work, or during business depression, was turned away and obliged to suffer from lack of care. It was maintained that the assertion that the Negro was not happy when he might be whipped was "pathos misapplied." If a man hired a white laborer who robbed him, he dismissed the worker, who was then sentenced to prison, thus disgracing his family, which then suffered from lack of support. ”
