“ Upon the expiration of his term, Governor Morehead resumed the practice of law at Frankfort. He was elected United States Senator from Kentucky, in 1841, and he served until 1847. Senator Morehead was an attractive public speaker, and when it was known in Washington that he was to make a speech the galleries were usually well filled. After the expiration of his term, he practiced law at Covington, Kentucky. Senator Morehead had the most extensive collection of books and manuscripts upon the history of Kentucky and [Pg 103] the West of any man of his day and generation. ”

“ Rob Morris, to give him the name by which he is best known, died at La Grange, Kentucky, July 31, 1888.

We meet upon the Level and we part upon the Square:
What words of precious meaning those words Masonic are!
Come let us contemplate them, they are worthy of our thought—
With the highest and the lowest, and the rarest they are fraught. ”

“ COVINGTON, a city and one of the two county-seats of Kenton county, Kentucky, U.S.A., on the Ohio river opposite Cincinnati, with which it is connected by bridges; and at the mouth of the Licking river (also spanned by bridges) , opposite Newport, Ky. Pop. (1890) 37,371; (1900) 42,938, of whom 5223 were foreign-born and 2478 were negroes; (1910) 53,270. In 1900 it ranked second in population among the cities of Kentucky. The city is served by the Chesapeake & Ohio, and the Louisville & Nashville railways, by interurban electric railways, and by steamboat lines to the Ohio river ports. ”

“ The act of 1886 was passed subject to the provision in a general statute of Kentucky, above referred to, that all statutes 'shall be subject to amendment or repeal at the will of the legislature, unless a contrary intent be therein plainly expressed.' If that act in any sense constituted a contract between the city and the commonwealth, the reservation in an existing general statute of the right to amend or repeal it was itself a part of that contract. Griffin v. Insurance Co., 3 Bush, 592. The city accepted the act of 1886, and acquired under it the property taxed subject to that reservation. ”

“ It is unnecessary to cite the cases; they will be found in Judge Cochran's opinion. It is sufficient to say that, if this case had been decided in the state court in Kentucky, the adjudication pleaded herein, not involving taxes for the same years as those now in controversy, would not avail as an estoppel between the parties. It is true that a different rule prevails in the courts of the United States. The reasons therefor were stated in an opinion by Mr. Justice White, speaking for the court, in the case of New Orleans v. Citizens' Bank, 167 U.S. 371, 42 L. ed. ”

“ It is important to observe the precise point that we have to determine. It is indisputable that with respect to the goods occasionally carried upon plaintiff's wagon from one state to the other in response to orders previously received at their place of business in Cincinnati, plaintiffs are engaged in interstate commerce, not subject to the licensing power of the Kentucky municipality. ”

“ The statutes of the state of Kentucky, which have been construed by the supreme court of that state in the cases cited, to require the payment of taxes by the shareholders or by the bank for its shareholders, can have reference only to shareholders within the jurisdiction of the state. Whether the system operates as a discrimination against national banks within the prohibition of § 5219, involving, as it does, a right of Federal creation, must be ultimately determined in this court. ”

“ The family lived at Covington for six years, at the end of which time Forceythe entered Harvard University, but an attack of tuberculosis compelled him to leave without his degree. He returned to the West, making his home at New Albany, Indiana, a little town just across the Ohio river from Louisville. A year later Willson joined the editorial staff of the Louisville Journal, and together he and Prentice courted the muse and defended the cause of the Union. ”

“ Covington is the seat of a Roman Catholic bishopric, and its cathedral, in the flamboyant Gothic style, is one of the finest church buildings in the state. In the city are the Academy of Notre Dame and St Joseph’s high school for boys, both Roman Catholic. The principal charitable institutions are the hospital of Saint Elizabeth, a German orphan asylum, a Protestant children’s home, a home for aged women and a Wayfarers’ Rest. ”

“ Nature has done much to make it a paradise; art very little. The farm-houses are in the Kentucky style,—piazzas, great chimneys outside, negro cabins,—presenting at one view and in close contrast the extremes of wealth and poverty, power and weakness, civilization and barbarism, freedom and slavery.
The city of Lexington is a place of the past. Before railroads were projected, when Henry Clay was in the prime of manhood there, it was a place of enterprise and activity. The streets were alive with men. It was the great political and social centre of Central Kentucky. ”

“ Gone, too, is the splendid conduit in the Cross Cheaping, S. Nicholas' Hall in the West Orchard, meeting-place of the Corpus Christi guild; and S. Nicholas' Church, out to the north beyond Bishop Street, which fell to ruin soon after the Reformation. But the "proud pyramidès," the "three spires," remain yet, and give greeting to all who approach Coventry, dominating the flat midland country for many a mile, changing their relative position as the spectator moves, and their colour in the shifting lights. ”

“ You are afraid to touch the negro. You are afraid of Kentucky. The little province of the United States gets down on its knees to the nation of Kentucky. You are afraid that the State will go over to the Rebels, if anything is done about the negro. Now, sir, I know what slavery is; I have lived among it all my days. I know what Secession is,—it means slavery. I know what Kentucky is,—a proud old State, which has a great deal that is good about her and a great deal of sham. Kentucky politicians are no better or wiser than any other politicians. The State is living on the capital of Henry Clay. ”

“ So alone through the woods for that long distance he journeyed with his prisoner, who well knew the fate which awaited him; threading each day the lonely forest, and lying down each night to sleep by the side of the doomed man. He delivered his prisoner safely at Crown Point, from whence he was taken to Montreal, and shot. For many years Cowdin was one of the most influential and prominent men in Fitchburg, and enjoyed to a great degree the confidence of his fellow citizens. He was the first Representative to the General Court under the new State Constitution, and held many town offices. ”

“ It is enough, however, to embalm their memory in our hearts, and to connect their names with the imperishable memorials of our early history, that they were the first adventurers that plunged into the dark and enchanted wilderness of Kentucky—that of all their contemporaries they saw her first—and saw her in the pride of her virgin beauty—at the dawn of summer—in the fullness of her vegetation—her soil, instinct with fertility, covered with the most luxuriant verdure—the air perfumed with the fragrance of flowers, and her tall forests looming in all their primeval magnificence. ”

“ Every fighting man was coming to the rostrum, throwing nervous delegates out of the way as he advanced.
Rich Lilly brought first blood. The calls for Henry Covington, the supple man with the oily tongue, were heeded by that gentleman, who was just as fearless as wordy, and while others glared and swore at each other he was making the welkin ring with Dockery thunder. No man ever made more gestures and took longer strides than did Speaking Henry that afternoon. ”

“ There are seven mayors about Cincinnati for the reasons following. On the southern bank of the Ohio, opposite the city, many large manufactories have found convenient sites, and thus the city of Covington has grown up, divided into two towns by the river Licking. ”

“ A thoroughly corrupt borough in the worst days of municipal corruption, rigidly Puritan under the Stuarts, loyal under Elizabeth, steady for hereditary right at Mary's accession—but Protestant, as witness its martyrs—Lollard in the hey-day of Lollardry, patriotic and Talbot-worshipping in the Hundred Years' War—as England was, so was Coventry. In art and letters, also, the city recalls what is most characteristic in the achievements of the English people. ”

“ The tourist will show his wisdom by not going too far afield in his sight-seeing; the three churches and S. Mary's Hall will, with a passing look at many a picturesque narrow street, carved gable, or interesting relic of old Coventry, furnish him with some hours' occupation. Those, of course, who possess indomitable physical and mental energy may ascend S. Michael's spire for the view's sake, or brave a walk through the somewhat dreary environs of Coventry to the historic but commonplace-looking strip of land known as Gosford Green. ”

“ Be it ordained, That we do hereby forever sever our connection with the Government of the United States, and in the name of the people we do hereby declare Kentucky to be a free and independent State, clothed with all power to fix her own destiny and to secure her own rights and liberties. ”

“ Broken down in health and spirits when he left his old home, unable to travel except by slow stages, he knew perfectly well that his days were numbered, and that he could never again see Kentucky. How much more dignified would it have been if he had breathed out his once precious life in the bosom of his family and in the arms of the woman who for upwards of half a century had watched over his interests, reared his children with a fond mother's care, loved him with a true woman's love, and followed him, wherever he was, with her prayers and her blessings! ”

“ Coventry has three fine old churches, whose tall needlelike spires form a landmark from almost any point of view in Warwickshire, and give to the town the appellation by which it is often known—"The City of the Three Spires." Nor could we well have forgotten Coventry's unique legend, for high up on one of the gables of our hotel was a wooden figure said to represent Peeping Tom, who earned eternal ignominy by his curiosity when Lady Godiva resorted to her remarkable expedient to reduce the tax levy of Coventry. ”

“ The splendid sequel to his declaration is his own magnificent works. He pointed out the lack of merit in our literature, but he did a far finer and more fitting thing: he at once set out upon his distinguished career and has produced a literature for the state. He has created Kentucky and Kentuckians as things apart from the outside world, a miniature republic within a greater republic; and no one knows the land and the people other than imperfectly if one cannot see and feel that his conception is clear and sentient. ”

“ Cawein has received in the land of his birth, though it is now proposed to place a bust of him in the public library of Louisville. He is better known in New York or London than he is in Kentucky, but it will not be long before the people of his own land realize that they have been entertaining a world-poet, possibly, unawares. He is so far removed from any Kentucky poet of the present school that to mention him [Pg 190] in the same breath with any of them is to make one's self absurd. ”

“ But these were all lost to memory, in the contemplation of Kentucky; animated with all the enchanting variety, and adorned with all the majestic grace and boldness of nature's creative energy. To nature's children, she herself is eloquent, and affecting. Never before had the feelings of these rude hunters experienced so much of the pathetic, the sublime, or the marvellous. Their arrival on the plains of Elkhorn was in the dawn of summer ”

“ Truly Coventry may well have been called a city of convents, hospitals, monasteries, and other religious houses. On enlarging the Blue Coat School building the foundations of the ancient cathedral were brought to light.
In addition to all these benevolent foundations for education, another for the material comfort and well-being of the common people is a most valuable perquisite to them. It consists of 1,300 acres, lying around the city, of common land on which any poor man may pasture his cow without charge. ”

“ The sunshine may be excessively hot, but an overshadowing cloud or the shade of a tree or of a building at once affords relief; and if the slightest breeze stirs, you feel the latent freshness of the air.
Coventry is some nine or ten miles from Leamington. The approach to it from the railway presents nothing very striking,—a few church-towers, and one or two tall steeples; and the houses first seen are of modern and unnoticeable aspect. Getting into the interior of the town, however, you find the streets very crooked, and some of them very narrow. ”

“ Coventry is old and queer, with narrow streets and curious houses, famed for the ancient legend of Godiva, one of those beautiful myths that grow, like the mistletoe, on the bare branches of history, and which, if they never were true in the letter, have been a thousand times true in the spirit. ”
