Emperor Wilhelm II of Germany

“ WILLIAM I. (1797-1888) , king of Prussia and German emperor, was the second son of Frederick William III. of Prussia and Louise, a princess of Mecklenburg-Strelitz. He was born at Berlin on the 22nd of March 1797, and received the names of Wilhelm Friedrich Ludwig. He was a delicate child and had to be carefully nurtured. His constitution, however, was sound, and he became one of the most vigorous men in Germany. ”

“ We Americans have no use for Kings; and we have ideas as to popular government that King Wilhelm of Prussia, later Emperor of Germany, would never understand. But let us consider that it would be well for us if we had a few statesmen, among those who are governing us on speculation, who would look on their responsibilities as this dead European monarch did on his. ”

“ It has been said that "the egg from which was hatched the German Empire was laid on the battlefield of Sedan." But, not to speak of the offer of the Imperial Crown to King Frederick Wilhelm by the Frankfort Parliament in 1848, Bismarck more than a year before the Austro-Prussian war had spoken to Lord Augustus Loftus, then British Ambassador to Prussia, of his ultimate intention that the King of Prussia should become the Emperor of an united Germany. ”

“ The first armored cruisers, König Wilhelm, Kronprinz, Friedrich Karl, were bought from England and France. In thirty years Germany has here achieved not only complete independence but something approaching very nearly to supremacy. His service in this field has been generally recognized. A German critic not usually favorable to the Emperor speaks thus: “Perhaps nowhere in the development of our political life does the personal activity of the Emperor stand out so strongly as in the building up of the German fleet. ”

“ Carl Schurz has not by this time received a letter of thanks from the Emperor of Germany for his strenuous efforts in behalf of the Kaiser's Imperial schemes in the Pacific, it is because Wilhelm II. either is the most ungrateful of monarchs or is too busily occupied in watching Chinese developments to spare the time necessary to the writing of it. It cannot be that one so watchful of his own interests as the Emperor is has failed to note how strong an ally he has in the person of Mr. Schurz. ”

“ The arbitrary threat of the Emperor was badly received in the other federated states, whose newspapers pointed out that he had exceeded his authority. It gave the Socialists an opportunity to attack Emperor Wilhelm on the floor of the Reichstag. Four days after this threat was made, an orator of the Socialist party declared
"We salute the imperial words as the confession, full of weight and coming from a competent source, that annexation to Prussia is the heaviest punishment that one can threaten to impose upon a {15} people for its resistance against Germany. ”

“ Every change of the kind begets new hopes, and makes a government temporarily popular; so this was a gain for Austria. Nevertheless, the "Small-German" party finally triumphed in the Parliament. On the 28th of March, 1849, Frederick Wilhelm IV. of Germany was elected "Hereditary Emperor of Germany." All the small States accepted the choice: Bavaria, Würtemberg, Saxony and Hannover refused; Austria protested, and the king himself, after hesitating for a week, declined. ”

“ Ever since he became Emperor, Wilhelm has been instilling his extraordinary beliefs into his army and into his people, until today we have a psychology in the Teuton Empire which will probably make it possible for the military autocracy to continue the war to a far greater length than would be conceivable in any other country in the world. ”

“ Hardly any evidence will be needed to establish the fact that WILHELM II. was the personality with far more strength and initiative. As the letters show, the active political aims are on his side. He wants to produce an impression on the CZAR; he wants to cement Russia's policy with that of Germany, in accordance with the needs of the German interests and the peace of Europe. ”

“ It is the will of the German Emperor, King of Prussia, to be a law-giver to the East, to dispute with England the sovereignty of the seas, to take bites out of China, to display the ever-victorious flag of Germany all over the world. It is true that, to accomplish this will of his, will require an additional 500 millions, and it will require, in particular, that the Reichstag should vote them in one lump sum. William II is like his teacher Bismarck in the matter of dogged obstinacy. ”

“ His reign, which had begun to the sound of battle and dire defeat, was to end to the death-song of the Empire. The sceptre that his ancestors had confided to him was slipping from his grasp. His adversaries had been too much for him. Kaiser Wilhelm had used methods which were not permitted even to politicians. He had broken faith with his ally. The Emperor, the keener man of the two, was too old, and had not suspected the depths of falsity under the mask of frank bonhomie. Kaiser Wilhelm had even deceived the Church, always the adviser and comforter of the old Emperor. ”

“ In the Scandinavian States, even after 1870, we had preserved certain trusty friendships: of these William II now tries to rob us. He appears and, to use his own expression, draws men to him by magic strings. To the people who are offshoots of Germany he figures as "the Emperor," unique, mysterious, he who goes forward in the name of the fables of mythology, gathering and uniting anew in his slumbering people the instincts of vassalage. "Super-German virtues," he calls them, "ornaments of old-time Germany." This monarch who, in his own land, is pleased to pose as a Liberal! ”

“ The arrogance, the insolence, of the Junker officer, his aristocratic pretension, his bearish manners, have made him a byword, not only in his own country but all over Europe; and his belief in sheer militarism and Jingo imperialism has made him a menace. The Kaiser has only made things worse. Vain and flighty to a degree, and, like most vain people, rather shallow, Wilhelm II has supposed himself to be a second and greater Bismarck, destined by Providence to create the said Teutonic world-empire. It is simply to fight these powers of evil that we are out. ”

“ The army and navy appeared to some as rather a costly plaything of the active young man than an engine of destruction, while it tended in considerable measure to the preservation of peace by rendering Germany a power dangerous to go to war with.
The speeches with which the emperor began his reign showed an exaggerated sense of the imperial dignity, though his later career indicated far more judgment and good sense than the early display of overweening self-importance promised, and the views of William II eventually came to command far more respect than they did at first. ”

“ Any man, standing on that throne in the White Saloon of the old Schloss at Berlin, would have to be a good deal considered by his fellow-creatures. Even if we put aside the tremendous international importance of the position of a German Emperor, in that gravely open question of peace or war, he must compel attention as the visible embodiment of a fact, the existence of which those who like it least must still recognize. ”

“ But for the accident of emigration, then, Wilhelm, working to-day in the sun among his Delphiniums and his iris, his climbing roses and flowering shrubs, would be wearing the helmet of the invader; for his vine-covered house he would have substituted a trench; for his garden pick a German rifle.
For Wilhelm was a faithful subject of Germany while he remained there. He is a Socialist. He does not believe in war. Live and help others to live is his motto. But at the behest of the Kaiser, Wilhelm too would have gone to his appointed place. ”

“ Wilhelm II. received me cordially. It was not the first time we had met. About the time of his ascending the throne I had been the means of inflicting on him a defeat which a smaller man would have found [11] it hard to forgive. Fortunately, the German Kaiser was of metal sterling enough to recognise merit even in an enemy, and to realise that my fidelity to my then employer was the best guarantee that I should be equally faithful to himself, if it fell to my lot to serve him.
‘What has Finkelstein told you?’ was the Emperor’s first question, after he had graciously invited me to sit down. ”

“ The song was composed by him as a part-song for men's voices, March 14, 1854, was first sung on the 11th of the following June, and quickly found its way into print. In 1871 Wilhelm received a pension of £150 a-year from the Emperor, but did not long survive his good fortune, as he died Aug. ”

“ The King of Prussia, Emperor of Germany, takes pleasure in a self-contradictory policy, whereby he misleads and confuses the world. He is the same to-day as he was when, as prince heir to the throne, he declared that he "would never have any friends, only dupes." Through him the Sultan, whom he delights to honour, becomes a conqueror, his crimes are condoned and cynically absolved before the outraged conscience of all Europe. Yes, all these things have been done by William II; Abdul Hamid looks upon the German Emperor as the main pillar of the temple of his glory! ”

“ Indeed, to break the Franco-Russian Alliance, to make the CZAR an enemy of England, to place Europe under German hegemony was an ambition strong enough to make even a dull man lively and to speed a clumsy and halting pen. It was only when the writer realised the game was up that the letters became shorter and less exuberant. But during those historic days when Great Britain, Russia, and France were drawing together under the impulse of a common danger, the Imperial scribe used every art to cajole, to flatter, to amuse, and to threaten the Emperor Nicholas. ”

“ With my lofty peers and with the whole German people I stand in mourning at the bier of the first Chancellor of the German Empire, Prince Otto von Bismarck, Duke of Lauenburg. We who were witnesses of his masterly work, who looked upon him as the master of statecraft, as the fearless champion in war as in peace, as the most devoted son of his Fatherland and most faithful servant of his Emperor, are deeply shaken by the demise of the man in whom the Lord God created the implement with which to carry into effect the deathless idea of Germany’s union and greatness. ”

“ Wilson was the first to demand of the German reigning dynasty that it withdraw, in doing which he hinted that, were such action taken, the German people would be granted a better peace. Before the Government of Prince Max joined in the demand for my abdication of the throne, which it based on the same grounds as Mr. Wilson—that Germany would thereby get better terms— (prevention of civil war was used as a second means of bringing pressure on me) —it was in duty bound to get some sort of a binding guaranty from Mr. Wilson. ”

“ In an inner room in the great palace the elder son of the dead Kaiser, all at once become William II, German Emperor, King in Prussia, eighteen times a Duke, twice a Grand Duke, ten times a Count, fifteen times a Seigneur, and three times a Margrave—this young man, with fifty-four titles thus suddenly plumped down upon him, * seated himself to write proclamations to his Army and his Navy.
* With the possible exception of the Emperor of Austria, William is the most betitled man in Europe. Beside being German Emperor and King of Prussia, he is Margrave of Brandenburg, and the two Lausitzes ”

“ Perhaps you will know these and many more things about him when you see him in Boston, New York, San Francisco or at the Chicago World’s Fair.
A STATELY RIDER.
“Will he be there?”
As likely as not.
“But who is he?”
Ah! now you ask something. He is Master Friedrich Wilhelm, the Crown Prince of Germany. If he live long enough, he will do something more than hold the reins of that pretty, proud white pony; he will hold the reins of Prussia, one of the most powerful nations of Europe. ”

“ Whatever may be thought of the manner of this refusal, or of its immediate motives, it was in itself wise, for the German empire would have lost immeasurably had it been the cause rather than the result of the inevitable struggle with Austria, and Bismarck was probably right when he said that, to weld the heterogeneous elements of Germany into a united whole, what was needed was, not speeches and resolutions, but a policy of “blood and iron.” In any case Frederick William, uneasy enough as a constitutional king, would have been impossible as a constitutional emperor. ”

“ It is thus that a paternal Government protects the earnings of its workmen. With a view also of keeping the working classes from the racecourse, no racing is now permitted on Sunday. This is ‘all on account of the ‘Lizer'—the totalizer.
Kaiser Wilhelm, in spite of his eccentricities, which the Germans freely acknowledge, is undoubtedly immensely popular with his people. He is a German of Germans, and the Germany-for-the-Germans feeling was never so strong as it is at present. Our national motto is ‘Made in Germany,’ but the Vaterland does not return the compliment. ”

“ During the lifetime of the old Kaiser it seemed possible that their eclipse might be of only a temporary nature. Nowhere can such an idea be cherished now. Young William dwarfs them all by comparison even more strikingly than did his grandfather.
They all came to Berlin to do him homage at the opening of the Reichstag, which inaugurated his reign on June 25, 1888. They will never make so brave a show again; even then they twinkled like poor tallow dips beside the shining personality of their young Prussian chief.
Almost all of them are of royal lines older than that of the Hohenzollerns. ”
