“ The great development of Fresno has been due entirely to the colony system, which has also built up most of the flourishing cities of Southern California. In 1874 the first Fresno colony was started by W.S. Chapman. He cut up six sections of land into 20-acre tracts, and brought water from King's River. The colonists represented all classes of people, and though they made many disastrous experiments, with poor varieties of grapes and fruit, still there is no instance of failure recorded, and all who have held on to their land are now in comfortable circumstances. ”

“ In the District Court Fresno prevailed on all points. In the Court of Appeals this judgment was set aside 'insofar as it relates to the terms upon which the City of Fresno is entitled to receive water from the United States at Friant Dam,' 293 F.2d 340, 360, because in establishing the rate at which water would be delivered the respondent officials were acting 'within the scope of their statutory authority and were carrying out the duties imposed upon them by their official positions. ”

“ After holding court in Los Angeles he took the train for San Francisco August 13th, the deputy marshal occupying a section in the sleeping car directly opposite to his. Judge Terry and his wife left San Francisco for their home in Fresno the day following Justice Field's departure for Los Angeles. Fresno is a station on the Southern Pacific between Los Angeles and San Francisco. His train left Los Angeles for San Francisco at 1:30 Tuesday afternoon, August 13th. ”

“ It is cooler in winter than Southern California, and the summers average much warmer. Owing to the greater heat, the fruits mature sooner. It is just now becoming celebrated for its raisins, which in quality [Pg 115] are unexcelled; and its area, which can be well irrigated from the rivers and from the mountains on either side, seems capable of producing raisins enough to supply the world. It is a wonderfully rich valley in a great variety of products. Fresno County, which occupies the centre of this valley, has 1,200,000 acres of agricultural and 4,400,000 of mountain and pasture land. ”

“ The Fresno, the largest of the northern groves, occupies an area of three or four square miles, a short distance to the southward of the famous Mariposa Grove. Along the beveled rim of the cañon of the south fork of King’s River there is a majestic forest of Sequoia about six miles long by two wide. This is the northernmost assemblage of Big Trees that may fairly be called a forest. Descending the precipitous divide between the King’s River and Kaweah you enter the grand forests that form the main continuous portion of the belt. ”

THE CALIFORNIA RAISIN INDUSTRY.
Fresno County, for ten miles about Fresno, furnishes the best example of the enormous increase in values which follows the conversion of wheat fields and grazing land into vineyards and orchards. Not even Riverside can compare with it in the rapid evolution of a great source of wealth which ten years ago was almost unknown. ”

“ God had wrought a perfect deliverance.
It was during our stay at this place that we had the privilege of visiting the park in which are the giant redwoods of California. For thirty miles on the trip we went in a carriage, and then we took a large mountain-wagon drawn by two pair of horses. As we ascended the mountain to the park, we passed through vegetation in various conditions. At Fresno, where we began our journey, no rain falls and vegetation grows only by means of irrigation. ”

“ Frémont’s experiences during his surveys of the great valleys of the San Joaquin and Sacramento caused him to fall under the fascinating spell which California exercises over the greater number of its Eastern settlers. The vast domain of its virgin forests, the luxuriance of its vegetation, the extent and fertility of its valley lands, and its incomparable climate were speedily recognized by Frémont as so many physical conditions calculated to insure unparalleled prosperity when once it should be occupied by Americans. ”

With the Americans, in the cities where they are in the majority, business is the uppermost consideration upon all occasions, and profit and loss, and chances of obtaining a competency, the constant subject of thought. With the Californians, the enjoyment of the present, which alone is theirs, is at all times a matter of prime importance ”

“ Though situated a short distance inland, and thus deprived of the facilities which contributed to the rapid growth of San Francisco, the fertile plain surrounding it, and the increase of the inland trade and travel will draw to the town and its neighborhood a thriving, business population. The old mission of San José is situated about ten miles from the town. The establishment and the grounds belonging to it are in a state of decay. The population there is about three hundred in number, most of whom are Indians, and all of them in a degraded condition. ”

“ The emigration to the gold region caused many towns to spring up, as if by magic, in its neighborhood, and on the route to it from San Francisco. These were principally the stopping places of the gold-seekers, or the seat of a trade in provisions and articles manufactured in the States and transported thither. Some of these towns have become of a size sufficient to warrant the assertion that they will soon rival the cities of the Atlantic coast of the United States. The progress of these places is aided by the enormous price of real estate in San Francisco. ”

“ In this land of balmy airs, soft skies, and gentle seas there lived, in the old days, a people who were indifferent to money, who carried their religion into their daily pleasures and sorrows, were brotherly toward one another, contented, beautiful, joyous.
About the time that the mission of San Francisco was founded, the Spanish government decided to lay out two towns, or pueblos, where it was thought the fertile character of the soil would lead the settlers to raise grain and other supplies, not only for themselves but for the people of the presidios. ”

“ General Fremont, the "path-finder," who could easily find the best way through a wilderness and could make maps or roads for others to follow him, is a striking figure in California history. He made three exploring trips to this coast, Kit Carson, the famous hunter and trapper, being his guide and scout. From the Oregon line to San Diego, Fremont knew the country. He was a brave Indian fighter and helped to capture California from Mexico. Fremont was appointed governor of the new territory by Stockton, and was the first senator from California representing the state in Congress. ”

“ Communication is with San Francisco by means of steamboats and launches, and the commerce of the town is constantly increasing.
Other towns exist—on paper—in the neighborhood of San Francisco and the gold region, and, doubtless, they will, in the course of time, become settled by a thriving, go-ahead population from the Atlantic States. Land speculation in California is as profitable a business as gold-digging—and less toilsome. Many of 114 the shrewd ones, who early took advantage of this "tide in the affairs of men," have already reached the goal of their hopes, an independent fortune. ”

“ Every one seems happy, and it is with regret that we leave the gay scene.
Through the hills to the north, across the Arroyo Seco, not dry now, but a swift stream turbulent from the winter rains, we journey on. We pass Eagle Rock, a great bowlder high upon the green hillside, one of the landmarks of the region, and enter the valley of the Los Angeles River. After traveling for several hours, we come to a large plantation of trees, vines, and grainfields, in the midst of which lies the mission of San Fernando. Its land extends for miles on every side and is exceedingly fertile. ”

“ Fresno, as seen from the railroad station, is not as inviting as it might be, and the thousands of travelers who pass by on the cars, headed farther south, can judge but little of the town and the district behind it. The country is so level, that the only way to get a good view of the country is to ascend some elevated building, the courthouse being the highest, and through its location the best suited building for the purpose. ”

“ The town is situated on a short bend near the entrance of the bay, upon its southern side. The point of land which partly protects its harbor from the sea is called Point Pinos. A very neat and pretty appearance is presented by the houses of the native Californians, which are generally constructed of adobés and white-plastered. Those of the Americans are easily distinguished by their being built of logs and planks, and presenting a more substantial, but rougher appearance. ”

“ The Presidio of San Francisco, now a regular military post of the United States, although still retaining its Castilian name, is picturesquely and delightfully situated on the north end of the peninsula. There is also a government presidio at Monterey.
Point Reyes (kings point) , was named by Vizcaíno in honor of the “three wise men,” or “holy kings,” because it was discovered on the day of their devotion. This point is in Marin County and is the outer point of Drake’s Bay, where the noted adventurer is supposed to have made his anchorage, and where Cermeñón was wrecked. ”

“ Like the water of a rapid river, which, meeting with a serious obstacle in its course, is checked for the moment and then, having gathered new strength, surmounts the barrier and springs forward with renewed energy, San Francisco has pursued her course. The late fire, decidedly the most disastrous the new city has experienced, produced for awhile a general stand in business. But the go-aheadative principle was too strong for a continuance of a stagnation; and all the sufferers set about doing their utmost to retrieve their fortunes. Success must wait upon such persevering energy. ”

“ He brings with him no other authority for his return, and says he desires to live peaceably, and attend to his private affairs. He denies ever having said that he came back with powers to resume his gubernatorial functions, and that he rebuked such of his friends as he had seen for their last attempt at a revolution, and advises that they remain quiet and obey the laws, as no part of the people of the conquered Mexican territory have been treated as kindly as the Californians have been by the American authorities. ”

“ What will be the future California is a question which admits of a ready answer. If she retains her present boundaries, with her extensive sea coast, and her progress bears any proportion to that since the conquest, in fifty years—it is a warranted conclusion—the State will surpass any of those upon the Atlantic coast. For, what State has such united commercial facilities and vast resources? Where are such internal wealth and such splendid harbors to be found united? It is probable, however, that the State may be divided, after the population has reached a sufficient number. ”

“ The remains of a vast number of villages in all the valleys of the Sierra Nevada, and among the foot-hills of that range of mountains, show that at no distant day there must have been a numerous population, where there is not now an Indian to be seen. There are a few still retained in the service of the old Californians, but these do not amount to more than a few thousand in the whole territory. ”

“ Fresno shook his head in disgust; the brazen methods of this person were unbearable.
"Why all the colors?" asked he. "You can sing best where there is a piano. I can train best under the shadow of college emblems. I am a temperamental athlete."

Every house in the Presidio and valley, every spare room at the Mission, opened to them with the exuberant hospitality of the country. ”
