The history of the Holy League in France is usually represented as having extended from 1576 to 1594. This time was the period of its greatest activity and of its greatest power. But institutions do not spring to life full armed in a moment, like Athené from the head of Zeus. “The roots of the present lie deep in the past,” as Bishop Stubbs observed.
