Imperial Crown of the Holy Roman Empire

“ The government of the late Roman empire was an autocracy, in which the emperor was the active head of the administration and at the same time the source of all legislative, judicial and military authority. For the exercise of this authority the support of the army and the bureaucracy was essential. All the sovereign rights of the Roman people were regarded as having been transferred to the imperial power. The emperor was no longer the First of the Roman citizens—the primus inter pares—but all within the empire were in equal degree his subjects. ”

The sustenance of Rome with which the emperors charged themselves may be regarded in the light of compensation for the political rights of which the imperial government robbed the Romans. The emperor was not the war-lord of the Roman Empire who, as such, felt this duty incumbent upon him; he was rather the most powerful person in the capital, who exerted himself to win the favour of its populace, as the prominent personages of republican times had done. ”

“ The ablest men of the Empire were at last summoned to govern it. From the year 268 to 394 most of the emperors were able men, and some were great and virtuous. Perhaps the Empire was never more ably administered than was the Roman in the day of its calamities. Aurelian, Diocletian, Constantine, Theodosius, are alike immortal. They all alike fought with the same enemies, and contended with the same evils. The enemies were the Gothic barbarians; the evils were the degeneracy and vices of Roman soldiers, which universal corruption had at last produced. ”

“ There was a great want of able sovereigns, and especially of men who were strong enough to fulfil the functions of the imperial office. To turn now especially towards 463Italy and Rome, it was the lack of a strong hand to preserve peace and order among the petty princes and states of Italy, and to protect the pope and the Holy See from the rebellions and intrigues of powerful nobles and contending factions within and around the Roman principality, which was the chief cause of the long obnubilation of the sun of Christendom—the Roman Church—during the tenth epoch. ”

“ If such was the nominal position of the emperor, what then was the real secret of his actual power? It rested, not on the tradition of kingship, but on the simple basis of military leadership. “Imperator,” as has been said, implied “commander of the legions”; and he who controlled the legions, controlled the Roman Empire. That was the whole secret. There is nothing occult or mysterious in it all. Rome’s position as mistress of the world depended solely upon her army; therefore, the man who controlled that army was master of the world. ”

“ Peter’s and, placing a crown on his head, cried in a loud voice: “Life and victory to Charles, the great and pacific Emperor of the Romans, crowned by the hand of God!” and after three centuries and more of anarchy, barbarism, and hopeless degeneration, the empire was restored as the Holy Roman Empire, in the person of a Frankish warrior of the lands of the Belgæ, and destined to endure for another thousand years. ”

“ General idea of the Imperial system To resume, in a few words, the system of the Imperial government, as it was instituted by Augustus, and maintained by those princes who understood their own interest and that of the people, it may be defined an absolute monarchy disguised by the forms of a commonwealth. The masters of the Roman world surrounded their throne with darkness, concealed their irresistible strength, and humbly professed themselves the accountable ministers of the senate, whose supreme decrees they dictated and obeyed. ”

“ When the royal majesty is present, the assent to the election does not belong to us, and, when it is lacking, you are represented by your patricius. For in the affairs of the republic the patricius is not patricius of the pope, but of the emperor. We admit that we have been so thoughtless as to appoint idiots as popes. It now behooves your imperial power to give the Roman republic the benefit of law, the ornament of manners, and to lend the arm of protection to the Church. ”

“ The emperors were all men worthy to command, and capable of giving tranquillity to their vast dominions. Several of them were of the purest morals, of high mental cultivation, and are still looked upon as ornaments of the human race; and while they could not check the decline of their people, these virtuous emperors prevented, for a time, the fall of the Roman Empire. ”

“ Beyond any question, the emperors, from Nero to my own times, sought only to preserve the empire by persecuting the Christians, and properly described Christianity as 'a baleful and malignant superstition,' 'a criminal association,' 'a new society that departed from the laws and ceremonies of our fathers, inventing a new government for itself inconsistent with the imperial laws and rights.' They understood that Roman sovereignty could not maintain itself against a rapidly increasing association that proposed to abolish war, slavery, private rights of property, offices, rank, and prerogative ”

“ Civil wars create an imperator, who, uniting in himself all the great offices of state, and sustained by the conquering legions, rules from East to West and from North to South, with absolute and undivided sovereignty. The Caesars reach the summit of human greatness and power, and the city of Romulus becomes the haughty mistress of the world. The emperor is worshiped as a deity, and the proud metropolis calls herself eternal. An empire is established by force of arms and by a uniform policy, such as this world has not seen before or since. ”

“ In all the lands which had obeyed Rome, and were included in the nominal supremacy of the revived Western Empire, it [Roman Law] acquired a prevalence and power not derived from the sanction of any distinct human authority. No such authority was for the time being strong enough to compete in men's esteem and reverence with the shadow of majesty that still clung to the relics of Roman dominion. ”

“ Great in war, and greater in peace, they were ornaments of humanity. Under their sway, the empire was prosperous and happy. Their greatness almost atoned for the weakness and wickedness of their predecessors. If such men as they could have ruled at Rome, the imperial regime would have been the greatest blessing. But with them expired the prosperity of the empire, and they were succeeded by despots, whose vices equaled those of Nero and Vitellius. Commodus, Caracalla, Elagabalus, Maximin, Philip, Gallienus, are enrolled on the catalogue of those who have obtained an infamous immortality. ”

“ Since the establishment of the Principate in our Republic many men, even an uncountable horde of men, have incurred Imperial displeasure. Of these not a few, after banishment from Italy or relegation to guarded islands or to some distant frontier outpost, have survived the Prince who exiled them and have, by the favor of his successors, been permitted to return to Rome and to the enjoyment of their property. But I believe that no Roman nobleman implicated, justly or unjustly, in any conspiracy against the life of his Sovereign, ever escaped the extreme penalty of death. ”

“ During a long period, however, the remains of the ancient constitution, and the influence of custom, preserved the dignity of Rome. The emperors, though perhaps of African or Illyrian extraction, respected their adopted country, as the seat of their power, and the centre of their extensive dominions. The emergencies of war very frequently required their presence on the frontiers; but Diocletian and Maximian were the first Roman princes who fixed, in time of peace, their ordinary residence in the provinces ”

“ The imperial majesty should be armed with laws as well as glorified with arms, that there may be good government in times both of war and of peace, and the ruler of Rome may not only be victorious over his enemies, but may show himself as scrupulously regardful of justice as triumphant over his conquered foes. ”

“ But it was all-important to mankind what nations should divide among them Rome's rich inheritance of empire. Whether the Germanic and Gothic warriors should form states and kingdoms out of the fragments of her dominions, and become the free members of the Commonwealth of Christian Europe, or whether pagan savages, from the wilds of central Asia, should crush the relics of classic civilization and the early institutions of the Christianized Germans in one hopeless chaos of barbaric conquest. ”

“ Rome, the second center of Christendom, and the second residence of the Pope, is declared5142 "an imperial and free city, the second city of the empire"; a prince of the empire, or other grand dignitary, is to reside there and "hold the court of the emperor." "After their coronation in the cathedral of Notre Dame at Paris, the emperors" will go to Italy before the tenth year of their reign, and be "crowned in the church of St. Peter at Rome." The heir to the imperial throne "will bear the title and receive the honors of the King of Rome." ”

“ After this manner the Roman empire combined the tolerance of great religious diversity with the supremacy of a centralised government. Political amalgamation brought about a fusion of divine attributes; and latterly the emperor was adored as the symbol of manifest power, ruler and pontiff; he was the visible image of supreme authority.
This régime was easily accepted by the simple unsophisticated paganism of Europe. The Romans, with all their statecraft, had as yet no experience of a high religious temperature, of enthusiastic devotion and divine mysteries. ”

“ One Empire, one Church, one Head of the Church was a Western theory which had never made much way in the later Roman empire. The movements in the West which placed the imperial power in commission, giving to the emperor the supreme secular, and to the bishop of Rome the supreme ecclesiastical, authority had no corresponding movement in the East. The emperors were only heads of the Church in the same sense as the king of England is in all matters ecclesiastical supreme. The emperors and ecclesiastics were usually agreed in not allowing the supremacy of the bishop of the elder Rome. ”

“ The German sovereign, therefore, though he exercised, as soon as chosen, full imperial powers both in Germany and Italy, called himself merely “King of the Romans” (Romanorum rex semper Augustus) until he had received the sacred crown in the sacred city. ”

“ The army had always the faculty of bestowing the military title of Imperator or emperor, and all the powers aggregated to it, as the tribunitial, the pontifical, the consular, etc., were expressly conferred on Augustus by the senate and people of Rome. The sovereignty vested in the political community never in the person of the emperor. The emperor represented the state, but never was himself the state. In principle Roman imperialism was republican, not in the strict or absolute sense monarchical at all. ”

“ The people in Europe have no such bitter feelings towards royalty as they have towards the feudal nobility—for kings have never so grievously oppressed them. In Rome the patrician order opposed alike the emperor and the people, except when they, as chivalric nobles sometimes will do, turned courtiers or demagogues. They were the people of Rome and the provinces that sustained the emperors, and they were the emperors who sustained the people, and gave to the provincials the privileges of Roman citizens. ”

“ O all ye deities who have exalted the present magnitude of the Roman empire to a position of supremacy over the world, guard, preserve, and protect, I entreat and conjure you, in the name of the Commonwealth, our present state, our present peace, [our present prince [104] !] And when he shall have completed a long course on earth, grant him successors to the remotest ages, and such as shall have abilities to support the empire of the world as powerfully as we have seen him support it! ”

“ So, again, in the words of the interpretation: "The fourth beast shall be a fourth kingdom upon earth, which shall be diverse from all the kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces" (v. 23) . Now all this exactly depicts the Roman power in its subjugation and control of the nations which eventually composed its empire. ”

“ At the time when the Son of God came down upon earth, the Roman Empire was at the height of its splendor and power. Never in the history of the world had there been an empire in every way so wonderful. Never before had there been a power so mighty and all-embracing in its dominion. All that had been great and brilliant in the civilization of the empires of old had come down to Rome, and had undergone a boundless development there. This truth is powerfully put forth in the words of the first professor of the philosophy of history at the Catholic University of Ireland. ”

“ The dual government of the prince and the senate which follows develops into the empire, and the emperor in time becomes the autocratic monarch. In this period of a thousand years from the seventh century before our era to the fourth century after it, we may see in the practical experiences of the [Pg 4] Roman people the points of strength and of weakness in an aristocracy, a plutocracy, a parliamentary government, a democratic empire, and an autocracy. We may also trace in the history of Rome the development of a city-state into a world-wide empire. ”

“ In the first place the Church is the lineal successor of the Empire in the sense that she saved Europe from chaos when the political ties which bound its several component parts to Rome were severed, and she conserved with all her power through the Middle Ages the Roman elements which escaped being engulfed by the wave of barbarism. More than that, she kept alive the old tradition of world-empire, no longer of the flesh, but of the spirit. Like the old Empire her domain embraced diverse lands and peoples. ”
