“ If the owner or owners of any privately owned property, or a majority of the owners of such properties within the district in the case of an historic district, object to such inclusion or designation, such property shall not be included on the National Register or designated as a National Historic Landmark until such objection is withdrawn. ”

“ The Tax Reform Act of 1984 revises the historic preservation tax incentives authorized by Congress in the Tax Reform Act of 1976, the Revenue Act of 1978, the Tax Treatment Extension Act of 1980, and the Economic Recovery Tax Act of 1981, which provide for a 25 percent investment tax credit for rehabilitating historic commercial, industrial and rental residential buildings instead of a 15 or 20 percent credit available for rehabilitation of non-historic buildings more than thirty years old. ”

“ We urge States and Federal agencies to request, at the time of submission, substantive review of any nomination about which they have particular concerns about the eligibility of the property under National Register criteria, the acceptability of documentation, or other substantive issues. For nominations that have been listed without substantive review as part of the nomination monitoring system, States or Federal agencies may request a substantive review after listing if there are specific concerns about the evaluation of the property. ”

“ Prior to the approval of any Federal undertaking which may directly and adversely affect any National Historic Landmark, the head of the responsible Federal agency shall, to the maximum extent possible, undertake such planning and actions as may be necessary to minimize harm to such landmark, and shall afford the Advisory Council on Historic Preservation a reasonable opportunity to comment on the undertaking. ”

“ Apart from the numerous national and archaeological societies, whose proceedings contain invaluable accounts of practically every monument of interest throughout the kingdom, there are two societies directly formed with the object of monument preservation in its widest sense, the Society for the Protection of Ancient Buildings, founded in 1877, and the National Trust for Places of Historic Interest and Natural Beauty, constituted in 1894 under the Joint Stock Companies Acts for the purchase and preservation of sites and buildings, which it can hold in perpetuity for the benefit of the public. ”
